MER maintains their Outperform recommendation on MYEG with a DCF-derived target price (TP) of RM2.60. MER expect a pick-up in registrations under the Illegal Foreign Worker Rehiring Program in the coming weeks, driven by finalisation of the levy hike, the freeze in new recruitment, a marketing campaign promoting awareness and stern warnings from the government. The pick-up in registrations could rerate MYEG’s share price from its undemanding 20x CY17E PE.
Impact

A slow start, but MER expects registrations to pick up in the coming weeks. The rehiring program, which commenced on 15th February, has had a slow start with only 15,822 registrations as at 10th March. The government had since brought forward the deadline to 30th June (from 31st December) to encourage faster response from the employers of illegal foreign workers.
Businesses are dependent on foreign workers and rehiring is a viable option under the current recruitment freeze that was announced on 19th February. With no clarity on the duration of the recruitment freeze, MER believes that most employers will sign up for the rehiring program.
Finalisation of foreign workers levy hike on 18th March removed a major uncertainty that was previously creating confusion and slowed registration. To recap, on 6th February the government announced a temporary postponement on levy hikes following a public outcry over a steep hike.
Better clarity and smoothing of process flow should translate to higher registrations, MER thinks. There are currently hiccups and confusion over several aspects such as eligibility, documents needed, fees. MER believes these kinks will be ironed out, translating to higher registrations in time to come.
Aggressive marketing campaign and stern warnings from government will create a sense of urgency for employers to come forward for registration. Also, the immigration department has stepped up enforcement and threats to charge employers (who are caught with illegal workers) with fines, jail terms and canning.
Overall, MER estimates 1m illegal workers to register for the program. Every 200,000 excess / shortfall in final numbers will increase / decrease MER’s FY16-17E EPS by 3%-4% and TP by 5sen to 6sen (Fig1), MER estimates.
Earnings and target price revision
