在中国生物新冠病毒疫苗Ⅰ期、Ⅱ期的临床试验初步确认了疫苗的安全性和有效性之后，Ⅲ期临床项目是疫苗上市前最复杂最艰巨的阶段。国内疫情已经得到有效控制，不具备开展Ⅲ期临床试验的条件，因此必须在海外疫情高发区寻求能够合作开展Ⅲ期临床试验的国家。新冠病毒疫苗Ⅲ期临床项目由此成为有史以来我国首家医药企业在国外开展的Ⅲ期临床试验。
2020年的炎炎夏日，中国生物组建了这支代号“长城”的“特别行动队”奔赴阿联酋等中东国家。但行前路，无问西东，就此开启了中国这项前无古人的破冰之旅。
“打起背包就出发”
“长城是中华民族的象征，新冠病毒疫苗临床研发的过程就是一个打造‘健康长城’、抵御病毒的过程。”这支特殊的团队为何冠名“长城”，国药中国生物党委书记朱京津这样告诉《中国报道》记者，“我们希望新冠疫苗Ⅲ期临床项目就像万里长城一样，为国人乃至世界人民建起抗击新冠病毒的健康屏障，回归正常生活、促进经济发展，贡献中国力量。”
中国生物对于新冠疫苗Ⅲ期临床试验国家的选择与接触从5月份就已经开始了，“集团综合了各方因素最终首选阿联酋。一方面，中国和阿联酋友谊源远流长，两国领导人多次互访，达成了充分互信；另一方面阿联酋是一个正在从资源驱动型向科技创新型转变、努力打造大健康产业链的国家，非常适合我们的项目开展，长城项目选择的是阿联酋的高新技术企业G42集团为合作伙伴，他们有足够的实力和热情，并且得到了政府层面的大力支持。”朱京津表示。

2020年6月底，中国生物获得了阿联酋关于新冠灭活疫苗国际临床Ⅲ期试验批准文件，经过10天紧张的人员选拔和筹备工作，长城项目团队的人员名单最终确定下来，长城项目团队第一批出征的29名人员组成可谓强将云集，其中包含了国家疾控中心、河南疾控中心、国药集团、中国生物、国药国际等多个单位的专家和业务人员。“专业的人做专业的事，国家疾控中心、河南疾控中心专家顾问现场指导，专业的临床研究人员冲锋在前，翻译和行政人员做全面沟通支持。”朱京津表示。
“远征”面临的困难也是实实在在的，中国生物临床医学中心副主任、Ⅲ期临床技术负责人杨云凯在阿联酋接受连线采访时坦陈，长城项目团队的精英们在国内投入抗疫斗争已有半年时间，经常连轴转，没有经过任何休整就再次“披挂上阵”，而且家家都有本难念的经：队员刘洋的孩子出生才3个月，妻子默默地将孩子的照片做成相框，悄悄地放进丈夫的行李箱；出发时徐业的女儿还不会说话，是在连线视频中听到女儿喊出第一声爸爸；结婚3年因为工作繁忙一直没有要孩子的王伟，计划又不得不推后了；出发时恰逢儿子高考，作为母亲的杨云凯也只能在心底里默默寄托祝福⋯⋯可当接到出征的命令时，他们都没有迟疑和犹豫，“打起背包就出发”。
直面“四大难关”

2020年7月9日，国药中国生物长城项目（Ⅲ期临床）团队，携带中国生物的两款新冠病毒灭活疫苗飞到阿联酋首都阿布扎比。开疆拓土从来都是最为艰辛的，飞机落地阿联酋，长城团队马上就面对“四大难关”（高温关、饮食关、语言关、疲劳关）的考验。
此时，正是这个热带沙漠气候国家一年中最热的时候，白天室外温度在40℃~50℃，在室外几分钟就足以让人汗流浃背喘不过气来。接收国内运来疫苗的队员，需要在烈日下从机场将疫苗接收运输至冷库，从40℃的环境中直接进入只有三四摄氏度的冷库里，身体根本吃不消。室内外温差非常大，预防感冒发烧成为超乎意料的一项重要工作。“根本没带厚衣服的我们只能到当地商场去购买，后有同事委托从国内来的同事把厚衣服捎过来。”杨云凯说。
阿拉伯国家的饮食习惯与中国的差距很大，没有热水、大量的橄榄和说不出名字的糊状食物让队员们难以下咽。刚来的时候，往往只能随随便便凑合几口，带来的“老干妈”、榨菜、方便面成了主食，后来，驻扎在阿联酋的中资企业中石油、华为等送来了可口的中餐盒饭，才让大家感受到了久违的家乡味道。
数万名志愿者入组接种，“长城”团队需要与当地合作伙伴、医院、CRO公司和各类保障机构等单位人员进行大量的沟通交流工作，工作中彼此克服了思维方法、工作方式、生活习惯等方面的差异，互相适应，互相包容，就是凭借着一股子热情与韧劲，长城项目团队齐心协力度过了一个又一个难关。
“整个Ⅲ期临床试验过程中，长城团队没有任何休息日，每天的工作时间都超过12小时，通宵达旦也是常有的事儿。有时下午4点多才吃上午餐，顶着月亮返回驻地已经夜里1点，第二天照常8点多集合出发，大家已经习以为常。”杨云凯向《中国报道》记者笑言，“加班的时候我们都习惯了‘婴儿般的睡眠’，就是实在熬不住了睡一小会儿，醒来接着干。”
和当地人的交流也是在克服困难中进行的，当地人的英语口音很重，特别是涉及大量专业术语的时候，双方的交流非常困难。”来自北京生物制品研究所的Ⅲ期临床沙迦现场负责人王伟说，一开始“长城”团队是通过翻译和英语较好的人进行交流。为了更好地完成工作，大家苦练英语，大胆交流，现在几乎每个人都能够独当一面。
“当地的节日特别多，8月份到9月底的时候有十几天的时间当地的工作人员都得休息，但是我们的工作是跟病毒赛跑，必须完全无休地保证方案及时执行，我们就得做当地工作人员的思想工作，通过轮休的方式跟上我们的工作步伐。通过不断磨合和相互包容，工作开展越来越顺畅。”杨云凯说。
“长城”项目团队在阿联酋和巴林都经历了初期入组人数达不到预期的困难情况，但随着工作逐步推进，成绩突飞猛进。2020年7月22日，阿布扎比国家展览中心（ADNEC）接种现场启用；7月30日，第二批疫苗抵达阿布扎比，并完成入库；经过近两周的磨合，8月4日，两支小分队分别前往阿联酋沙迦酋长国和巴林王国开展新接种现场开设相关工作；9月3日，埃及小分队出征，开展埃及接种现场开设的相关工作⋯⋯
当阿布扎比国家展览中心接种现场入组突破15000人的历史时刻，现场的广播中响起：“截至目前，新冠疫苗入组接种人数已达15000人。”一时间万众沸腾，全场的工作人员和志愿者们都开始欢呼庆祝，热泪盈眶的每一位参与者都深知其中的意义何在。

“当地的人民对我们格外友好，过路人、出租车司机都会友好地和我们主动打招呼，并喊出：‘中国！疫苗！棒！’。志愿者甚至全家上阵帮我们宣传，一位志愿者的双胞胎女儿就在当地的电视纪录片中‘现身说法’，起到了很好的宣传效果。”回忆这些片段时，杨云凯有些哽咽。
经过中外人员的共同努力，“长城”团队创造了4个世界第一：入组人数全球第一；志愿者涵盖125个国籍，覆盖人群及其所属国别量全球第一；入组现场医务人员与工作人员数量全球第一；场地面积与设施投入全球第一。
在“长城”项目团队出发前，阿联酋这个接近1000万人口的国家每天感染新冠病毒的人数已经达到四五百人，后来增至每天1000余人，疫情十分严峻。
长城团队做了所能想到的最充分的防护准备。虽然多次与感染者接触和擦肩而过，但由于疫苗的保护，加之队员们的自我防护，全体队员无一例感染新冠病毒。
最难忘的“双节”之夜
在中东的日日夜夜，往往都在紧张而忙碌中度过，而让队员们感觉最幸福的日子，就是国庆节、中秋节双节合一的2020年10月1日，对于这些身在海外的赤子来说，这个日子更增加了一份特殊的温馨色彩。
长城团队在这一天举行了长城项目组三国四地国庆中秋联欢会（阿联酋的沙迦团队回到阿布扎比，巴林团队、埃及团队在线视频参加）。当“长城”团队一行人坐在从工作现场赶往联欢会现场的大巴上，每个人手中都拿着一面五星红旗，大家在车上唱响《我和我的祖国》，歌声萦绕整个车厢。

身在异国他乡，大家难得地欢聚在一起，感受其乐融融的大家庭的温暖与祥和。11个自编自导的诗朗诵、舞蹈、歌曲联唱等节目饱含着爱国深情，精彩纷呈。“⋯⋯众志成城抗疫情，国药号召我先行，锻造疫苗杀手锏，必赢；亲爱祖国是我家，繁荣昌盛不用夸，心系祖国啥感觉，想家⋯⋯”王伟组织沙迦团队表演的三句半，更是把队员一会儿逗笑一会儿带哭。联欢会结束时，朱京津带领大家进行了宣誓：坚决完成好Ⅲ期临床试验任务，用实际行动报效祖国。
当阿布扎比的阿联酋少年唱响《义勇军进行曲》，当迪拜的哈利法塔亮起“中国红”展示巨幅的中国国旗，一位团员由衷地说，“从来没有哪个时刻有如此的自豪与幸福感”⋯⋯
各国政要带头接种疫苗图片
在阿联酋等国进行Ⅲ期临床试验期间，朱京津与中国疾控中心免疫规划中心副研究员郑徽、河南CDC临床中心主任夏胜利等人会见了阿联酋、巴林、埃及、印度尼西亚、智利等国政要，在坦诚而真挚的交流中他们深深地感受到，各国政要都把中国的新冠疫苗Ⅲ期临床项目视为关系到全人类生命健康的一项伟大的事业。“他们都明确表达愿意为‘长城’团队新冠疫苗Ⅲ期临床顺利推进尽其所能地创造良好条件。”这一点让朱京津非常感动。
2020年7月15日，就在长城团队到达阿联酋的一周之内，阿布扎比卫生部长成为首位接种了国药中国生物疫苗的志愿者。是什么让这位政要对中国朋友如此信任，朱京津回忆说，“当会见部长时，他主动提出要第一个接种疫苗。他认为，在阿联酋开展Ⅲ期临床试验必定充满挑战，我信任国药集团的产品，愿意当这个‘第一人’。”
在此之后，各国政要都纷纷率先接种新冠疫苗，阿联酋总理、迪拜酋长阿勒马克图姆，外交部长阿勒纳哈扬，卫生与预防部长欧维斯，内阁事务部长格加维；巴林国王哈马德，王储萨勒曼、最高卫生委员会主席穆罕默德亲王、卫生部长萨利赫，外交部长扎亚尼，内政部长阿勒哈利法；埃及卫生与人口部长哈莱⋯⋯朱京津一一列举，他们用实际行动来对中国疫苗的信任“投票”，还主动上电视和新媒体平台进行宣传，号召更多的志愿者加入到临床队伍当中来。
疫情何所惧，疫苗传佳音。在阿联酋等国家坚定不移的支持下，12月9日，中国生物新冠灭活疫苗在阿联酋正式注册上市，也成为全球首个正式获批上市的疫苗，这是中国有史以来第一支在国外上市疫苗。正如阿联酋卫生与预防部部长欧维斯所说的那样，这是阿联酋政府对该疫苗安全性、有效性的重大信任投票。
好消息接连不断，12月13日，中国生物新冠灭活疫苗在巴林注册上市，12月30日，中国生物新冠灭活疫苗在国内获批上市⋯⋯中国生物“长城”项目的英雄团队通过辛勤忘我的工作，展现了勤劳、智慧、百折不挠、众志成城的民族精神，用实际行动践行了构建全球命运共同体的理念，这一次没有先例可以遵循的开拓行动，为今后中国开展类似的全球临床试验及国际合作行动积累了丰富经验，打下坚实基础。

吉隆坡7日訊｜高峰控股（BPURI，5932，主板建築股）週三宣佈，以1配1比例發售附加股，每1股附加股將送1張憑單，總共發出4億3934萬股附加股和憑單。
據文告，假設附加股參閱發售價為每股9仙，上述企業活動可集資最少2000萬令吉，作為現階段發展和建築工程項目的融資、償還銀行貸款和充作營運資本。
完成上述活動後，高峰控股繳足資本將從3億8204萬股或1億5782萬令吉，擴大至最多13億1804萬股或2億6301萬令吉。

RATIONALE FOR THE PROPOSED RIGHTS ISSUE WITH WARRANTS
The Proposed Rights Issue with Warrants will enable the Company to raise funds and channel
them towards the proposed utilisation as set out in Section 3 of this announcement.
After due consideration of the various options available, the Board is of the opinion that the
Proposed Rights Issue with Warrants is the most suitable means of fund raising for the
Company for the following reasons:-
(i) it will involve the issuance of new Bina Puri Shares without diluting the Entitled
Shareholders’ shareholdings provided that they subscribe in full for their respective
entitlements under the Proposed Rights Issue with Warrants and exercise their
Warrants subsequently;
(ii) it provides an opportunity for the Entitled Shareholders to participate in the equity
offering of the Company on a pro-rata basis; and
(iii) it will enable the Company to raise the requisite funds without incurring additional
interest expense from bank borrowings, thereby minimising any potential cash outflow
in respect of interest servicing costs.
The free Warrants which are attached to the Rights Shares are intended to provide an added
incentive to the Entitled Shareholders to subscribe for the Rights Shares. In addition, the free
Warrants will provide the Entitled Shareholders with an opportunity to increase their equity
participation in the Company at a pre-determined exercise price during the tenure of the
Warrants and will allow the Entitled Shareholders to further participate in the future growth of
the Company as and when the Warrants are exercised.
The exercise of the Warrants in the future will allow the Company to obtain additional funds
without incurring additional interest expenses from borrowings. Furthermore, should the
Company increase its borrowings in the future, the exercise of Warrants will increase
Shareholders’ funds and lower the Company’s gearing, thereby providing the Company with
flexibility in terms of the options available to meet its funding requirements.

（上海12日讯）网民们藉中国「双11」狂热购物，各式各样的统计数字陆续出炉，其中天猫、京东两大平台的统计显示，避孕套的销量出现爆发式增长，其中杜蕾斯在京东的两小时销量，已经相当於去年全日的销量。
澎湃新闻网报导，统计亦发现男士购买的物品亦有所改变，天猫、京东的数字发现，男性用户在天猫购买72万3000件玻尿酸类护肤品，京东平台上，男士賆买眼霜、眼部精华的数量，是去年同的10倍，显示男性开始注重面部保养。
手机一向是每年「双11」的热销產品，今年京东的统计显示，中国国產品牌一加（OnePlus）、华为、小米包办畅销手机的头3名，而畅销的旗舰手机当中，华为Mate 20系列、荣耀Magic 2、小米MIX 3，平均每10秒的销售额可达1000万元人民幣（601万8500令吉）。
至於购物量最多的省市排名，前10名分別是广东、浙江、江苏、上海、北京、山东、四川、河南、湖北和福建。

终止IPP合约无影响 电力领域前景续看好
能源、科技、科学、气候变化及环境部长杨美盈25日在国会上宣佈，终止4项直接颁发的独立发电厂项目合约，这將为政府省下12亿6000万令吉的供电成本。
取消的4 项合约包括国家能源（TENAGA，5347，主板公用股）与马拉卡（MALAKOF，5264，主板公用股）位於雪兰莪加埔的700兆瓦（MW）天然气发电厂项目、国家能源与Aman Majestic在登嘉楼北加的1400兆瓦天然气发电厂、沙巴能源发展公司与联熹（RANHILL，5272，主板公用股）独资子公司--SM Hydro能源在沙巴山打根的300兆瓦天然气循环发电项目，以及Edra能源控股的400兆瓦太阳能发电厂项目。
大眾投行分析员指出，由於此前没有將上述合约项目纳入国家能源和马拉卡的盈利预测中，因此无须修正盈利预测。分析员也相信，取消上述合约不会影响国家能源和马拉卡现有的购电协议（PPAs）和发电厂。
丰隆投行分析员也表示中立看待上述消息，因为尚未將合约纳入国家能源的盈利预测考量，而杨忠礼电力（YTLPOWR，6742，主板公用股）则没有在取消的合约名单內。
分析员也认为，儘管政府声称目前的储备电力高达32%，但一次过取消了共2800兆瓦的发电產能之后，政府未来仍必须重新招標，以迎合不断增长的电力需求，特別是沙巴州。
由于杨美盈已表明，要把再生能源发电率从2%提高至20%，所以分析员不排除，若政府接下来新增的发电產能，將以再生能源优先。分析员也相信，国家能源在竞標再生能源发电项目方面更具优势。分析员维持电力领域「增持」评级，同时也维持国家能源「买进」评级，目標价为17.50令吉。
至於杨忠礼电力，分析员认为该公司的海外子公司和投资项目的贡献有助於改善的流动资金，认为公司可继续每年稳定派息，因此维持该股「买进」评级，目標价为1.45令吉。
大眾投行分析员则维持该领域的「中和」评级。鉴於马拉卡目前的股价表现疲弱，浮现投资价值，他上调该股评级至「买进」，目標价为1.09令吉。国家能源而言，分析员维持该股「跑贏大市」评级，目標价为17.81令吉

（怡保19日讯）隨著宝腾將在5年內，全面转移生產线至丹绒马林，再加上霹州政府及私人机构推动的汽车零件中心计划，丹绒马林国会议员郑立慷认为丹绒马林需要一座国际机场，才能加快成为国內汽车製造业枢纽的步伐。
他说，以宝腾生產厂房为主的丹绒马林汽车城是在2003年设立，目前宝腾决定结合所有生產线，包括已將雪州莎阿南厂房逐步迁至丹绒马林汽车城，相信会在5年內完成搬迁，届时相信丹绒马林的汽车生產工业將获得蓬勃发展。
「宝腾在丹绒马林综合所有生產线后，还有州政府推动佔地逾百亩的汽车零件中心计划，肯定会吸引更多汽车製造下游相关行业的厂商入驻丹绒马林，成为一站式汽车工业枢纽。」
与此同时，他认为，中国浙江吉利计划进军东南亚的右驾市场，所以也將以丹绒马林为基地，全力辅助宝腾轿车衝出海外，强攻东南亚市场。
有鑑于上述种种的因素，为了方便汽车製造业的运输，如原料入口及汽车出口，他接受《东方日报》专访时透露其想法，认为丹绒马林非常適合建兴建一座国际机场。
先改善现有基施
「兴建国际机场是我的初步概念，尚未提呈国会，因为我认为丹绒马林发展为汽车工业枢纽指日可待，但需先未雨绸繆，解决物流问题。」
他解释，霹雳州內缺乏国际物流港口，也没有合適的国际机场，州內唯一的怡保阿兹兰莎机场，因大型飞机无法降落而不適于用作物流运输。
「汽车工业的物流需要货仓（kargo）大型飞机载送，直飞到目的国家。当霹州本身没有国际机场时，丹绒马林的物流就需运输到雪邦的国际机场，但两地距离甚远，並不方便。」
此外，他希望在丹绒马林重工业起飞前，先改善现有的基施，如增设公共交通总站及休閒中心。
他指丹绒马林国会选区范围甚大，涵盖美罗、宋溪、仕林河和美冷，但至今却没有一间购物广场或戏院，仅有2家霸级市场，而公共巴士的连贯性也不完善。
「从美罗到丹绒马林汽车城，车程62公里，距离颇远，因此若要方便本地人前往则需增添公共巴士的川行路线及增设巴士总站。」
他也指当宝腾莎阿南生產线迁至丹绒马林汽车城时，人口便会增加，预料6000名莎阿南厂房的员工加上家眷，总计至少会有1万2000人在未来5年內移居至丹绒马林。
当人口增加时，他认为，连锁反应会使当地各行各业发展起来，因此相关的基建设施必须从现在开始计划。
当地居民存3种心態
丹绒马林国会议员郑立慷认为，当地民眾对丹绒马林发展为重工业枢纽存有3种心態。
他指第一种心態是心存怀疑，毕竟丹绒马林汽车城耸立在丹绒马林区已有15年之久，却不见对当地社群带来任何受惠性发展。
「第二则是对重工业为环境带来污染的忧患。无法否认，汽车製造业是重工业，发展及保护环境向来都是一场拉扯战，但我相信环境部专员会依序展开环境评估报告及严厉监督和审查。」
最后的心態则是地方发展所造成通货膨胀的担忧，他说，当人口增加，发展起来时，房价和物价也会提高，此问题不可避免，但他相信若丹绒马林確实获得发展后，当地社群的收入也会隨之提高。
维护农业续推动旅游业
除了放眼宝腾生產线为丹绒马林带来的发展外，丹绒马林国会议员郑立慷亦会维护当地原有农业及持续推动旅游业发展。
他说，美罗及宋溪的农友数十年来均以农耕蔬菜水果谋生，当地所种植的无籽番石榴及水翁更曾扬名海外，但基于农友无地契在手，农耕地段属非法地，而难有发展。
「假设农友获得州政府批准30至60年的土地租赁契约，他们便可安心投资及发展农地，同时也能向农业部申请津贴、申请外劳及购买保险。」
郑立慷也不忘选区內曾名扬海外的无籽番石榴，並希望透过解决农耕地的方式，带动地方农业发展。

他认为，农业是国家极关键的领域，关乎粮食安全，奈何当地农友却面对土地拥有权的困扰数十年，但隨著希盟州政府上台，已开始关注农民地契的事宜，希望能尽快有好消息。
至于旅游业方面，他指丹绒马林也有適于开拓旅游的天然资源，如乌鲁仕林的天然温泉，温度高达104度，是全世界第二高温度的天然温泉。他认为，若州政府愿批准农耕租约，农友亦能开放他们的农场，作为生態旅游景点。
询及丹绒马林年轻人外流严重的问题，他指以上所述种种，包括汽车工业等，都提供了平台及机会予年轻人回流发展及创业。

Malakoff, Touch Meccanica extend MoU on green energy

PETALING JAYA: Malakoff Corp Bhd, which has signed a memorandum of understanding (MoU) with Touch Meccanica Sdn Bhd to co-develop two energy projects, said the parties have mutually agreed to extend the MoU period for six months, from July 7, 2018 to Jan 7, 2019.
Earlier this year, the power producer said the projects, namely large scale solar photovoltaic and small hydro power in Pahang, would have an estimated total development cost of RM1.3 billion.
Malakoff told the stock exchange today that the extension is to facilitate the parties to continue to work on the feasibility study and finalise discussion on the definitive agreement and the relevant regulatory matters.
Under the MoU, the parties are planning to develop a 100MW mini hydro power project with an estimated cost of development close to RM1 billion. For the 50MW integrated solar farm, the development cost will be up to RM300 million.
The solar project is expected to take about a year to be completed from the commencement date after getting approval from the authorities, while the mini hydro project will take about two years to complete the first plant.
Malakoff closed unchanged at 97.5 sen today with 2.3 million shares traded.

Toll concessionaires’ shares rise

PETALING JAYA: The shares of most toll concessionaires rose today after the government decided to postpone the abolishment of tolls.
Among the nine toll concessionaires listed on Bursa Malaysia, Lingkaran Trans Kota Holdings Bhd (Litrak) was the top gainer, rising 2.85% or 13 sen to close at RM4.69 with 704,700 shares traded today.
The company, which operates the Damansara-Puchong Highway and Sprint Highway, was the 13th top gainer. The stock went as high as RM5.90 today.
Malaysian Resources Corp Bhd’s (MRCB) share price rose 0.59% or half sen to close at 85.5 sen with 36.02 million shares traded, making it the ninth most active stock on the bourse today. The stock went as high as 86.5 sen today.
Ekovest Bhd’s share price rose 2.06% or 1.5 sen to close at 74.5 sen with 6.20 million shares done while Taliworks Corp Bhd rose 1.75% or 2 sen to close at RM1.16 with 1.74 million shares done. Ahmad Zaki Resources Bhd shares rose 3.96% or 2 sen to close at 52.5 sen with 5.47 million shares done.
Meanwhile, IJM Corp Bhd and Bina Puri Holdings Bhd closed unchanged today, at RM1.97 with 5.15 million shares done and 25 sen with 440,000 shares done, respectively.
Gamuda Bhd saw its share price fall 1.64% or 6 sen to close at RM3.59 with 7.59 million shares traded. It was the 19th top loser on the bourse today. WCE Holdings Bhd also saw its share price decline, by 0.59% or half sen to close at 84 sen with 292,400 shares done.
On Monday, Works Minister Baru Bian said it would cost the government RM400 billion to abolish the tolls in one go and that the government does not have the financial means to absorb the impact.
“After taking into account this factor, the government has agreed to postpone the proposal to abolish tolls until our economy really stabilises and allows for it,” he told the Dewan Rakyat.
Baru said the government will study other options that it deems to be more practical, in order to reduce the cost of living.
The abolishment of tolls was part of the government’s election manifesto, among other pledges including the removal of the goods and services tax.

KUALA LUMPUR (Dec 18): Bina Puri Holdings Bhd bagged a project from Malaysia's Energy Commission to develop a 5MW solar photovoltaic plant in Kunak, Sabah under the commission's large-scale solar plant initiative.
In a statement today, Bina Puri said it secured the project through its wholly-owned subsidiary BP Energy Sdn Bhd. Bina Puri said BP had on Dec 4 this year accepted the commission's letter of acceptance for the project.
Today, Bina Puri group executive director Datuk Matthew Tee Kai Woon said: “We are indeed very positive and planning to add more solar farms and mini hydro powers onto our power portfolio. The project is on build-own-operate (BOO) basis, is located in Kampung Dasar in Kunak and all the documentation is expected to be finalised by March 2018.
“This is Bina Puri’s first power project in Malaysia after the successful listing of our power subsidiary in the Indonesia Stock Exchange (IDX) in June 2017," Tee said.
He said while construction remains Bina Puri's biggest top line contributor in financial year ended Dec 31, 2016 (FY16),
the company believes contribution from other business divisions especially power supply will increase in FY17 and FY18.
“Prospects will be better for the company moving forward and with our combined strength and expertise, we are devoted to take this journey to the next level to enhance our shareholders’ value,” Tee said.
According to Bina Puri's statement, the company's diverse businesses include property development, highway concession and manufacturing of construction materials.

KUALA LUMPUR: After having successfully helmed the Master Builders Association of Malaysia (MBAM), Datuk Matthew Tee (pic) is moving on to tackle issues at the international level.
The 42-year-old has taken over as president of the International Federation of Asian and Western Pacific Contractors’ Associations (IFAWPCA), almost two decades after a Malaysian last held the post.
The Bina Puri Holdings Bhd group executive director, who was in Seoul to be sworn in, is the youngest person to helm the federation.
Tee said he planned to use his knowledge gained on the job to help advance the local construction industry.
“As IFAWPCA is a federation of 18 countries, we can study the latest technology from countries such as Australia, New Zealand, Japan, South Korea and Singapore.
“And we can also export our own expertise to the emerging economies of Nepal, Sri Lanka and Bangladesh,” he added.
Tee is the third Malaysian to chair IFAWPCA, after Tan Sri Yeoh Tiong Lay of YTL Corp in 1983, and the late Siah Kwee Mow in 1998.
Tee said he aimed to draw bigger participation at the body’s 44th convention next year.
“Seoul attracted more than 650 foreign delegates this year. We hope to bring in a higher number to make the next convention the best ever in IFAWPCA’s history,” he said.
MBAM vice-president Chuan Yeong Ming was elected IFAWPCA secretary-general.
