（美国．纽约22日讯）沙地阿拉伯能源部长法利赫表示，石油输出国组织（油盟）及俄罗斯等所有参与减产的国家，都已同意延长减产效期九个月，直到明年3月底止，“大伙全都已经上船”，让全球原油库存量降到五年均值。专家预测纽约油价年底前将回升到每桶55至60美元。

油盟及伙伴国将于25日召开部长级会议。法利赫指出：“跟我谈过的每一个国家，都表示延长九个月是明智的决定。”

他强调，减产行动未设定目标油价，“大家都愿意延长减产，因为我们知道尚未达成降低全球原油库存目标”。

美国能源资讯局（EIA）的数据显示，4月底全球工业国家的商用原油库存量略高于30亿桶，比五年均值多3.07亿桶。

油盟所属的经济委员会正在检讨多种减产数量及效期的可能选项，供部长会议参考。根据彭博资讯计算，若油盟与俄罗斯延长减产9个月，将让已开发国家逼近历史新高的原油库存，减少8%，并消弭对油价造成压力的库存过剩。

Jefferies公司分析师指出，油盟虽将延长减产，但美国油井数及产量回升速度都超出预期，因此下修纽约油价的今年第三季平均油价预估到每桶55美元，第四季预估将涨到每桶58美元。

法国兴业银行则预测，由于第三、四季都是需求旺季，年底时油价将涨到每桶55到60美元之间。
