why sunway keep buy back shares? can't they used the money to pay dividend or repay loans? so weird

he might be:
(a) accumulate more before announcing dividend ex-date so himself can get more dividend; or
(b) believe that the company's value are below its price (undervalue) so he willing to buy more; or
(c) knowing that something big is happening with his company so he buy more; or
(d) wanted to hold larger portion of shares so he got more power to execute some 'actions'; or
(e) he's just too rich
but i think mainly is because of other investors/traders does not 'believe' in the company or does not have the patience to hold on anymore thus dumping out their shares, if the company is really going south, i don't think he would still buy.

KUALA LUMPUR, Oct 1 — The Pakatan Harapan (PH) government will not cancel all directly negotiated public-private partnership (PPP) projects undertaken by the previous Barisan Nasional (BN) administration, Finance Minister Lim Guan Eng said today.
However, he said future PPP projects will be undertaken on a “new and clean model” of open tenders, in line with PH’s policy for transparency, accountability and to get the most value for public money.
