MRCB, Berjaya Land and IJM confirm in consortium to bid for KL-Singapore HSR project .
KUALA LUMPUR (Jan 26): Malaysian Resources Corp Bhd (MRCB), Berjaya Land Bhd (BJLand) and IJM Construction Sdn Bhd (IJM) confirmed that they are in a consortium, together with Keretapi Tanah Melayu Bhd (KTMB), to bid for the Kuala Lumpur-Singapore high-speed rail (HSR) project.
In a bourse filing on Friday, MRCB said the company has signed a teaming agreement with Berjaya Rail Sdn Bhd, a subsidiary of Berjaya Land Bhd, to be part of the Berjaya HSR Consortium on Dec 15, 2023.
It said the purpose of the agreement was to submit a non-binding conceptual proposal to MyHSR Corporation Sdn Bhd, pursuant to the request for information (RFI) conceptual proposal for the HSR project.
The parties will enter into a definitive agreement in the event the consortium is successful in securing the project,” it added.
Both Berjaya Land and IJM have also confirmed the formation of the consortium, adding that the concept proposal for the KL-Singapore high-speed rail project was submitted on Jan 15, 2024.

BJRAIL appoints TUNKU AMINAH as chairperson
Berjaya Land Bhd’s rail unit Berjaya Rail Sdn Bhd has appointed Tunku Tun Aminah Sultan Ibrahim Ismail as chairperson.
In a filing with Bursa Malaysia , The group said Tunku Aminah holds a 30 per cent stake in Berjaya Rail, reflecting her strong belief in the company's vision, strategy, and potential.
Berjaya Land group chief executive officer and Berjaya Rail board member Syed Ali Shahul Hameed said he looks forward to working with Tunku Aminah to realise Berjaya Rail's potential to redefine how people travel, connect and experience the world.
Berjaya Rail is participating in MyHSR Corp’s request for information (RFI) to revitalise the KL-Singapore high-speed rail project and is committed to working closely with stakeholders.

ISKANDAR PUTERI, Nov 23 — Johor Menteri Besar Datuk Onn Hafiz Ghazi today urged the government to expedite the High-Speed Rail (HSR) project between Malaysia and Singapore, as well as the light rail transit (LRT) transport system in Johor Baru.
He said this was to ensure the state’s economy grows in line with the state’s development agenda.
He explained that efforts to upgrade the public transport system, especially in Johor Baru’s city centre will complete the state’s economic development ecosystem.
Following the government’s announcement of the establishment of the Johor-Singapore Special Economic Zone (SEZ) and the Forest City special financial zone (SFZ), there is a need for the HSR and LRT projects to be urgently implemented in Johor Baru.
Onn Hafiz added that the establishment of the SEZ and SFZ will be a catalyst for the development of the state.
God willing the memorandum of understanding (MoU) between the government of Singapore and the government of Malaysia will be signed on January 11 next year.
We hope that the agreement will be signed no later than six months from that date, while its implementation will be expected in early 2025,” he said
Last March, the government was reported to be considering the proposed construction of an LRT system in Johor Baru to better coordinate the transport system in the state capital.
Transport Minister Anthony Loke was reported to have said that a private company has put forward a proposal to build the LRT.

BJLAND hops on board the HSR express
Berjaya Rail Sdn Bhd, its subsidiary that will be involved in the project, will engage in the Request for Information exercise conducted by MyHSR Corporation Sdn Bhd, a company under the Ministry of Finance Malaysia.
Farizul Baharom has been appointed director and CEO for the new venture, BLand said in a statement today.
Farizul acquired a wealth of experience in previous capacities as special advisor to the transport minister and later head of the project management office for the LRT3 at Prasarana Malaysia Bhd.
He also served as head of legal and cross-border rail for HSR and RTS in the Land Public Transport Agency (SPAD).
His other roles included a year-long stint in the Economic Planning Unit at the Prime Minister’s Department, as senior manager in Prokhas Sdn Bhd and assistant parliamentary draughtsman for the Attorney-General’s Chambers.
BLand added that Farizul will be working with an experienced board of directors comprising experts in engineering, finance and banking, property development and bilateral cross-border negotiations for transport infrastructure and services.

In the NETR, among the levers identified in relation with energy efficiency are mandatory audits for larger C&I buildings, establishment of green building codes for energy-intensive buildings, and the major energy efficiency retrofit initiative among government buildings.

The targets mark a significant leap from the goals previously declared in the National Energy Policy 2022-2040 at 10% for residential and 11% for C&I by 2040,” the report said.
Energy efficiency — using less energy for more productivity — is one of the key components in Malaysia’s energy transition agenda, to provide headroom for the power generation segment to pivot from its current dependence on fossil fuel plants to renewable energy.
The government previously announced plans to table the Energy Efficiency and Conservation Act in the Parliament by the end of this year.

This is on top of the RM7 billion targeted to retrofit government buildings to be more energy efficient by the same timeline, according to the NETR Phase Two report.
Investments for both smart devices installation and government building retrofit are targeted at RM2 billion each as at 2030, the report said.
By 2040, the energy savings target is set at 15% for the residential sector, as opposed to 22% for the commercial and industrial (C&I) sector.

“As the exchange matures, market-creating products could be created to further unlock value of different markets that yield healthy returns to its participants,” Rafizi said.

Anwar, when launching the NETR on Tuesday, also announced the establishment of an RE exchange by 2024.
The exchange, Anwar said, will act as “a market aggregator that will enable price discovery and monetise excess power”.
Rafizi, touching on the exchange, added that it is necessary for the country to command the price premiums of RE that come from cross-border trading. At the same time, a single market aggregator previously touted by Rafizi will play a role in ensuring that the exchange is trusted by market participants, he said.

Malaysia first mulled the establishment of the National Energy Council in September last year, following the launch of the National Energy Policy 2022-2040 by the previous administration at the time.
Since the change in government in November last year, the energy industry has experienced a series of changes, such as the transition into a targeted subsidy mechanism for electricity prices, adjustment of renewable energy (RE) tariffs to reflect international pricing, lifting of the RE export ban, and expansion of the RE quota and installed capacity target to accelerate the industry transition.

The council will be chaired by Prime Minister Datuk Seri Anwar Ibrahim, with the Ministry of Economy as the secretariat, Rafizi said at the launch of the second phase of the NETR here.
As energy transition emerges as a key economic pillar for Malaysia, the council “would set forth high-level strategic directions and policies, allowing for the working committees to coordinate and report the progress in turn”, he said.

Tenaga Nasional Bhd, which is currently the sole operator of Malaysia’s transmission grid, has pledged to invest RM90 billion for the grid infrastructure in the next six years, president and CEO Datuk Baharin Din said at the conference.
In one of the panel sessions, Energy Commission chairman Mohammed Rashdan Mohd Yusof pointed out that the grid investments estimate would include costs to fund future infrastructure such as battery storage.
The shortfall, he said, could partly be addressed with the setting up of an energy exchange to “tap into other markets at higher prices”.

The NETR has made strong projections on the benefits of Malaysia’s accelerated pivot towards net zero carbon emissions, including some RM120-180 billion of investment opportunities in co-funded government facilities for energy transition.
In total, investment opportunities are projected to be above RM1 trillion from now to 2050, the NETR report showed.
Malaysia’s grid readiness itself will require RM180 billion in investments in the period, according to energy minister Nik Nazmi Nik Ahmad.

Malaysia to see 10%-15% GDP uplift from its energy transition policy
KUALA LUMPUR (Aug 29): Malaysia is anticipating the implementation of its newly launched National Energy Transition Roadmap (NETR) 2050 to spur new growth areas that will bring about a 10% to 15% uplift to its gross domestic product value, Minister of Economy Rafizi Ramli said.
Part of this will be supported by potentially higher value of green foreign direct investments (FDIs) into the country, Rafizi said at the launch of the second phase of the NETR earlier on Tuesday that was held in conjunction with The Energy Transition Conference 2023 here.
