ECRL project progressing as scheduled despite COVID-19

PORT KLANG (Feb 13): The construction of the East Coast Rail Link (ECRL) is progressing as scheduled despite the COVID-19 outbreak.

Transport Minister Anthony Loke Siew Fook said the rail project, which will connect Port Klang and Kota Bharu, Kelantan is currently 15% complete.

He said 13 ECRL workers, who went back to China for the Chinese New Year holiday last month, have yet to return to Malaysia and their absence has not affected the construction as most of the workers are locals.

"We have also not received any request from the financing company, Export-Import Bank of China (EXIM), to delay the payment of funds for this project. We are confident that ECRL will be fully operational in January 2027," he said after visiting the ECRL Project Public Inspection site here today.

Accompanying him were Malaysia Rail Link Sdn Bhd (MRL) chairman Tan Sri Ismail Bakar and MRL chief executive officer Datuk Seri Darwis Abd Razak.

Loke said the ECRL will complement the National Transport Policy in the government’s aspiration to increase cargo movement via railway rather than roads.

"Aside from reducing the number of heavy vehicles on the road, the ECRL will also connect two ports in Port Klang, namely West Port and the proposed Carey Island Port," he said.

The ECRL project, which was initially suspended by the government in July 2018 pending negotiations to lower construction costs, was resumed after MRL and China Communications Construction Company Ltd signed a supplementary agreement on April 12, 2019.

The agreement entailed reducing the project costs to RM21.5 billion from the original RM65.5 billion.

Formula One’s governing body said on Wednesday that it would postpone the Shanghai Grand Prix, which was scheduled to take place on April 19. It was the latest sporting event to be canceled because of the coronavirus outbreak.

Airbnb will suspend bookings in Beijing until May 1, the company said on Wednesday.

The decision was made “in accordance with guidance issued by the government to all companies in the short-term rental industry,” a spokesman for the company said. He added that existing reservations would be refunded.
Airbnb has also waived cancellation fees for travel to and from mainland China until the end of February. Travelers who had booked stays in Hubei, the province at the center of the outbreak, can cancel reservations without charge until April 1.

The company had continued to accept reservations throughout China during the busy travel season before and after the Lunar New Year holiday, even as the government started to lock down cities and impose road restrictions to stop the spread of the virus.

The company also said it would set aside $10 million “to support hosts in the next few years, during the recovery period of the local tourism industry.”

The total number of confirmed cases rose to 44,730. Most of the newly reported deaths occurred in Hubei Province, the heart of the outbreak.

There are 441 cases of the new coronavirus disease outside China, in 24 countries. Of the 48 new cases confirmed outside China yesterday, 40 were on board the Diamond Princess, a cruise ship quarantined in the port of Yokohama, Japan.

With classes suspended, educators in China scramble to keep students engaged.


The Ministry of Education in China instructed schools on Wednesday to find ways to keep the country’s 190 million primary and secondary students busy during the suspension of the school year, but it discouraged any significant efforts to provide classes online.

In a notice posted on its website, the ministry urged provincial school administrators to draw up detailed study plans for students who, like everyone else, are largely confined to their homes.

The ministry encouraged reading and physical exercises and, if possible, online tutoring, though it also warned that primary-school students especially should not spend too much time online. It also announced that special programing on China’s national education television channel, CETV 4, would begin next week; the network had a similar role during the SARS epidemic in 2003.

STUDENTS’ DILEMMA The outbreak is forcing foreign students in China to make a choice.
The coronavirus epidemic that began in Wuhan has now thrown the country’s schools and universities into chaos. Some provinces, including Liaoning and Sichuan, plan to reopen primary and secondary schools on Feb. 17, at least for now, while others have already postponed the school year until at least March, including Shanghai, Zhejiang and Guangdong.


The delays could have the greatest impact on those students preparing for the major national exams for high school and college held at the end of spring.

The State Department is allowing some employees to leave Hong Kong.

The United States will allow nonemergency consulate employees in Hong Kong and their families to leave because of the coronavirus outbreak, a State Department official said on Wednesday.

The decision to allow voluntary departures was made in response to continuing uncertainty surrounding the outbreak and practical considerations such as school closings, the official said.

The consulate in Hong Kong will remain open and continue to provide regular services.

A similar decision was made to allow nonemergency State Department personnel and their families to leave mainland China in late January.

The State Department chartered flights and evacuated about 850 people from Wuhan, where the outbreak began late last year, including employees of the United States Consulate in the city.


Hong Kong has 50 confirmed coronavirus cases and one death. The State Department’s travel advisory for the city is at Level 2, the second-lowest of four levels, and recommends that visitors to Hong Kong “exercise increased caution” because of the outbreak.

This month, the warning for mainland China was raised to 4, the highest level.

“Do not travel to China due to the novel coronavirus,” it said.

An unwelcome cruise ship may get to dock.
A cruise ship carrying 1,400 passengers that had been refused permission to stop in Japan, Guam, Taiwan and the Philippines, despite having no diagnoses of coronavirus, may have found a place to dock.

On Wednesday, Cambodia said it would allow the ship, the Westerdam, to dock on Thursday morning and the passengers to disembark, according to a statement from the cruise line Holland America, which owns the ship.

“Westerdam is now sailing for Sihanoukville, Cambodia, where the current cruise will end,” according to a statement from the company. “We are extremely grateful to the Cambodian authorities for their support,” the statement added.

The cruise ship had been on a 14-day voyage after departing from Hong Kong on Feb. 1.

On Wednesday, Holland America said, “All guests on board are healthy, and despite erroneous reports, there are no known or suspected cases of coronavirus on board, nor have there ever been.”

Deaths have surpassed 1,100, but the reported rate of new infections has fallen.

The death toll from the coronavirus in China reached a new high on Wednesday, at least 1,114, even as Chinese officials said that the rate of new infections showed signs of slowing.

Nationwide, 98 new deaths and more than 2,015 new cases have emerged since Tuesday, according to data from the Chinese health authorities and from the World Health Organization.

The newly reported infections on Tuesday represented the lowest in China in a single day since Jan. 30, when there were 1,982 new confirmed cases.

A Japanese official tested positive after visiting a quarantined cruise ship.

The coronavirus has jumped from ship to shore, officials in Japan said on Wednesday, after an employee of the country’s Health Ministry who had surveyed passengers on a quarantined cruise ship tested positive for the virus.

In addition, 39 new confirmed cases were announced among the more than 3,600 crew and passengers on the ship, bringing the total number of infected people to 175.
The ship, known as the Diamond Princess, has been under quarantine for more than a week in the port of Yokohama. The quarantine began after a passenger who disembarked in Hong Kong tested positive for the coronavirus.

The Japanese authorities have been slowly moving those with the illness off the ship and to hospitals. But onboard, many passengers are complaining that they lack information and have poor access to medicines.

Israel’s Foreign Ministry asked the Japanese authorities to allow 15 Israelis to disembark the ship, the ministry said in a statement on Wednesday, adding that it was examining other options for them to complete their 14-day quarantine.

Barring unforeseen developments, the ship’s quarantine is supposed to end on Feb. 19.

The cruise line has been providing internet and telephone service to allow the passengers to stay in touch with their families back home, and the Israelis have been airing their frustrations in the Israeli news media.

“We came on the cruise to celebrate a birthday,” Shimon Dahan, 69, told the Yediot Ahronot newspaper. “We were enjoying every moment, then it turned into a nightmare.”

The Foreign Ministry said the Israeli Embassy in Japan was supplying the Israeli citizens with medicines and kosher food.

ECRL project progress stands at 11.07pc

KUALA LUMPUR, Nov 5 — Until September, the progress of the East Coast Rail Route (ECRL) project stood at 11.07 per cent taking into account pre-construction work, which includes design and procurement.

Transport Minister Anthony Loke Siew Fook said works on the tunnels and viaducts along the 223 km alignment between Dungun, Terengganu and Mentakab, Pahang were also underway.

“Malaysia Rail Link Sdn Bhd (MRL) has resumed the land acquisition process for the Dungun-Mentakab stretch under Section 8 of the Land Acquisition Act, some of which has been previously gazetted,” he said.

He said this in a written reply posted on Parliament’s website today in response to Datuk Seri Idris Jusoh’s (BN-Besut) question on the current status of the ECRL project.

Loke further said that MRL as the owner of the ECRL project had submitted the ECRL Railway Scheme in September for the Kota Bharu to Dungun alignment to the Land Public Transport Agency.

In addition, the preparation of the Environmental Impact Assessment Report (EIA), the Heritage Impact Assessment Report (HIA) and the Social Impact Assessment Report (SIA) are also in progress.

The project was resumed after MRL and China Communications Construction Company Ltd signed a supplementary agreement on April 12, 2019.

It saw a reduction in the project’s construction cost by RM21.5 billion compared to the original cost of RM65.5 billion.

Two more coronavirus cases in Malaysia

PUTRAJAYA: There are two new novel Coronavirus (2019-nCoV) infections in the country, bringing the total number of cases to 14.

The 13th case is a 40-year-old Malaysian woman, while the 14th is a Chinese tourist, aged 35.

Health Minister Datuk Seri Dr Dzulkefly Ahmad said the 13th infection was the sister of the first recorded Malaysian case on Feb 4.

“She had a fever and a sore throat on Feb 1 and started coughing on Feb 4. She sought treatment at a private clinic.

“Once her brother’s case was confirmed, she was traced by officers from the Kuala Muda District Health Office in Kedah,” Dr Dzulkefly said at a press conference yesterday.

The patient, he added, was admitted to an isolation ward in Sultanah Bahiyah Hospital in Alor Star, and was reported to be in a stable condition.

The 14th case, meanwhile, involved a Chinese woman from Wuhan, who had arrived in Malaysia with her mother and three friends on Jan 25.

Dr Dzulkefly said the woman had visited several tourist sites in Kuala Lumpur, and sought treatment from Kuala Lumpur Hospital (HKL) when she had a low-grade fever on Feb 1.

She tested positive for 2019-nCoV virus on Feb 5, and was now receiving treatment at an isolation ward in HKL. On the Canadian teenager who was taken to HKL yesterday on suspicion of contracting 2019-nCoV, Dr Dzulkefly said the 17-year-old had been discharged from the hospital and he tested negative for the disease.

Japanese robot could call last orders on human bartenders

TOKYO: Japan's first robot bartender has begun serving up drinks in a Tokyo pub in a test that could usher in a wave of automation in restaurants and shops struggling to hire staff in an ageing society.

The repurposed industrial robot serves drinks in is own corner of a Japanese pub operated by restaurant chain Yoronotaki. An attached tablet computer face smiles as it chats about the weather while preparing orders.

The robot, made by the company QBIT Robotics, can pour a beer in 40 seconds and mix a cocktail in a minute. It uses four cameras to monitors customers to analyse their expressions with artificial intelligence (AI) software.

"I like it because dealing with people can be a hassle. With this you can just come and get drunk," Satoshi Harada, a restaurant worker said after ordering a drink.

"If they could make it a little quicker it would be even better."

Finding workers, especially in Japan's service sector, is set to get even more difficult.

The government has eased visa restrictions to attract more foreign workers but companies still face a labour shortage as the population shrinks and the number of people over 65 increases to more than a third of the total.

Service companies that can't relocate overseas or take advantage of automation are more vulnerable than industrial firms. In health care alone, Japan expects a shortfall of 380,000 workers by 2025.

Japan wants to use the Tokyo 2020 Olympic Games beginning on July 27 to showcase service robot technology, with organisers planning to use robots built by Toyota Motor and Panasonic Corp to help visitors, workers and athletes.

The robot bartender trial at the pub, which employs about 30 people, will last two months after which Yoronotaki will assess the results.

"We hope it's a solution," Yoshio Momiya, a Yoronotaki manager, said as the robot bartender served drinks behind him.

"There are still a number of issues to work through, such as finding enough space for it, but we hope it will be something we can use."

At about 9 million yen , the robot costs as much as employing a human bartender for three years.

ECRL station in Nilai will boost economy of local population

The construction of the East Coast Railway Line (ECRL) in the Nilai area will boost economic growth and population increase in the Nilai district, said the Nilai Municipal Council (MPN) president Zazali Salehudin.

As such, he said, as a local authority (PBT), careful planning must be initiated, including training skilled workers to support the development of industries that would grow in Nilai.

“As a local authority, we have to pay serious attention (on the construction of ECRL station in Nilai) as it could become an important transportation system for the movement of goods from the East Coast to the West Coast and subsequently, to the Kuala Lumpur International Airport and Port Klang.

“Among the things that must be given attention are road facilities, infrastructure, electric power and water supply. These must be adequate and in good condition, as Nilai is not far from Labu, which is part of the planned Malaysia Vision Valley (MVV) development project,” he told reporters in Seremban.
Zazali, who is also the Seremban Municipal Council president, said industrial development would create more job opportunities and would certainly benefit the people in the surrounding areas.

“With industrial development, many jobs will certainly be created. We at the Negeri Sembilan government level must take this opportunity to provide skilled manpower among the local population...I feel we can plan the work movement or provide skilled workers for industrial development here.

“When there are many workers in this area, they will have families here and thus require housing, so new housing areas too must be planned to meet the needs of the future,” he said.

Zazali said the population growth in the area would also enable the local authority to collect more assessments, thus enabling the government to plan and give better infrastructural facilities to the local population.

Asked whether the location for the ECRL station in Nilai had been decided, Zazali said it depends on the state government’s decision to determine the actual location for the ECRL station in Nilai.

However, he stated that the ECRL station in Nilai had so far been planned to be built near the industrial area.

Last Wednesday, Menteri Besar Aminuddin Harun confirmed that Nilai would be the second stop in Negeri Sembilan for the ECRL.

He said the ECRL station, which would provide passenger and transportation services, would be located near Nilai 3.

ECRL project will continue as planned, says Dr M

KUALA LUMPUR: The East Coast Rail Link (ECRL) will continue as planned unless the company involved in the project can negotiate with China, says Tun Dr Mahathir Mohamad.

The Prime Minister said that he is willing to follow if the company can renegotiate the deal and suspend the project.

"The company has to conduct negotiations. If they are willing to negotiate with the Chinese and tell me that they can suspend the project, I will follow them," said Dr Mahathir.

He was asked to respond to a statement by former Council of Eminent Persons' and economist Professor Jomo Kwame Sundram, who had called for the government to re-examine the ECRL project once again, after a witness in the 1MDB trial testified in court that the project was a possible bail-out.

Jomo had said the Federal Government must not be complicit in continuing to cover up what the previous government was trying to do with public funds.

During the 1MDB trial earlier this month, Datuk Seri Najib Razak’s former special officer Datuk Amhari Efendi Nazaruddin, while reading his witness statement, told the court that the ECRL was among several mega-projects that were meant to bail out the sovereign wealth fund.

"Datuk Amhari's court testimony under oath clearly suggests considerable abuse in how the ECRL, the gas pipelines and other projects were conceived, approved and financed.

"The MACC should follow up with further investigations and advise the government accordingly.

"In the meantime, these projects should be suspended if they are not already cancelled.

"The amount of government-guaranteed loans grew much faster under the old regime than government debt, but the government will still be liable especially as the project will never pay for itself and, now we know, was never intended to do so," Jomo said to The Star on Friday (Sept 20).

In response, Dr Mahathir said that Jomo is entitled to his opinion but that the government stands by what the Chinese government stated.

"That are his (Jomo's) thoughts, but the Chinese government has not told us anything.

"It may have a contract to construct it and as you know, we have reduced the scope and the cost," said Dr Mahathir.

He also said that it is up to the Malaysian Anti-Corruption Commission (MACC) to investigate the ECRL project.

"That's for them to investigate, we don't ask them (the MACC) to do anything," said Dr Mahathir.

He said this to the media after an event officiating the Heritage and National Culture Charter at an event at the Islamic Arts Museum Malaysia, co-organised by Albukhary Foundation and Budi Foundation here on Friday.

The ECRL, which originally had a price tag of RM65.5bil, was cancelled when the Pakatan Harapan government came into power, only to be resumed on April 12 this year at a lower cost of RM44bil.
