BANGI, 1 Nov -- Rangka kerja Pelan Hala Tuju Pembangunan Vaksin Negara (PPVN) diyakini mampu membantu mengukuhkan keupayaan Malaysia secara berperingkat dalam usaha pengkomersialan vaksin tempatan.

Menteri Sains, Teknologi dan Inovasi Datuk Seri Dr Adham Baba berkata ini seterusnya akan menyumbang kepada industri bioteknologi, pembangunan modal insan dan bioekonomi negara.

“Rangka Kerja PPVN terbahagi kepada enam bidang keutamaan iaitu tadbir urus, infrastruktur pembuatan vaksin, kajian klinikal, pembangunan modal insan dan perolehan teknologi, pembangunan vaksin serta komunikasi vaksin,” katanya.

Beliau berkata demikian pada Majlis Pelancaran Pelan Hala Tuju Pembangunan Vaksin Negara (PPVN) dan Institut Genom dan Vaksin Malaysia (MGVI) di sini hari ini yang disempurnakan Perdana Menteri Datuk Seri Ismail Sabri Yaakob.

国家疫苗发展计划推介 首相:基因组研究所易名MGVI


（万宜1日讯）首相拿督斯里依斯迈沙比利今日推介国家疫苗发展计划（PPVN），并将大马基因组研究所（MGI）改名为大马基因组与疫苗研究所（MGVI），以进行疫苗研发的工作。

扩展至其他疾病疫苗
他说，今日推介的国家疫苗发展计划不仅将重点放在冠病疫苗上，还将扩展到其他疾病的疫苗，如癌症研究中心负责的头颈癌（Kanser Kepala dan Leher）疫苗研究。

依斯迈在PPVN推介礼上指出，通过落实疫苗发展计划和成立MGVI，各个领域的研究，尤其是健康和疫苗相关的高技术人力将能够诞生，为大马一家创造更多就业机会，有助于增加熟练工人的数量，提供人民的生活和健康水平。

疫苗研发生产带来长期回报
他提到，虽然疫苗的研发和生产是项高投资，但除了为大马带来跨国公司的投资外，还有可能通过节省治疗疾病的成本，为大马带来长期回报。

“通过PPVN和MGVI，大马能够按照国家药剂监管机构（NPRA）规定的条件生产自己的优质、有效和安全疫苗产品，从而成为生产疫苗的枢纽，以及提高疫苗使用的信心。”

落实3计划
依斯迈分享通过国家疫苗发展计划所要落实的3项计划，首先是大马医药研究院（IMR）开发2款使用灭活病毒和的信使核糖核酸（mRNA）的疫苗。


“该研发将着重于在大马发现值得关注的变异株（VOC）。政府为该研发所拨出用于卫生部和关怀伊斯兰债券（Sukuk Prihatin）研究冠病的特别援助金的350万令吉拨款。”

他说，第二项计划则是大马理科大学和亚洲医药大学（AIMST）合作研发霍乱疫苗。

他说，科艺部将投入1050万令吉的策略研究基金（SRF）资助该项目，并命名为开发针对霍乱、结核病和冠病的黏膜/口腔/亚单位疫苗（Development of Mucosal/Oral/Subunit Vaccines Against Cholera, Tuberculosis and COVID-19）。

首个研发头颈癌疫苗国
“第三，大马癌症研究中心（CRM）对治疗头颈癌的治疗性癌症疫苗展开的临床前研究，由科艺部资助300万令吉。由于目前大马尚未有首个人体临床研究设施，CRM将在2022年2月至2023年3月，在英国进行临床试验。”

他说，这项研究预计在2024年完成。大马也是全球首个研发头颈癌疫苗的国家。

他指出，政府将使用PPVN框架分阶段落实这些策略，以便可以有系统地和针对性的实施规划。

政府打算在明年為自行購買加強劑疫苗的個人和雇主，提供所得稅和稅務減免。

MELAKA: The state is expected to enter Phase Four of the National Recovery Plan (NRP) by next week, says Datuk Seri Sulaiman Md Ali.

The caretaker chief minister said the transition was discussed during a special meeting on Covid-19 management that was chaired by Prime Minister Datuk Seri Ismail Sabri Yaakob last week.

“Melaka should have moved into Phase Four along with Pahang, but unfortunately, the Covid-19 infection rate was still high then. So we had to defer the transition,” he said.

Sulaiman said he was confident Melaka would advance by next week.

Yong Tai Bhd (YTB) has received the support of new Chinese partners to resume the development of its 100-acre Impression City in Melaka following a delay caused by various Movement Control Order (MCO) to contain the spread of Covid-19 infections in the country.

YTB today signed a collaborative agreement with various parties, including Opustique Infinity Ltd (OIL), Cheng Ho International Trade Centre and Culture City Centre Sdn Bhd (CHITC) and Oriental Impression City Development Sdn Bhd (OICD), to restart the development of Impression City.

YTB chief executive officer Datuk Wira Boo Kuang Loon said this agreement is a sign of recovery for the property development business.

研究：中国产灭活疫苗 有效对抗德尔塔毒株

（北京22日综合电）《中国疾病预防控制中心周报（英文）》周五在线刊登广东省疾控中心一项研究报告显示，中国产灭活疫苗对德尔塔毒株引起的冠病感染者提供了良好的保护，这一结果与针对原冠病病毒毒株的灭活疫苗三期临床试验结果一致。

广州开打3剂冠病疫苗

（北京14日综合电）中国广州由周五起开放18岁以上民众，预约接种一款“重组冠病病毒疫苗”（CHO细胞），需要打3针，也是目前中国唯一一款3针程序的冠病病毒疫苗。

中国媒体引述医学期刊指，97%接种者在注射3剂“重组疫苗”之后，可产生中和抗体，不良反应比率较低，适合60岁或以上民众，及部分有基础疾病，但病情稳定的人接种，但不适合18岁以下群组或孕妇等，亦不能与灭活疫苗混合接种。

3针剂的冠病疫苗，也就是重组亚单位冠病病毒疫苗需要接种三剂，每两剂之间的间隔不得小于4周。

The COVID-19 vaccine produced by Shenzhen Kangtai Biological Products can protect against various mutations of the novel coronavirus, including the increasingly dominant Delta variant, the company told the Global Times on Wednesday.

The company said it had recently succeeded in isolating the Delta strain and would continue to evaluate it for further vaccine development.

Kangtai's COVID-19 vaccine was approved in China for emergency use in May. The company previously announced that data collected during the Phase I and II clinical trials showed a strong antibody response.

（吉隆坡2日讯）疫情居高不下，加上大马政局变幻莫测，外资从马股加速出走，马币在上周五写下4个月最大跌幅之后，周一继续滑落，最低降至4.2270。

上周五马币报4.2190，当日下跌0.4%，为自3月11日以来最大跌幅。

肯纳格研究表示，马币本周预料下跌至4.23-4.25，因为国内政局忧虑升温。同时，疫情居高不下，加上缺乏正面催化剂，将拖低马币表现。

“不过，油价走高，应可令马币跌幅受限制。”

大马回教银行经济学家阿当莫哈末认为，马币兑美元本周将持续在4.20区间游走；这主要是尽管接种疫苗增加，然而疫情仍然居高不下。

马银行分析员也表示，大马的政局波动，潜在的领导真空，可能冲击马币走势；然而，紧随加紧疫苗接种与原油价、健全外汇储备，债市在下半年吸引外资，预期马币可受支撑而回稳。

（八打灵再也3日讯）科学、工艺及革新部长凯里指出，随着德尔塔（Delta）变种毒株在我国传播，政府将会继续通过真实世界数据（RWD）的疫苗有效性，去对抗这种变异以及其他可能会出现的新变异。

他说，就像其他国家一样，我国目前正在研究是否需要接种第三剂疫苗加强剂量。

“我们需要接受冠病很可能成为‘地方性流行病’，并且需要定期接种疫苗，就像一些国家的流感疫苗一样。”
