SC mau tangkap, kerajaan madani terhebat

KUALA LUMPUR: Lim Kok Boon, a former chief executive officer of GW Plastics Holdings Bhd, and a friend have been ordered to pay a total of RM2.01 million.

The High Court on Monday ruled in favour of the Securities Commission (SC) in an insider trading civil suit filed against Lim and Cheah Mean Har.

Lim was the CEO and non-independent executive director of GW Plastics at the material time.

High Court judge Adlin Abdul Majid ordered Lim, 66, and Cheah, 47, to each pay the SC RM142,500 disgorgement, which is three times the profits gained by Cheah as a result of the insider trading breach.

Lim and Cheah were also required to pay a civil penalty of RM1 million and RM500,000 respectively the SC said in a statement.

Additionally, the court ordered Lim and Cheah to pay costs of RM200,000

and RM30,000 respectively to the SC.

Lim is also barred from being appointed as a director of a public listed company for a five years beginning from the date of the court judgment on April 22 this year.

The High Court found that Lim had breached section 188(3)(a) of the Capital Markets and Services Act 2007 (CMSA) when he communicated material non-public information to Cheah.

Cheah subsequently acquired GW Plastics shares on Sept 25 2017 and Sept 27 2012, and was found liable by the High Court for a breach under section 188(2)(a) of the CMSA.

"The material information was in relation to a proposed share sale agreement between GW Plastics and Scientex Packaging Film Sdn Bhd and a proposed distribution of the cash proceeds arising from the share sale agreement to the shareholders of GW Plastics.

"The information was announced by GW Plastics to Bursa Malaysia on Oct 3 2012. This decision serves as a strong deterrent against insider trading, signifying the SC's resolve to uphold market integrity," the commission said.

It added that the joint accountability of the corporate insider and the trader underscores the SC's commitment to address market misconduct and

abuses that can affect the integrity of the capital market.

Both Lim and Cheah had filed an appeal against the High Court judgment on Monday.

KUALA LUMPUR: The Malaysian Association of Tour and Travel Agents (Matta) said the 54th edition of the Matta Fair at the Malaysia International Trade & Exhibition Centre (Mitec) from March 22 -24 has been "exceptionally" successful.

The event surpassed expectations by attracting over 170,000 visitors and generating more than RM230 million in sales, Matta claimed.

"We have implemented a strategic plan to alleviate traffic congestion, which has been a concern during previous travel fair.

"Through the provision of shuttle services from key transportation hubs like Mitec's vicinity, KL Sentral and Sunway Putra Mall, we managed to reduce traffic-related complaints by an impressive 65 per cent.

"The overwhelming positive response to this initiative from fairgoers demonstrates the effectiveness of this approach in ensuring a smoother and more enjoyable experience for visitors," said Matta president Nigel Wong.

According to Matta, the event saw the participation of 278 exhibitors. They included 12 national tourism organisations (NTOs) and eight state tourism organisations (STOs), an indication that the Malaysian tour and travel industry remains vibrant and is expected to grow.

Domestic sales turnover amounted to more than RM31 million, indicating massive growth potential in domestic tourism which has seen significant growth post-Covid-19, it added.

Wong said Matta is working with with RapidKL to augment the transportation options available to fairgoers.

As part of these efforts, he said there will be a substantial increase in the number of buses in service, significantly reducing the waiting time intervals for attendees.

This initiative is to encourage all visitors and exhibitors to take public transportation or park their cars at Sunway Putra Mall and KL Sentral for future Matta Fairs.

"The success of Matta Fair March 2024 is a significant milestone, signaling that the tourism industry is on the last stages of recovery and is geared towards rapid growth over the next few years," Wong added.

China secured the top spot among the top 10 most popular destinations with Japan, Korea, Malaysia, Turkiye, Vietnam, Taiwan, Switzerland, Italy and United Kingdom following closely.

For domestic tourism, consumers have a preference for purchasing packages from Selangor, Sabah, Terengganu, Pahang, Kedah and Penang mainly due to the logistic considerations and diverse range of attractions.

Data also revealed that during the fair, travel packages from over 67 international destinations across North Americas, Africa, Europe, Asia and Australia were in demand

LONDON: Prices of homes being sold in Britain are close to their record highs after the biggest annual increase in a year, according to an industry survey that suggested the momentum in the housing market of early 2024 extended into April.

Property website Rightmove said on Monday its asking prices for residential properties rose by 1.7% in the four weeks to April 13 when compared with the same period last year. Prices sought by sellers rose by 1.1 per cent in month-on-month terms, slowing from a 1.5 per cent increase in the previous four weeks.

The average new seller asking prices of 372,324 pounds (US$463,320) was only 570 pounds of a record hit in May 2023, Rightmove said.

Other measures of Britain's housing market have also shown a recovery in demand and prices, helped by a fall in borrowing costs which surged in 2022 when former Prime Minister Liz Truss's plans for sweeping tax cuts upset financial markets.

Rightmove said the number of new sellers was 12 per cent higher than a year earlier and the number of sales was up by 13 per cent. Demand was strongest in the high-end segment where asking prices in 2024 so far are up by the most since 2014.

Demand for properties typically sought by first- and second-time buyers - who are typically more mortgage-dependent rose by less, the survey showed.

"Despite the current optimism, these are not the conditions to support substantial price growth," Tim Bannister, Rightmove's director of property science, said.

"Sellers who are keen to secure their sale will still need to price realistically for their local market and avoid being over-ambitious."

KULAI: Seventy per cent of the property development in Forest City, Iskandar Puteri, has been sold within the past two years and is set to continue to increase over the next three or four years.

State Housing and Local Government Committee chairman Datuk Mohd Jafni Md Shukor said the impact of property sales would further boost the economic sector in the area.

"Many unsold properties over the past four years have been sold within two years.

"For example, in Forest City, which people call a 'ghost town,' many people do not know that 70 per cent of the real estate development there has been sold, as well as in Country Garden and the surrounding areas of Johor Bahru," he told reporters after the Hari Raya Aidilfitri Open House in Hutan Bandar Kulai here today.

He said this when asked to comment on the number of properties sold in Forest City so far.

He said that it is among the positive impacts of the continuous efforts of the state government, which is always committed to addressing the issue of unsold properties.

Meanwhile, Mohd Jafni said the state government's initiative to enhance the efficiency of work processes and governance to reduce red tape or bureaucracy in the government delivery system could be a catalyst for progress in the state.

He said this could be seen through a recent statement by Prime Minister Datuk Seri Anwar Ibrahim, who anticipated Johor to become the most developed state in Malaysia following the implementation of several high-impact projects.

"I fully agree with the Prime Minister's statement because Johor Menteri Besar Datuk Onn Hafiz Ghazi has engaged with investors from Singapore and China. All of this is happening," he said.

Last Thursday, Anwar was reported to have said that high-impact projects such as the Johor-Singapore Special Economic Zone (JS-SEZ) and the Special Financial Zone (SFZ) could drive Johor's economy to surpass other states within the next one to two years.
