Why need to magnify a con man action?

One solution to oil crisis.. let company/ people buy petrol prepaid card (in litre) at current price... eg.100 litre , 500litre prepaid etc.. when those oil being book by people, mean inventory actually go down...?? people will go out to grab some cheap oil thus create the demand

if there is deal, the price will go up higher... if there is no deal, we can top up cheaper... if 60c coming, it's a good collection...
