Wagner chief claims his forces downed Russian military helicopter, says fighters 'ready to die'

MOSCOW: The chief of mercenary group Wagner said early on Saturday (Jun 24) that his forces had shot down a Russian military helicopter.

"A helicopter has just now opened fire at a civilian column. It has been shot down by units of PMC Wagner," Yevgeny Prigozhin said in an audio message. He did not provide any details and AFP could not verify the claim.

Prigozhin earlier said his forces, who have spearheaded much of Russia's offensive, had crossed into Russia with his forces to topple Moscow's military leadership, adding he and his 25,000 fighters were "ready to die".

"All of us are ready to die. All 25,000, and then another 25,000," he said in an audio message, after earlier accusing the Russian top brass of launching strikes against his men.

"We are dying for the Russian people."

In response, Russian authorities said security had been tightened in several regions and the mayor of Moscow announced that "anti-terrorist" measures were being taken in the capital.

Authorities in Rostov urged residents to stay home.

"Law enforcement agencies are doing everything necessary to ensure the safety of residents," Rostov governor Vasily Golubev said.

Videos and pictures posted online, including by TASS, showed armed men surrounding administrative buildings in Rostov and tanks deployed in the city centre. It was not clear who the armed men were.

Prigozhin vowed to "go to the end" to topple the Russian military leadership, whom he accused of launching strikes on his men, while the country's prosecutor general said he was under investigation for "armed rebellion".

"We are going onwards and we will go to the end," Yevgeny Prigozhin said after vowing to sideline Russia's military leadership.

"We will destroy everything that stands in our way," he added in the most audacious challenge to President Vladimir Putin since the start of the offensive in Ukraine last year.

The Wagner head, Yevgeny Prigozhin, has accused Moscow’s leadership of lying to the public about the justifications for invading Ukraine, in the latest sign of conflict between Vladimir Putin’s government and one of his most important allies.

The Russian military has ordered Wagner troops to stand down and return to their bases amid reports the mercenary group has launched a coup against the Kremlin.

It comes amid unconfirmed reports of Russian border guards reportedly not stopping a column of Wagner fighters moving through a checkpoint in Novoshakhtinsk, in Russia’s Rostov region.

On Friday night Yevgeny Prigozhin, the Wagner mercenary leader, accused the Russian military of shelling his fighters and said his group would stop the “evil” of Moscow’s military leadership.

The deputy commander of Russia’s Ukraine campaign, General Sergey Surovikin, urged Wagner soldiers to stand down.

曾伟夫妇澳洲购买豪宅
2010年4月24日，《悉尼先驱晨报》报导，曾伟和妻子蒋梅，在2007年至2008年间移居澳洲。之后，他们全额支付3,240万澳元，买下位于悉尼Point Piper（派珀角）区的豪宅Craig-y-Mor。

Point Piper是悉尼最豪华的居住区之一。而曾伟这幢豪宅的价格，据称在澳洲房产交易史上第三昂贵。它位于半山腰，占地约1,100平方米。豪宅正面对着悉尼歌剧院和悉尼大桥，景色可想而知。

2007年1月8日，大陆《财经》杂志发表调查报导《谁的鲁能》，揭开了账本净值为738亿元人民币、实际价值为1,100亿元的山东最大型国有企业鲁能集团，被神秘商人以37.3亿元的超低价买下的重重黑幕。这笔交易导致至少700亿元国有资产流失。

背靠大树好乘凉
曾伟、蒋梅夫妇之所以能“财源广进”、在澳洲肆意挥霍，关健是曾伟有个曾庆红这样的爹。

曾庆红的父亲曾山，曾任中共内务部部长，母亲邓六金曾任中共中央华东局机关保育院院长，照料过数百名高干子女。曾庆红因为父母的关系，在太子党中人脉广泛。他还横跨了石油帮、上海帮、江西帮、香港帮等许多利益集团。

曾庆红曾任国家计委主任余秋里的秘书。后来，余秋里利用自己当过石油部部长的关系，将曾庆红安排到中国海洋石油总公司，任联络部副经理，不久任石油部外事司副司长。他因此在石油系统发展出众多关系来。

1984年，曾庆红调到上海工作，历任上海市委组织部长、市委秘书长、市委副书记等，是“上海帮”的重要成员。

曾庆红出生于江西吉安，又是中共“江西帮”帮主；他还长期掌管香港事务，是“香港帮”帮主。

1989年，江泽民任中共党魁后，调曾庆红任中央办公厅副主任、主任，后升任中央组织部长、中央书记处书记、中共政治局常委、国家副主席、中央党校校长、中央港澳工作领导小组组长，成为江派第二号人物

曾庆红家族鲸吞国产1100亿 香港洗钱


大陆媒体《财经》杂志早在2007年就曾披露，山东最大型国有企业鲁能集团在转制中，价值1100亿的山东鲁能国产，被曾庆红的儿子曾伟和他的朋友赵君士鲸吞，已为海内外各界广知。

而其操作环节，通过在山西太原低价购买煤矿，然后高价评估，再套换鲁能的内幕，也随着宋林案的深挖而日趋明显。

另据《新纪元周刊》披露，2002年前后，曾庆红手握港澳事务的大权，通过安排香港特首人选，把董建华换成曾荫权；然后以招商引资为名，使台湾政经界的一位“通天大鳄”在2003年以低价买下香港的一家银行。

从此，台资经由香港、澳门等地“大摇大摆”进入大陆，也给江、曾家族境外洗钱开通了大门。

此后，台湾“大鳄”手下的一家人寿保险公司又进入中国大陆与曾伟为后台老板的东方航空合作，使他们家族中国国内的金钱可以明目张胆的经由东航洗到国外。

据悉，至2006年，曾庆红家族的财富已经可以直接输出到国外，在此基础上，2007年山东鲁能国有资产流失事件发生，同一年，曾伟获得澳洲商业移民签证，将绝大部分资产洗到国外。据中共内部会议透露，曾伟在澳洲拥有至少10亿澳元的资产。

香港《争鸣》杂志刊文披露，曾庆红之所以成为江泽民的红人，是因为其熟悉权术，是被江泽民视为权谋高手。

As such, US should be very happy to see CCP successful in stealing their normal citizens money. Because CCP and families will buy more US dollar and eventually migrate there. This will make US wealthy and support US dollar supremacy. In order to let them buy cheaper US dollar they con others to sell. This is what investors being con.

Unfortunately all thier namelist and assets might be disclosed if any military conflicts incidents.

《纽约时报》指出，根据香港商业登载资讯，中国国家主席习近平的姐姐齐桥桥便开始在香港购买房地产，而齐桥桥的女儿2009年以1930万美元买下在香港浅水湾的一栋别墅，她在香港另外还有5间公寓。此外，香港商业登载的资讯也显示，中国全国政协主席汪洋的女儿汪溪沙2010年也在香港买了一个价值200万美元的住宅。

栗潜心在港“财力基础深厚”

报导揭露，中国共产党第三号领导人物栗战书的长女栗潜心在香港的财产最多。她过去几年在香港建立了一种横跨金融菁英与中国政治世界的生活，而她的男伴丶新加坡商人蔡华波在香港也有深厚的财力基础。

《纽约时报》调查发现，栗潜心是中国建设银行子公司“建银国际”的董事长，她2013年透过在香港注册的公司“世喜控股公司”，以1500万美元买下一栋在赤柱滩海滨的4层楼别墅。她的男伴蔡华波则是31岁便在香港拥有一匹赛马，他曾在该匹马于2017年赢得一项赛事后，拿一瓶葡萄酒公开拍照。

江泽民家族是众所周知的中国巨贪家族，也被坊间称为“中国第一贪”。据悉，江家控制的海外资产包括，基金、股票、银行、信托，能源股份、科技股份、黄金期货、房地产、海外控股公司、离岸公司等。这些资产均由江泽民的孙子江志成代表江家持有。

海外消息称，江志成目前持有中国和美国双重国籍。

美国是中共外逃贪官的首选，媒体此前报导，有超过7000名中共贪官藏匿在美国。早在2010年，一名中央党校教授披露，有118万名官员配偶和子女在国外定居。

2018年10月3日，港媒披露，中共不少高官及军方将领，在美国存有巨额资金，有部分中共超级大佬，在美资产更以万亿元计，家人亲属亦移民美国，并以离婚作为掩饰手段。

中国民间一项研究发现，中共中央委员当中91%的人都有家人移民海外，甚至加入外籍；中共中纪委成员当中，88%的人都有亲属子女移民海外。

许多官员飞黄腾达后把家属子女送到海外，自己在国内当裸官。中共权贵家族转移到美国的财富早已经达到天文数字。

此前就有海外消息称，川普（特朗普）总统即将出手，查封上海帮高官在美国的资产。消息强调，川普首先会对江泽民家族实施依法查封，江泽民家族藏匿在美国的5000亿美金资产，很可能因此而蒸发。

6月10日，美国国会众议院约150名议员组成的“共和党研究委员会”（the Republican Study Committee）发布一份国家安全战略报告，对中共提出史上最严厉的制裁方案。

报告建议全面禁止中共高官和家属的签证。制裁的对象包括25名中共中央政治局委员、中央委员会的205名中央委员和171名候补委员、以及中共19大的所有2280名代表及其配偶和子女。

报告还称，基于中共在海外的影响力运动、拘留新疆维吾尔人以及打击香港自治，建议制裁中共的整个统战部官员和中共高层领导人，并点名中共中央政治局常委韩正和汪洋、夏宝龙、骆惠宁、陈全国、吴英杰、赵克志等人。

有评论人士认为，美国制裁中共官员、冻结他们的财产，由此产生的威慑力远大于制裁中共机构或取消香港的特殊地位，实属釜底抽薪之策。

瘋狂基建下 中國城投公司債台高築瀕臨失控

〔中央社〕3年疫情折騰下，中國地方財政快速惡化，引發國際關注。但中國真正的隱憂是近期相繼暴雷的「城投債」，地方多年融資瘋狂基建導致債台高築，截至2022年末，這筆隱形債務已遠遠超過地方債瀕臨失控。

所謂「城投債」，就是地方政府成立城市投資建設公司，做為基礎建設與公益項目的融資平台而發債產生的有息債務。

3年疫情折騰下，中國地方政府稅收大減，防疫開支大增。官方數據顯示，截至2022年末，中國地方政府債務餘額約人民幣35.07兆元（約新台幣152兆元），比2021年成長14.59%。其中包括一般債務餘額14.4兆元、專項債務餘額約20.67兆元。

中國國家開發銀行宣稱，截至2022年末，中國城投債務餘額約13.8兆元，年增10.5%。

但根據中泰證券統計，中國城投有息債務快速擴張，每年增速均保持在10%以上。到2022年末，全國城投有息債務為54.1兆元，相較2011年的6.4兆元暴增7倍以上，規模已超過地方政府的一般債及專項債之和；部分專業機構統計數據甚至超過70兆元。

紐約時報3月報導以河南商丘市為例，描述中國地方政府因為瘋狂基建，身陷債務泥沼。商丘是一個人口773萬的三線城市。

截至2020年底，商丘已建成高鐵114公里，多條鐵路在商丘交匯。到2025年，商丘預計其高速公路網路覆蓋率將增加87%。這座沒有機場的城市正在同時建設2座機場、3條新高速公路和足夠容納2萬輛汽車的額外停車位。

商丘揮金如土的基建遠未結束。2月23日，在慶祝與一家國有投資公司建立新的合作夥伴關係時，商丘市委書記重申了該市作為物流重地的願景，這有助於商丘借錢展開更多專案。

當天早上，商丘的公車營運商宣布因財政困難被迫停運。該公司表示，在疫情的沉重打擊下，商丘市政府沒有提供承諾的補貼，公司拖欠了幾個月的員工工資，甚至沒錢為電動公車充電。公告在發布幾小時後成為全國頭條新聞，商丘市政府進行干預後，該公司刪除了公告。

報導提到，中國政府喜歡說中國擁有世界上最長和最快的高鐵。但除了連接北京、上海、廣州和深圳等特大城市的幾條路線外，大多數虧損嚴重。中國國家鐵路集團去年表示，在過去10年中建造的高鐵當中，約80%建在偏遠和貧困地區。

再以貴州為例，貴州的高速公路總里程到2022年末，已經達到8331公里。但身為全球第3大經濟體的日本，其高速公路總里程只有7800公里。貴州2022年的GDP總量還不到日本的1/15。

綜合陸媒報導，2022年以來，城投非標準違約及商票逾期事件頻頻發生，市場對城投債發生信用風險的擔憂開始增加。今年涉及城投的負面事件愈演愈烈，據統計，1至4月城投非標違約達73件。

2023年以來，城投違約事件有愈演愈烈之勢。貴州、山東、雲南等省份多地相繼爆出城投債到期難以兌付事件，或尋求展期重組，或「拆東牆補西牆」。

貴州是首個爆雷引發舉國關注的省分。貴州遵義最大的城投公司遵義道橋建設去年底公布，155.94億元債務重組，期限展延為20年，前10年僅付息不還本。根本原因是遵義市政府無效投資過多；直接原因則是土地出讓收入下滑，導致付息壓力劇增。

貴州省發展研究中心4月刊文坦承，受制於財力水準有限，化債工作推進異常艱難，「僅依靠自身能力已無法得到有效解決」。

其後，雲南昆明市5月傳出部分城投公司到期公募債償還困難，未來半年期限內，到期債超過200億元，地方政府正在多方籌措資金，但仍面臨較大壓力。2019到2022年，昆明的國有土地使用權出讓收入已從915.7億元，大跌至2022年的123.6億元。

據報導，昆明城投有息債務已達到3577.5億元，如果以一般公共預算收入和政府性基金收入之和作為政府綜合財力計算，昆明市僅城投債務的債務率就達到550%。

報導指出，城投債作為地方政府重要融資方式，隨著債務規模的不斷擴大、地方經濟成長放緩和土地財政「熄火」，城投債風險開始隱現，成為地方政府債務風險的重要隱疾。

中國3700多家城投債台高築，許多專家認為債務違約遲早會發生，只是早晚問題。

報導引述惠譽評級亞太區國際公共融資評級高級董事孫浩指出，城投還本付息的壓力已超過地方政府財政承載能力。粗略計算，城投每年利息支出已占地方一般財政預算收入30%以上，而近5年城投有息債務增速超過100%，地方政府一般財政預算收入只成長不到20%。但依過往經驗，中共當局向來債多不愁，也不會放任城投債爆雷引發區域性金融風險。

2022年底，中共中央經濟工作會議提出今年要「加力提效」和「防範化解地方債務風險」。今年4月的中央政治局會議再次強調「要加強地方政府債務管理，嚴控新增隱性債務」。

中國房地產報編委蘇志勇指出，對於城投債的風險化解，中央從2014年起就明確了「中央不救助」原則，打破城投債剛性兌付。近期財政部再次重申「打破政府兜底預期」、「誰家孩子誰家抱」。政策導向上，堅持「控制增量，化解存量」。各地方政府為了堅守不發生系統性風險的底線，也在積極採取各種措施化解債務風險。

中國專家們近期相繼獻策，指城投債風險可透過債務置換、借新還舊、債務延展等方式緩解；但他們不約而同強調，最佳解決辦法還是促使房地產市場儘快回暖，讓地方可以增加收入。

中國國務院旗下官媒中國經濟時報6日發表「一線城市房地產限購應適時優化調整」的評論，強調限購等這類房地產調整的行政手段應適時優化調整，直至退出，並指中央與地方政府6月有望加快推進穩樓市政策。

BEIJING - Rather than celebrating finishing university, this summer Chinese graduates shared photos of themselves theatrically throwing their degrees into bins, underscoring the bleak outlook as youth unemployment sits at a record high.
The jobless rate could rise even further this summer, analysts warned, providing another headache for the government as it tries to jumpstart the country's sluggish post-Covid economy.

With well-paid jobs few and far between, young people told AFP they were opting to remain in university, while others are scrambling for limited government jobs as opportunities in the private sector dry up.

Sampson Li, who graduated this month with a master's degree in software engineering, was looking for work but has given up to apply for a doctorate instead.

The 24-year-old told AFP he passed three rounds of interviews at a major tech company in Shenzhen, dubbed China's Silicon Valley, before the employer said it had frozen recruitments.

"Three other companies asked me to take a lower pay than the market rate," he said. "I can't survive with that salary in this city."

Data released last Thursday by the National Bureau of Statistics showed May's unemployment rate for people aged 16-24 hit 20.8 percent, an increase on the previous record of 20.4 percent hit in April.

Larry Hu, Macquarie Group's chief China economist, warned that the figure could increase further in July when 11.6 million more college graduates start looking for work.

"Corporates are reluctant to hire because of soft consumer demand, while consumers are reluctant to spend because of the weak labour market," he told AFP.

"As a result, policy is the only game changer at this stage."

- State crackdown -

At a State Council meeting in April, Premier Li Qiang pledged to ensure stable employment opportunities for young people.

"We have to take measures to stabilise the scale of employment in manufacturing and foreign trade enterprises, optimise university curriculums, and improve the quality of vocational education and skills training based on the market demand," Li said.

However, a hoped-for raft of stimulus measures for the economy, including help to boost the jobs market, fell flat, as did an interest rate cut Tuesday, which was less than expected.

One of the reasons China's once-freewheeling private sector is seeing much slower growth is because of a sweeping government crackdown on property companies, tech giants and private tutoring firms.

"While Beijing runs a state-led economy, private companies provide up to 80 percent of China's urban jobs," Yu Jie, a senior China research fellow at the London-based think tank Chatham House, wrote.

These sectors relied on "young people willing to work long hours for lower salaries", she said.

Liu Qian, armed with a degree in fintech, has been job hunting for the past six months.

"There were dozens of fintech start-ups when I entered university, but many have disappeared over the past two years after the government tightened rules governing the sector," she said.

"My parents now want me to study for the civil services exam, to see if I can get a job in a state-owned company."

The odds are tough, though.

More than 7.7 million applicants took the civil service exam this year, to qualify for about 200,000 government jobs at national and provincial levels, state media reported.

Frustration over the fierce competition for any well-remunerated work has fuelled the online memes of throwing away degrees, with graduates also posting photos of themselves sprawled on the ground or in various poses of despair.

The pictures are a reference to the now-prevalent counterculture of "lying flat" -- young people rejecting the rat race of urban living for a simpler, less professionally ambitious life.

- Skills mismatch -

There is generally a mismatch in skills possessed by young job seekers and the demands of the labour market, Chatham House's Yu said.
