Phase 3 mass testing for vaccine efficacy should takes minimum 2 to 5 years to ensure it is safe to use by human population. Dengue virus is one good example that the vaccine patent was approved and use was approved but was eventually withdrew due to complication experienced by users!

REMEMBER! there is no vaccine that has been proven to totally eradicate disease caused by virus except only one, throughout the history of medical vaccination ! Many king kong out there know nuts about vaccine !

It is just a PATENT approval for new vaccine design! Just like patent for new drug design. But it is still need to go through vigorous phase 3 mass testing before it can be approved FOR USE! Phase 3 is the one that will make or break the new vaccine design! Furthermore, even it is approved by host country, you still need peer review and WHO approval !
