Cut output means reduce income. OPEC are all very trouble because they only depend on oil income. No other income, what choice they have? They hope other member to cut and himself do not want to cut. What are the theories? Perhaps they only can hope from the member and their God to help them.
If they have multiple income, oil is just one of the portion, just cut output, no problem and nothing much impact.
