Despite Dow’s relief rally, Asian markets ended lower last Friday amid lingering concerns about the impact of China Evergrande debt crisis with regards to the USD83.5m dollar-bond interest payments due last Thursday and another USD47.5m due on 29 Sep. Sentiment was also dampened by Beijing’s latest ban on all digital currency activities. The Dow fluctuated within 34648-34857 levels before ending +33 pts at 34798 (+214 pts WoW). Investors shrugged off an impending Fed’s pullback in stimulus, potential contagion risks from Evergrande and Beijing’s latest crackdown on crypto-currencies.

Tracking a relief rally in US markets, Asian bourses ended higher, as investors reacted calmly to the Fed’s timeline to taper asset purchases and hike rates as a vote of confidence that the US recovery is on track. Investors also found some solace after China Evergrande's chairman reassured investors the company's unit had resolved the interest due on RMB-bond (though questions remained over its interest payment on its USD-bond) and China’s central bank continued to inject liquidity into the financial system. Overnight, the Dow rallied 507 pts to 34762 underpinned by energy, financials and cyclical stocks as worries about Evergrande’s ripple effect faded and investors appeared relieved with a more clarity and carefully-planned Fed tapering and tightening monetary policy timeline on the back of a resilient US economic growth.

科学、工艺及革新部长拿督斯里阿汉峇峇指出，研发本地冠病疫苗的工作团队目前正在准备一个蓝图，包括建议集合国内外的科学家以进行这个项目。

他说，上述项目可能是一项跨国的合作计划，以协助我国产生自家的冠病疫苗。

KUALA LUMPUR: Booster shots or multi-year vaccination programmes are among the new measures to be taken by the government in its fight against Covid-19.

The other efforts include whole genome sequencing that is being undertaken by the Institute of Medical Research to detect the presence and spread of new variants in the country, as well as improving the deployment of the Find, Test, Trace, Isolate and Support (FTTTIS) on an end to end basis.

Finance Minister Tengku Datuk Seri Zafrul Abdul Aziz said five measures, including the setting up a dedicated Covid-19 call centre, would be implemented in efforts to galvanise the nation's healthcare system amid the Covid-19 pandemic.

他为国家复苏研讨会发表演说时指出，其次则是由大马医药研究院（IMR）进行全基因组测序（WGS），追踪我国是否有新变种病毒的存在和撒播情况。

“其三则是研究更好的方法，推出完整的‘搜寻、检测、追踪、隔离和支援’（FTTIS）方式；其四是研究有效应付冠病后遗症（long COVID-19）的方法。”

他说，其五则是把加强针或每年接种疫苗计划（multi-year vaccination　programmes）纳入考量。

他指出，政府将会积极地更新国家复苏计划，准备在进入地方性流行病（endemic）阶段时，让大马人民在与病毒共存的情况下正常生活。

“毋庸置疑的是，公共医疗系统是让各个领域得以运作的主要因素，我们将会在国家复苏计划和2022年财政预算案中，把公共医疗的需求列为主要考量。

工厂需为外劳买疫苗
首相：爆疫情停产开销更大

（百乐28日讯）首相拿督斯里依斯迈沙比里已指示卫生总监和秘书长，规定雇有外籍员工的工厂，需自行购买疫苗为雇员接种，避免大批员工挤爆疫苗中心的情景。

“我希望拥有大批外劳和员工的厂商，自行购买疫苗，尽快为员工接种，在达到80%员工人数完成两剂疫苗后才复工。

“我相信购买疫苗的费用，不会比工厂爆发疫情被停产的开销高，因此，雇主受促主动购买疫苗，自行设立疫苗接种地点，为员工提供健康保障，避免员工聚集疫苗中心，引发新感染群的风险。

冠病疫苗特别供应委员会（JKJAV）宣布，27所位于巴生河流域的疫苗接种中心，已经停止运作。

JKJAV周一在推特指出，随著“冲刺行动”取得成效，几乎所有巴生谷居民已经接种至少一剂疫苗，因此数间位于巴生谷的疫苗接种中心将分阶段关闭。

永大集团在6月底获卫生部的国家药剂管理局的批准，采用中国深圳康泰公司生产的冠病疫苗，在大马进行第三期临床试验，该集团正积极展开后续行动，包括申请在9月从中国进口该款疫苗，供给私人界自费接种。


该集团已于6月28日向国家药剂监管机构提呈相关资料，希望尽快获批，有条件为中国国药集团研发的冠病灭活疫苗进行注册。

此前的观点是，如果有60%至70%的人口接种冠病疫苗或因染病而产生抗体，疫情就有望平息。然而，更容易传播甚至在某些情况下可避开免疫保护的新变种病毒使这个理想变成幻想。

本月初，美国传染病学会估计，德尔塔变种病毒已将实现群体免疫的门槛推高至80%以上，甚至可能接近90%。

設於馬六甲“又見馬六甲”劇場多用途會議中心接種中心啟用第3天，接種程序順暢，首兩天每日500人的接種人數，已於今日增加至1000人。

有關接種中心也是州內第一間每天開放接種的中心，星期一至日上午8時至下午5時，包括公共假期，為獲得預約的公眾接種。

該接種中心負責醫生祖萊米今午在記者會上指出，該中心是州內新接種中心，本月15日開始投入服務，獲得政府、企業及非政府組織聯合參與，主要贊助為提供場地等服務的永大集團。

他說，在啟用首兩天，每天為500人接種，不過基於許多人都提早到來，而出現一些混亂，隨著該中心調整及妥善安排后，今天接種流程順暢。

做好心理准备，病毒不会消失

世界卫生组织（WHO）传染性危害战略和技术咨询小组（STAG-IH）审查了来自世界各国的信息，得出结论认为，应对冠病最可行的方法是部署长期战略，重点工作包括防止疫情持续扩大、保护最有可能因染疫而成为重症患者的高风险群、支持研究计划以了解病毒变种、疫苗防疫效果，以及人类将来如何与病毒共存？

另一方面，通过更精确的科学追踪方式作为流行病学的公共卫生抗疫措施辅助工具，对提早发现病例、有效追踪接触者，将起积极作用。这有助于控制疫情，并将社区传播降低到更易于管理的水平。

许多国家从死亡病例中都发现了一个特点，就是病死率最高的是50岁以上人群，高龄患者和死亡率呈“正相关”。还有就是慢性病患者及高风险人群都是最脆弱，最需要受到保护的群体。任何国家若要解封，复工复课，开放经济领域及国境，首要策略就是要保护好这些脆弱的人群。
