cnman53's comments on judicial review and institutional investors are totally illogical and silly. Just because they are institutional investor, does that mean that they can willfully break the law ? Imagine someone comes to your house all the time and take whatever they like, knowing full well that it is a wrongful act. If you keep quiet and do nothing, you are either (1) a colluder, or (2) a coward, or (3) a senile, or (4) irresponsible person. Any reasonable person would report to the police.

Closed-end fund is a different investment vehicle than the normal listed company and it is different from the unit trust fund. Closed-end funds are very popular in developed countries like the US and UK, with a few hundred of them on the NY and London stock exchanges. The majority of investors in Malaysia are not familiar with CEF and do not know how to take advantage of it. If ICAP is to wind up, that is the end of the closed-end fund industry in Malaysia and the biggest loser will be the investors of Malaysia.

I guess since shareholders are the ones that asked TTB to do the dual listing project, there is nothing to complain about in paying for the expenses incurred.

I don't know who decides what goes into an annul report. I thought there is a format one must follow. Maybe it is because the dual listing project is a price sensitive information and TTB is forbidden from talking openly about it publicly until things are more certain. This is what I have been told during the AGMs and roadshows that were conducted then. We didn't even know that Hong Kong was the other stock exchange.
The main objectives of the dual listing project were to narrow the discount of ICAP which City of London has been bugging about and allowed investors to invest overseas. Investors of ICAP were especially keen of the overseas exposure feature.

Based on the AGM I attended, the shareholders of ICAP knew about the dual listing project from day one. All were very keen then and a lot questions were asked. Too bad the project is not successful.

During the 2009 EGM, shareholders of ICAP asked the fund managers to look for ways to invest overseas. In last year's AGM, shareholders still ask the FM on the progress of the dual listing project.

Tan Teng Boo is a fund manager licensed by the Securities Commission of Malaysia. He is also licensed in many other countries. I bet most people do not know what it means to be licensed and are not qualified as one because by spreading lies, they are not fit and proper persons.

ICAP is a closed-end fund and it is different in many ways from a normal listed company. Many Malaysians are not familiar with closed-end fund, hence they talk nonsense and mislead others. Closed-end funds are very popular in the developed countries because investors over there took the trouble to know what is so unique about closed-end fund and took advantage of it.

ICAP is listed according to the listing requirement of Bursa Malaysia and is approved by the Securities Commission of Malaysia. The Fund Manager is licensed by SC. The entire operations of ICAP is according to the law of Malaysia to protect the investors. When investors invest in ICAP shares, they should have read the prospectus and know and risk and reward of investing. If investors are not happy with the performance of the stocks that invested in, they should sell the shares and move on. It is really unethical to spread false information and use vulgar language to attack ICAP and the fund manager when they did not do anything wrong. I am sure wise and reasonable investors would know how to different who is right and who is wrong. I appeal to those first timer who come into this forum to be careful. Don't waste your time reading the low quality comments of people who constantly use dirty language and engage in internet bullying.
If you want to know about ICAP and the fund manager, go to their official websites. They are properly regulated by the government. In contrast, there are too many liars in this forum.

Anyone who wants to know about ICAP should go to the official website of ICAP, that is www.icapital.my. Better still is to buy a small stake and attend ICAP's AGM and question the fund manager yourself. ICAP's AGM is usually a full-day event. You will have a full day to grill Tan Teng Boo. That should be the right way, instead of coming to the forum like this one and be misled by many con men/women here.
