there are few reasons i could think of for the 1 lot, 1 lot transactions

1) maybe he loss a lot on paper already, his eyes painful to see the red figure. so whenever the price drop, he will buy 1 lot higher price to make his paper loss figure look less

2) the 1 lot , 1 lot transaction can be used to "fish" the seller to sell. just imagine you are queuing to sell with 500 lots & it is your turn in the queue, suddenly this joker buy 1 lot from you, what is your reaction ? other seller reaction im not sure la but my immediate reaction will be - f*** ! it gonna cost me brokerage fees also for this stupid transaction. some impatient seller will sell way the remaining odd lots to the buyer price even though he can afford to hold for coming days had the 1 lot is not transacted because the minimum brokerage fee already charge for the 1 lot transaction.

3) in same opinion with hornydog, someone wanna show some activity to keep interest alive on this counter.

i believe it is the same person buying 1 lot by 1 lot....the brokerage fee charge will be on the total amount he transacted at the end of the day
