任何开发者，都可以向OpenAI支付少量费用来部分获得ChatGPT并将其接入自己的应用程序。就像中国的许多其他人一样，我也被这个微信聊天机器人吸引了。

当我问它为什么ChatGP不能向中国大陆或香港用户直接开放时，它提到了“政府对某些在线服务的限制。”微信版本的ChatGPT似乎需要付出额外的努力，才能满足网络审查要求。

但就像在美国一样（微软承诺向OpenAI投资100亿美元），中国市场愿意为能做成这件事的人提供大笔资金。

美团联合创始人王慧文周一表示，将出资5000万美元（约2.2亿令吉）组队打造中国OpenAI。王慧文本人对AI一无所知，他希望招聘一群专家来进行此事，其在社交媒体上介绍自己的签名是“正在学习人工智能”。

值得一提的是，大约去年这个时候，王慧文的签名是“正在学习Crypto”。

For China, 1) not having caged homes that started in British ruled HK is human rights 2) not having people sleeping in the streets is human rights 3) not having others to infect you is human rights 4) not having exorbitant medical bills is human rights. Human rights mean different things depending on the society we live.
In western countries, 1) having people living in caged homes means there is no socialism 2) infecting others is your human right 3) living on the streets is your human right ....

1. China plenty of ppl cant afford to pay house loan due to unfinished condo project. 2. China ppl stay at unfinished condo due to developer short of fund to complete their development however home buyer still need to pay housing loan. 3. china ppl lock down 3 years for nothing and many die infection of Covid after reopening 4. there is not enough medicines for Covid and Wuhan people protest due to cutting medical insurance coverage now.

LONDON (Reuters) - Oil prices jumped more than 2% on Friday, heading for weekly gains, as Russia announced plans to reduce oil production next month after the West imposed price caps on the country's oil and oil products.

Brent crude futures rose $1.71, or 2.02%, to $86.21 a barrel by 1148 GMT. U.S. West Texas Intermediate (WTI) crude futures were up $1.57, or 2.01%, at $79.63.

Both contracts rose by more than $2 earlier in the session and were on course for weekly gains above 8%.

Russia plans to reduce its crude oil production in March by 500,000 barrels per day (bpd), or about 5% of output, Deputy Prime Minister Alexander Novak said on Friday.

"The Russian economy is fraying in the face of Western sanctions," PVM analyst Stephen Brennock said.

The G7 economies, the European Union and Australia agreed to ban the use of Western-supplied maritime insurance, finance and brokering for seaborne Russian oil priced above $60 a barrel from Dec. 5 as part of Western sanctions over Russia's actions in Ukraine.

The EU also banned purchases of Russian oil products and set price caps from Feb. 5.

"We believe the decision (to cut oil production) is not completely a voluntary one ... as market factors likely forced the Russian side to make this decision," said UBS analyst Giovanni Staunovo.

Russia's output last year defied predictions of a decline, but its oil sales will prove more difficult in the face of the new western sanctions.

Limited tanker availability could also hinder Russia's efforts to divert refined oil to other markets, Staunovo added.

The announcement reversed bearish sentiment that characterised trade on Thursday and Friday morning against a backdrop of weak demand data from China and recession fears in the United States. It also follows a rise in weekly U.S. jobless claims and higher oil inventories. [EIA/S]

Goldman Sachs (NYSE:GS) lowered its Brent 2023 price forecast to $92 a barrel (bbl) from $98/bbl and its 2024 price forecast to $100/bbl from $105/bbl.

Hedge fund manager Pierre Andurand remains bullish, however, telling the Financial Times that oil could hit $140/bbl later in 2023 on a Chinese demand recovery.
