We write to raise to your attention our shared call for the French Government to take decisive steps in response to the aggressive comments made by Chinese Ambassador to France, Lu Shaye, which clearly violate international law and must be seen as a threat against the security of European partner countries of France.
Ambassador Lu Shaye asserted publicly that former Soviet Republics lacked effective status in international law, arguing specifically that there is "no international agreement to materialize their status." Such comments go well beyond the boundaries of acceptable diplomatic discourse. This is wolf warrior activity at its worst and should not go unanswered.
Aside from representing a profound insult to the history, culture, and fundamental integrity of the nations concerned, the Ambassador’s words seek to undermine the core principles upon which predictable diplomatic relations depend. It is not for China - or any other nation - to call into question the sovereignty of others. Sovereignty is not a diplomatic plaything, but the indispensable core of international relations, international law, and the United Nations Charter.
At a time when a war is raging in Europe as a result of Russia's assault on the territorial integrity of its neighbor Ukraine, it is imperative that the democratic world deliver an unequivocal message to authoritarian nations in defense of the sovereignty of our allies.
This is not the first time Ambassador Lu has made scandalous and derogatory remarks. He claimed recently that the Taiwanese people should be "re-educated" after coming under Beijing control. In recent memory the French Government has acted swiftly to expel diplomats who have acted inappropriately. It is therefore with precedent in mind that we call upon you to declare Ambassador Lu Shaye persona non grata immediately as a response to his completely unacceptable behavior.
We hope you will take these steps to underscore France's commitment to the central values which unite us not only in Europe but also with like-minded partners elsewhere.

HONG KONG, April 24 (Reuters) - Chinese commercial property developer Dalian Wanda Group’s dollar bonds fell further on Monday, as investors remained concerned about prospects for its unit’s Hong Kong listing and its impact on the group’s liquidity.
Wanda chairman Wang Jianlin, once China’s richest man, told an internal meeting on Friday that the unit’s IPO was facing difficulties, and vowed to cut the company’s debt in the next two years, according to one attendee and another person familiar with the speech.
Wang said Wanda would stop acquiring land and halt new property management projects, one of the people added. They declined to be named as they were not authorized to speak to media.
Wanda declined to comment.
Notes due July 2023 of Wanda Properties Overseas dropped to 90.472 cents on the dollar by late Monday from 92 on Friday, according to Duration Finance.
The 2024 notes issued by Wanda Properties International Co slipped to 70.571 cents, while the 2025 notes and 2026 notes issued by Wanda Properties Global earlier this year declined to 59.701 and 56.665, respectively.
Zhuhai Wanda Commercial Management Group Co Ltd, a unit of China’s largest commercial property developer, has applied for an initial public offering in Hong Kong, but now also needs Chinese securities regulator’s approval under new rules introduced this year.
It is not clear when the approvals will be forthcoming.
Debtwire reported last week Wanda was talking to creditors of three offshore loans totalling $1.3 billion about waving their option to demand early repayment if its unit fails to complete the IPO by early May.
A source close to Wanda said on Monday it has agreed with the creditors to extend the IPO deadline to Nov. 30, averting a near-term repayment risk.
Wanda unit’s IPO timing has also drawn scrutiny of China’s securities regulator.
The China Securities Regulator Commission questioned in late March Wanda’s short-term repayment ability. It cited Zhuhai Wanda’s Hong Kong IPO application documents saying that if it fails to list by end of 2023 it will have to repurchase shares worth 30 billion yuan ($4.35 billion) from its pre-IPO investors.
Wanda was given three months to respond.

PARIS, April 23 (Reuters) - France, Ukraine and the Baltic states of Estonia, Latvia and Lithuania expressed dismay after China's ambassador in Paris questioned the sovereignty of former Soviet countries like Ukraine.
Asked about his position on whether Crimea is part of Ukraine or not, Chinese ambassador Lu Shaye said in an interview aired on French television on Friday that historically it was part of Russia and had been offered to Ukraine by former Soviet leader Nikita Khrushchev."These ex-USSR countries don't have actual status in international law because there is no international agreement to materialize their sovereign status," Shaye added.
France responded on Sunday by stating its "full solidarity" with all the allied countries affected, which it said had acquired their independence "after decades of oppression".
"On Ukraine specifically, it was internationally recognized within borders including Crimea in 1991 by the entire international community, including China," a foreign ministry spokesperson said.

SEOUL (Reuters) - South Korea said on Thursday it summoned China's ambassador to protest at Beijing's criticism of South Korean President Yoon Suk Yeol's remarks on Taiwan.
The move came after China and South Korea exchanged harsh words over Yoon's comments in a recent interview with Reuters.
In an exclusive interview with Reuters, Yoon said increased tensions around Taiwan were due to attempts to change the status quo by force, and he opposed such a change.
"The Taiwan issue is not simply an issue between China and Taiwan but, like the issue of North Korea, it is a global issue." Yoon said.
Asked about Yoon's comments, the Chinese foreign ministry denounced Yoon and called on South Korea to "prudently handle matters" related to Taiwan."Its resolution (of the Taiwan issue) is a matter for Chinese who do not need to be told what should or should not be done," spokesperson Wang Wenbin told a regular news briefing on Thursday.
Hours later, South Korea's foreign ministry hit back and said comments by the Chinese foreign ministry were "unspeakable".
A vice foreign minister called in Chinese Ambassador to South Korea Xing Haiming and strongly protested what South Korea called "diplomatic discourtesy", the South Korean foreign ministry said in a statement.
On Sino-U.S. rivalry, the South Korean leader has trodden cautiously, with China being South Korea's largest trade partner, but he has been more vocal over tension in the Taiwan Strait.
Tensions over democratically governed Taiwan, which China views as its own territory, have spiked over the past three years as Beijing ramps up diplomatic and military pressure to get Taipei to accept Chinese sovereignty.

Consequences of Balance-Sheet Recession. the consequences of a bubble bursting are severe in the short term because the government does not usually intervene too much in the market. However, the Chinese market is different, since the CCP controls all sectors.
“So what the CCP is doing now is preventing [companies] from going out of business, because there will be a chain of closures,” he said.
For example, if A lends B $1,000, B then has the ability to lend that $1,000 to C, and so on, and the debt can continue to cycle.
However, when that cycle is interrupted or collapses, he said, “A closure chain will follow the collapse, and the last guy will say, ‘I can’t make money. I have a loss and I can’t pay that $1,000 back.’ Then it comes back from D, C, B, A. The CCP’s assumption is that there will be no chain reaction as long as companies do not close down.
On the contrary, Fan said, this strategy only reduces the intensity of the problem, instead of solving it, “because debts have to be paid sooner or later, and someone has to pay them.”
“In the past, China’s economy was largely driven by a lot of debt issuance, including housing,” he said, but “that cycle has stopped now because the housing market is coming down, the economy is shrinking, and the overall economy of the whole society is going down.”
Fan noted that when debt problems arise, the first challenge an individual or a company faces is the inability to borrow money.
“In other words, his or her entire economic activity is limited,” Fan said. “The investments and activities he or she can do are limited, so investment will decrease.”
Secondly, consumption will decrease. With too much debt, both individuals and businesses cut back on spending, leading to a drop in consumption. When there is less consumption on all fronts, prices will fall.

“The core of the problem is debt issuance,” he said. “Debt is an interesting thing. It’s a very important factor in economic growth.”
“For example, if I have a company and want to develop a project, I am not likely to use my own money. I must borrow money, that is, from the bank. If the project has great development potential and makes a lot of money in the medium and long term, I will pay back the bank. This is a normal economic operation. In other words, debt is necessary to promote economic development.”
Normal economic operations are complicated, however, by corruption and government collusion, he added. “The problem of collusion between government and businesses is very serious in China. There are many privileged people who borrow money from banks, and the banks dare not refuse to lend it, but these projects are actually not profitable.”

There are always good debts and bad debts in society, and a healthy economy should have a mechanism for allocating money to good debts, which will then reduce the chance of bad debts, Fan said. This is the basic environment that will allow a healthy economy to grow and develop continuously.
“But China is out of that basic environment,” he said. “The problem lies in that the CCP has issued too much debt in the past, and it’s focused on real estate.”
“Why does real estate always create financial problems? Why is it always a big problem? The reason is psychological expectations.”
There are many important indicators of how society works, Fan explained, but not all have the same psychological effect. While some of them do not arouse optimistic expectations, indicators such as the stock market and financial assets can easily encourage optimism, so when they rise, people expect them to continue to rise. Those expectations frequently include the real estate market.
“In professional economic study, the biggest fear is psychological expectations,” Fan said. “Why is it troublesome when expectations develop? Because people become irrational. The various policy adjustment tools that governments can adopt are effective only when people are rational. When society as a whole becomes irrational, any policy tool becomes ineffective.”
One of the reasons for the property bubbles in Japan and China was inflated expectations, which led to an inflated bubble, according to Fan. However, the CCP authorities did not deal properly with the situation.
“Why? Because numbers look beautiful,” he said. “Before the bubble burst, it was shiny and beautiful. Everybody was making a lot of money. Weren’t they happy? Who wants to be the whistle-blower? And what happened after the bubble burst, which is what’s happening in China now, is called a balance sheet recession.”

China’s consumer price index (CPI) and producer price index (PPI) data for March both fell short of expectations year-on-year.
