Sometimes it's not that much use putting too much thought into whether big funds like EPF is buying or selling. They hv their own makan gaji fund managers. And for all you know, they cud be working in kao tim with an investment bank's remisier. You know, like they cud in fact nego to get a certain commission from the remisier or even the investment bank itself.

Just imagine it, if they had managed to nego for themselves just 0.05% commission. If they buy 2 mil units of a RM1 stock (i.e. total cost RM2 mil), that means they get RM1,000 commission. If they buy @RM1 today & sell also @RM1 to tomorrow, then they get themselves RM2,000 easy money.

So, they might just be arbitrarily buying or selling, not becos they necessarily believe that a stock is going to rise or fall, but instead just in order to earn themselves commission.

It might not be that strange, actually, between two consenting parties in a deal. When there is enough trust between client & contractor, it is not a problem. It is to enable the contractor to roll his cash around, becos he might be a bit short of cash but handling several projects simultaneously. Which means that he actually has lots of cash coming to him in the future.

A friend of mine, who was a small contractor when he started business, always negotiated his deals in such a way that he got 30% payment before he started. Then he usually tries to get another 40% when he is about half finished.

Anything is possible in business. Everything depends on how the negotiations are conducted.

Even now PTP is struggling & losing much custom, after Singapore Port improved their competitiveness even further. And on top of that PTP also much affected by mergers between big shipping lines.
