Of course, in fact i did have high hope for PAS-UMMO-Khalid to team up to form new gov, replacing PR gov (without snap election). PAS remain as independent third force without need to join BN, its just team up with UMMO to form new gov with condition MB must be for PAS (Khalid have to join PAS as member first), then, Puncak deal will definitely on and seal very fast. However, if Azmin can seal the deal by dateline, then, i will still prefer for PR to rule Selangor state.

no change in the current state government of selangor or Sultan tulan and ask whole state disolved for election. No more frog jumping at this moment in my judgement. Anyway, I am of the opinion the deal will through by this month... Azmin also dare not kacau this deal anymore...unless something from Kettha side disturb it... All in my humble opinion....

The only outstanding issue are ownership of Semenyih and bukit nenas water treatment plant (total worth RM 500m), in which the land is belong to Fed, but the facilities is develop by state gov. Under the previous agreement, federal incidentally accept state gov to transfer these assets to fed gov as pledge, in return for fed gov provide RM 2.0 billion cash to state gov in order for it to acquire all water concession.

However, Fed gov later find out that these 2 water treatment plant land is belong to Fed, thus reject state gov use it as pledge for grant. Fed have requested state to use other water asset to replace these 2 asset. Nonetheless, Azmin insist that fed must comply to the master agreement and insist fed already verify and sign the above asset as pledge and claim fed must respect whatever list in the master agreement vs. Fed request for amendment to delist the above 2 assets. The dispute is ongoing pending resolution either fed tolerate, admit fault and accept the above assets as pledge as state in master agreement or Selangor state tolerate, accept fed fault and willing to replace above two assets with other water assets worth RM 500m

As far as i know, in the meeting between State and Fed official last month, state have identify 4 water assets to be replace the above bukit nenas and Semenyih water treatment plant, but it is still under negotiation and yet to finalized. Therefore, in next few day ahead, if final agreement can be reached, then deal can be seal.

Where you got your information? 6 water treatment !? My source is on 8 May as below, there is 4 water treatment identify.....


According to Ongkili, at the meeting between officers of both sides, the Selangor State Government had identified four other water assets whose ownerships could be transferred but it could still not be finalised.

“I cannot name the four assets yet because it is still at the discussion stage, but apparently they are not yet ready to release the four assets,” he said. He said the Selangor State Government continued to claim that the land on which the Bukit Nenas and the Semenyih plants were located belonged to Selangor, but legally the claim is without basis.

They may complete Puncak and Syabas' deals first before sorting out other things for the fear of increasing price by Puncak. Puncak had threatened to increase price earlier.

selangor government source: 6 LRA dikenalpasti untuk dipindahkan bagi memudahkan pengambilalihan SYABAS, PNSB dan ABBAS. KETTHA: Kerajaan Persekutuan bersetuju dengan 6 LRA yang telah dikenal pasti.

Pemilikan LRA Sg Semenyih dan Bukit Nenas akan diselesaikan pada tarikh yang bakal ditetapkan kemudian. (termasuk pemilikan aset air lain di KL & Putrajaya)

According to today sinchew newspaper (page 12, small column under national news), Azmin will held another meeting with Ongkili to further negotiate and further clarify outstanding issue. Therefore, i think the deal will very likely delay again

I think your decision making is more probable, should wait after Hari Raya, about another month or date as indicate by Ongkili earlier (2 month, 19 July) instead of Puncak hope (11 June) or Azmin hope (16 June). Therefore, the worst is already take into account, further delay and seek 6 th extension again after 11 June.

Pakatan Rakyat yang kini retak hubungan antara parti DAP dan PAS menjejaskan kestabilan dan majoriti kerajaan negeri Selangor yang kini dipimpin Menteri Besar Mohamed Azmin Ali. – Gambar fail The Malaysian Insider, 10 Jun, 2015.

Keretakan dalam Pakatan Rakyat (PR), terutamanya antara PAS dan DAP dengan terbaru muktamar parti Islam itu meluluskan usul memutuskan hubungan dengan rakan sekutunya, mengakibatkan kerajaan negeri Selangor kini hilang majoriti dan kestabilan, kata Dr Abdul Aziz Bari.

Pakar perlembagaan itu berkata, pertembungan terbuka antara dua parti komponen PR itu menyebabkan kerajaan negeri kini tidak dapat lagi berfungsi tanpa persefahaman dan permuafakatan sesama mereka.

"Bila kamu (PAS) serang DAP macam itu, bagaimana kamu mahu kata 'business as usual'

"Sama ada kamu suka atau tidak, sistem kerajaan Westminster ini berasaskan keyakinan dan majoriti. Kalau tidak, bagaimana mahu mentadbir kerajaan?" soalnya.

Bercakap kepada The Malaysian Insider, Aziz merujuk kepada kenyataan pimpinan PAS yang menyerang DAP semasa muktamar yang berlangsung minggu lepas.

Ia disusuli kenyataan balas pemimpin DAP diketuai penasihatnya Lim Kit Siang yang mengatakan PR sudah berkubur dan hanya menunggu dikebumikan.

Berdasarkan pengamatan situasi semasa, khususnya antara PAS dan DAP, Aziz menegaskan, kestabilan dalam kerajaan negeri Selangor kini sudah hilang.

"Di Selangor, mereka gagal menunjukkan imej kestabilan. Ia tidak baik untuk kerajaan negeri," katanya.

PR mempunyai majoriti 43 kerusi di Dewan Undangan Negeri (DUN) Selangor dengan PAS dan DAP masing-masing memiliki 15 kerusi dan PKR 13.

Barisan Nasional pula mempunyai 12 kerusi.

Walaupun PKR memiliki jumlah kerusi yang lebih rendah, jawatan menteri besar Selangor diberikan kepada mereka atas persetujuan sesama rakan komponen dalam PR.

"Jangan terkejut jika bakal ada pilihan raya negeri. Rasanya kedudukan (Menteri Besar Selangor Mohamed) Azmin Ali pun, kita tidak tahu macam mana," kata Aziz.

Menjelaskan mengenai jalan penyelesaian di Selangor, beliau berkata, jalan terbaik ialah dengan mengadakan pilihan raya negeri dan menyerahkan keputusan kepada rakyat.

"Untuk selesaikan masalah ini dengan segera, mungkin baik diadakan pilihan raya negeri supaya rakyat dapat membuat keputusan.

"Kemudian, bila sudah ada pilihan raya negeri, tidak perlu lagi pilihan raya umum nanti. Keadaannya sama seperti di Sarawak," katanya.

Menurut Aziz, keputusan itu bergantung kepada budi bicara pihak Istana di mana sekiranya tiada lagi keyakinan terhadap kerajaan semasa, baginda berhak memutuskan mengadakan pilihan raya negeri.

"Istana ada hak untuk mainkan peranan mereka. Semestinya mereka mengikuti perkembangan secara dekat.

"Ini bukan hendak pro Istana, tetapi mengikut sistem, itu sepatutnya yang mereka lakukan.

"Saya tidak rasa kamu boleh salahkan Istana. Mereka juga mempunyai tugas untuk melindungi atau memastikan kerajaan negeri dalam tangan pihak yang stabil dan baik," katanya.

Aziz juga menyentuh mengenai peranan Istana dalam kerajaan negeri semasa krisis menteri besar Selangor sebelum ini, di mana mereka meminta lebih daripada satu nama calon dikemukakan.

Bekas Ahli Jawatankuasa PAS Pusat Dr Dzulkefly Ahmad juga bersetuju dengan pandangan Aziz, malah mengatakan baginda mempunyai hak mutlak membubarkan DUN.

"Semangat dalam perlembagaan adalah mengenai kestabilan dan ketua negeri semestinya adalah Sultan. Baginda punya hak mutlak.

"Seandainya baginda berdasarkan budi bicaranya merasakan tidak ada lagi kestabilan, maka baginda berhak memanggil pembubaran DUN," katanya kepada The Malaysian Insider.

Dzulkefly berkata, keretakan antara parti dalam PR jelas.

"Bahkan kini lebih parah. Saling serang menyerang. Ini suatu yang sumbang," katanya.

Beliau menegaskan, untuk menyelamatkan keadaan, Azmin harus memulakan usaha memulihkan PR segera jika mahu memastikan ia kekal di Selangor.

"Menteri besar kena segera berperanan untuk memastikan parti komponen PR di Selangor yang beliau pimpin ini dipulihkan, daripada segi rentak kerja dan hubungan kerjasama itu.

"Itu mesti diyakinkan bukan sahaja kepada Tuanku tetapi juga kepada rakyat," katanya.

Krisis PAS dan DAP semakin meruncing sebaik berakhir pemilihan PAS pada minggu lalu yang menyaksikan golongan progresif dalam parti itu tidak menjadi pilihan perwakilan, sebaliknya golongan konservatif dan pro ulama yang mendominasi barisan kepimpinan tertinggi parti.

Serangan terbuka juga dibuat perwakilan terhadap DAP yang dilihat lantang menentang undang-undang hudud yang dibawa parti Islam tersebut. – 10 Jun, 2015.

　（吉隆坡10日訊）行動黨雪州主席兼八打靈再也北區國會議員潘儉偉指出，行動黨將與雪州大臣阿茲敏阿里及公正黨領袖會面，以在短時間內，針對行動黨在雪州民聯政府動向作出決定。

　他重申，雪州議會不排除會解散選舉的可能性。

　潘儉偉說，雪州行動黨必須先與雪州大臣見面，因為該黨必須與雪州大臣和公正黨重新展開談判。

Cheoky: Do u think blog is use for monetary gain? a free lunch without any effort? Have u ever gained any super normal profit from the info in the blog? I bet that u are making loss more than gain from stock market? Blog is used by the sinkalan for the purpose of pumping and dumping. If u have done enough homework, why u care about wat we said. U should be confident of the decision u made. Wat we said is just a reference. U can choose to listen or not to. In my opinion, u do not even know wat is ur position in the market, whether an investor? speculator or gambler. As investors, they are buying the business which can give them a better return- FA and not the rumors. They don't care about wat people said They will only sell for the profit if the price is above their expectation. Speculators... based on TA. Gamblers based on the rumors. They are care about wat people said. Normally, they only like to listen the "good things" but not anything bad for their stocks, they will criticize.

If u think Puncak is good enough for investment. Just wait. Don't listen to anyone. Just buy and keep. Bear in mind, if stocks are good, it will reflect in the price immediately in the efficient market. If it did not, mean there is something wrong. From the reaction of price, i can tell u that the deal will delay again....

Still remember? Previously i told that the deal will delay, but no one believe. Everyone "scolded" me. At the end... delayed. This round, i will tell u the same thing again... "Thing" wont happen if everyone thinks it is happening. "Thing" only happens when everyone feels it is hopeless......

After yesterday sinchew newspaper report in relate to Azmin intention to meet Ongkili again to clarify outstanding issue, today sinchew newspaper report feedback from Ongkili (national news, page 13, small column), Langat 2 will be delay by anther 2 more year, from initial scheduled completion in 2017 to now 2019 due to state gov delay in issue development permit, pending water restructuring completion....... According to Ongkili, state gov still yet to transfer 23 land title to fed gov in order to received grant of RM 2 bil from fed to buy out concession water treatment......but fed and state will still continue negotiation to settle these outstanding issue .............

Remark: Ongkili said Langat 2 to be delay by another 2 more year due to pending water restructuring completion...till 2019.....is it imply that water restructuring will only be able to complete in another 2 year instead of 2 month as earlier indicate by Ongkili himself !!?? BIG BIG question mark....
