（雪蘭莪‧八打靈再也4日訊）首相署部長拿督劉勝權強調，MyEG提供的線上申請外勞臨時僱用證（PLKS）是一項“概念驗證”（Proof-of-Concept），並不代表政府已和該公司擁有明確承諾，讓該公司成為唯一受委更新臨時僱用證的公司。
他說，政府確保柜台服務將會持續開放，直到民眾不需要的一天。
“柜台服務只會在線上服務成為普羅大眾更屬意的管道後才會關閉。”
他發表文告說，政府也將推出e-PPA網上申請外勞系統，這項系統還需要2個月的時間提昇技術和系統容量後方會推出讓消費者使用。
外勞計劃大改造
他指出，政府必須確保外勞的福利和薪金符合國內經濟發展與成長，他承認政府在管理外勞課題上存有弱點，造成大批外勞逾期逗留非法工作。
他說，政府正在為外勞計劃進行大改造，以便擬定為招聘及更新外勞准證擬定更完善及長遠的政策，包括打擊非法聘請外勞和遣送外勞回國等事項。
劉勝權希望通過政府對政府的安排，能夠減低甚至是消除任何經過第三方或中介而可能發生的剝削事件。
“在這些改造的過程，政府會增加利用線上模式以更快捷的獲取資料，減低公眾在柜台等候的時間。”

（八打灵再也3日讯）随着移民局重新开放柜台服务后，外劳临时工作准证申办程序运作良好，政府将决定是否要在2月28日后，继续柜台和MyEG线上服务同步并行的状态。
移民局总监拿督穆斯达法透露，政府到时将决定是否要继续开放移民局柜台，让雇主申请更新外劳临时工作准证。
他强调，目前柜台服务与MyEG线上服务的运作都良好。
“至今，两个系统都运作得很好，仅需要少许的修改。”
报道，穆斯达法指出，重新开放柜台处理更新外劳临时工作准证的申请，是配合工商业者的要求，以让雇主选择要通过柜台，或是线上申请。

The Immigration Department has suspended the controversial foreign workers visa processing system and biometric health checks, which were outsourced to a private firm that has come under the spotlight because of its directors who are closely linked to Putrajaya.

The suspension comes just two weeks after the Foreign Workers Centralised Management System (FWCMS) and biometric health checks came into effect.

魏家祥：人資部系統若可解決‧外勞准證就無需外包


（雪蘭莪‧賽城29日訊）首相署部長拿督魏家祥指出，若人力資源部現有的線上外勞申請系統（EPPA）能夠解決MyEG及BESTINET公司的線上服務更新外勞臨時僱用證，以及減輕商家負擔問題，政府就不再需要外包公司來處理這項服務。
他說，目前MyEG及BESTINET公司的線上服務更新外勞臨時僱用證及“外勞集中管理系統”（FWCMS）外包合約問題，已經交由掌管廉正事務的首相署部長拿督劉勝權處理。
他表示，內閣會議曾針對此事做出多方討論，劉勝權也提出看法，並強調必須打破壟斷問題。
“如果人力資源部現有外勞申請系統可以解決上述問題，我們就不要外包，因為外包帶來很多爭議，包括它是否有壟斷之嫌，收費是否合理等。”

魏家祥也是馬華署理總會長，他週四為2015Tech Talk分享會主持開幕禮後，在記者會上受詢及日前32個工商團體促請政府馬上吊銷MyEG及BESTINET公司的線上服務更新外勞臨時僱用證及“外勞集中管理系統”（FWCMS）外包合約，同時讓人資部一站式處理本地工人及外勞事務一事，如此回應。
他續說，人民不滿的是MyEG及BESTINET收費過高，而且運作不透明，他也把此事在內閣會議說的很清楚，並建議一切程序必須低廉處理。
他強調，目前政府仍必須對MyEG尋找解決方案，但同時也不能讓非法外勞課題一直上演，若要合法化非法外勞，無論程序或收費都需低廉處理，才是長遠之計。
他表示，內閣正朝向上述方案解決問題，仍需要一些時間研究，以查證人力資源部的系統是否能達到效果。

外劳供应及管理公会陈情 应豁免MyEG征38元收费 Jan 2015

（八打灵再也29日讯）外劳供应及管理公会（TEKAM）今日促请政府取消MyEG线上服务公司更新外劳工作准证征收的38令吉费用，为雇主节省成本开支。
该公会主席尤索夫博士说，雇主每年更新外劳工作准证时，必须缴付125令吉予移民局作为处理费用。
他说：“125令吉涵盖了资料处理费，在这种情况下，政府应考虑豁免38令吉费用。”

陳添保：令吉疲弱外勞不來 MyEG及BESTINET開壞先例

　（吉隆坡28日訊）馬來西亞紡織製造商協會主席拿督斯里陳添保說，“MyEG電子系統服務”和外包公司BESTINET開了最壞先例，令吉走勢疲弱，進而拖累外國勞工寧願到其他國家，也不願來我國工作。

　“加上高昂的工作准證申請費用，導致我國出現更多非法外勞。”

　他今日在記者會上說，外國勞工抱持‘人往高處’心態不難理解，他們寧願到薪水較高的國家工作，也不願來我國賺取這微薄的薪水，這對大馬的勞工市場而言非常不利。

　“政府對外勞申請工作准證諸多刁難，如果通過正規管道申請外勞來我國工作都那么難，試問它將造成什么樣的后果？”

　他補充，若申請外勞工作准證無法得到良好的處理，最壞的情況將是廠家因為沒有勞工工作而關門大吉，以及更多非法勞工湧入我國等。

　陳添保強調，企業公司向來支持電子服務和使用網上服務系統，但它不應該強硬推行，反之應該讓它成為其中一個選擇。

　“國人更新駕駛執照也有去陸路交通局或郵政局更新兩種選擇，為何申請外勞工作准證卻沒有？”

（吉隆坡28日訊）隨著外勞臨時工作准證必須透過MyEG更新及被指可直接取得外勞的生物指紋資料，大馬競爭委員會（MyCC）將對此事作出深入調查。
大馬競爭委員會首席執行員莫哈末卡立對《大馬局內人》說，該委員會已接獲數項有關外勞工作准證更新被私有化及相關資料可被挪用的投訴，該委員會將從競爭層面探討此事。
他說，各相關人士已就此事向該會反映，因此該會將正視此事。

马菜农总陈苏潮总会长：服务外包令人费解 用MyEG应免费勿强制 业者促永久开放柜台
大马菜农总会会长陈苏潮说，既然移民局柜台的官员，都能自行处理僱主的PLKS申请，为何又要將服务外包给私人公司？

他说，內政部若要外包这项服务，也不应该全面关闭移民局的柜台，让僱主多一项选择。

“民眾不想使用收费大道，仍有旧路作为替代路线，而陆路交通局规定车辆的註册及转名手续，

须通过网上进行，陆路交通局也一样开放服务柜台供民眾选择。

现在移民局要求僱主使用线上服务更新PLKS，也应永久开放柜台。

內政部不满僱主透过代理来更新PLKS，可是本身却允许私人公司充作代理。

沙基：移民局將開會 商MyEG服務

　（八打靈再也22日訊）移民局副總監（控制）拿督沙基披露，該局將與各相關單位商討及解決更新外勞工作准證的網上服務系統“MyEG服務”面對的問題。

　他接受網絡媒體“mStar”訪問時指出，屆時內政部官員、外勞聯盟及雇主協會代表均會出席該會議。

　他說，該局官員于週二出席內政部作戰會議，這是當時出席會議者一致通過的決定。

　“會議主要宗旨為提供資訊及推廣“MyEG服務”新方案，所有的討論也會專注在分析新方案的利與弊，並與舊系統做出比較；這討論將會讓所有僱員更了解新系統和其長遠的益處。”

　他說，所有出席會議的雇主協會代表，將有機會就該新系統，提出自身建議及目前所面對的難題。

就MyEG更新外劳准证 内政部会晤涉及单位（吉隆坡22日讯）内政部将在近日内，针对MyEG更新外劳准证事项与涉及单位会晤。引述移民局营运副总监拿督萨吉指出，该部将与MyEG、外劳工会以及雇主协会代表召开会议。“除了雇主代表，也传召了马来西亚雇主联合会、马来西亚外籍女佣代理协会、马来西亚全国职业中介协会、马来西亚女佣雇主协会及雇佣许多外劳的大公司代表。”他说，这是内政部于周二召开运作会议时，一致的决定；当时，移民局的官员也有出席该会议。他续说，即将召开的会议主要是为大家推广和提供透过MyEG，更新外劳工作准证的资讯。“这次的会议与讨论将着重在新旧系统的分别，和长处及不足之处。”萨吉说，上述会议将可让雇员了解新系统，及掌握该系统带来的长远效益。他补充，这次的会议为雇主提供发表意见的平台，针对新系统提出问题和建议。“我们将会聆听，并根据最好的建议作出定夺。”另外，萨吉表示，雇主仍然可透过柜台方式更新外劳准证，但仅限于逾期和被列入黑名单的外劳。自新系统推出以来，便引起许多雇主不满，有人对于这突如其来的转变和强制性为每次的更新程序，支付38令吉感到不满，与柜台免收费处理程序不同。

The latest criticism came from the National Chamber of Commerce and Industry of Malaysia (NCCIM), which has objected to the monopoly of the MyEG portal to renew the work permits for foreign workers.

NCCIM vice-president Tan Sri K.K. Eswaran said the members would rather go to the Immigration Department to process the permits instead of going online and paying RM38 for the service.

“We do not need MyEG. This is a monopoly and must be stopped,” he told a press conference yesterday.

MyEG Services Berhad had earlier said the company would help employers save time and more money, compared to using the services of maid agencies.

The NCCIM has also conveyed its concerns to Minister in the Prime Minister’s Department Datuk Dr Wee Ka Siong during the “Promoting and Empowering Malaysian Entrepreneurs” roundtable session here yesterday.

Dr Wee promised to bring their problems, including the objection against MyEG, to the Cabinet.

The manufacturing sector is unhappy with the sudden introduction of the mandatory use of MyEG for renewal of their foreign workers work permit which was announced on January 2, 2015 and came into effect on January 5, 2015. The service charge of RM38 per renewal further aggravated the issue.
While having an online submission is a move in the right direction towards greater convenience, transparency and efficiency, stakeholders should have been consulted prior to the implementation and, most importantly, there should be adequate notification to allow employers to familiarise themselves with the online submission and first-time users to get the registration process completed before the implementation date.
The RM38 service charge is not justifiable given that employers are already paying a PLKS processing fee of RM125 to the Immigration Department. Instead, the cost savings to the Immigration Department from closing counter services should be passed on to employers.
The industry should not be financing the cost for MyEG to undertake the compilation, verification, maintenance, updating and analysis of the database of legal and illegal foreign workers which is part of the scope of responsibility covered by the fee.
The industry's concerns over MyEG's capacity, including its online system handling a spike in traffic volume and access, have become a reality. Many employers are unable to access the site or the site crashes mid-way during the renewal process. Calls to the MyEG customer service lines are either unanswered or the officers are unable to assist. Other problems faced by employers resulting in higher costs of doing business. Government expects to collect an additional RM1B GST revenue as the number of registered license holders, 304,000, has exceeded earlier expectations. This is positive for My E.G. Services Bhd (MYEG MK, RM2.48, Outperform, TP: RM 5.00) as it is undertaking the GST monitoring module (given the potential larger monitoring base).

Outlook
There is no change to MER’s annual strategy investment themes of 1) beneficiaries of economic reforms; 2) beneficiaries of low Ringgit/low crude oil price; and 3) defensive companies. As expected, MMC and GAMUDA announced in Bursa yesterday that they have been appointed as Project Delivery Partner (PDP) by MRT Corp for the KVMRT2 from Sungai Buloh - Serdang - Putrajaya. Recall, the project was mentioned in the recent Budget 2015 in which the government is allocating RM23b for the railway project.
