that was an announcement on a substantial shareholder disposing his share & no longer "Substantial" shareholder after the disposal

substantial = 5%
as long as not "officer" by the definition under Company Act, & not holding more than 5%, don't need to announce.

if there are 5 shareholder holding 4% each & they gang up together for the game...
it will not be surprise on the big volume

substantial shareholder will need to announce their trading...
but not necessary on the same day.
