雲林外海,箔子寮港外海10公里處,允能風場有八座風機矗立海面上,但停泊在塔台附近工作船許久沒有動工跡象。沒錯,這是今年每家風場海上工程的景象,有的進度落後4~5成。離岸風電迎來近兆投資商機,卻被疫情打亂併網期程,國產化又屢傳跳票,投資成本超支,可說燒腦又燒錢。

 今年6月,達德宣告旗下允能風場受疫情影響「有破產危機」,母公司無法注資其資金缺口,釋出股權引進新投資股東法商道達爾,一度讓外界震驚。其實,允能破產危機不過是今年風電商遭逢疫情逆風的縮影。

 CIP台灣區董事總經理許乃文指出,很多不可抗力,造成現實成本增加,例如去年和今年都遭逢新冠疫情襲擊,這是國際性問題,不論外籍焊工,風機技術人員,都被卡在境外。「我們想要申請一艘船的船員進來都很困難,更別說要好幾艘的船員同時到位施工。」沃旭總經理汪欣潔也很無奈,她坦言「今年要順利達標併網非常困難」。

 今年離岸風電應商轉容量累計為933MW,不只允能、台電一期提出展延一年,明年之後併網風場也面臨展延。中秋過後海象不穩,工期進度落後約46%的允能風場,推遲後再延後,經濟部樂觀預期年底將有429MW併聯,恐會跳票。

 除了疫情,國產化卡卡也影響風電期程。CIP在彰化風場水下建設承包商世紀鋼鐵,因鋼料自製能力無法到位,下單韓商進口46套Jacket,準備在台組裝,被視為「國產化夢碎」,經濟部雖同意世紀鋼進口前八座水下基礎,但後續的尚未允許進口半成品加工。
