These 2 countries, India and China, are big enough. They increased the oil consumption and import by more than 10%++ lately (I forget the actual percentage)

assume the 3rd wave start 0.07 and based on LeoLeo calculation and assuming the 3rd end at 1.618 height @ 0.145 (assume it won't extend higher, if high, good)
Now you have the start @0.070 and end @ 0.145
Now base on Elliott wave of 5 waves ratio, you can easily calculate those waves TP.

Wave 5: Wave five is the final leg in the direction of the dominant trend. The news is almost universally positive and everyone is bullish. Unfortunately, this is when many average investors finally buy in, right before the top. Volume is often lower in wave five than in wave three, and many momentum indicators start to show divergences (prices reach a new high but the indicators do not reach a new peak). At the end of a major bull market, bears may very well be ridiculed (recall how forecasts for a top in the stock market during 2000 were received).

Leoleo, 2nd wave formation. It can be a simple or complex one. You need to watch out for "complex" wave form which is like \/\/\/\/ or side way. Once you see that formation. Identify and recalculate another set of TP for that wave form which also maybe a bull trap or bear trap. The original 2nd TP remain and can change(market or company news). If 2nd wave break down and pass the 1st wave, a new(bearish) formation.
Using Fibonacci and Elliott wave for a trading or calculation of target price, is just a projection or prediction. All calculation can be easily fault as price and volume is all base on human sentiment or behavior, and world or company news. It is just a guide line and are subject to change.

use 0.618, 0.382, 1.618
The 2nd wave 1st support TP use 0.382, 2nd support TP use 0.618, ....

About 0.065/0.070 possible start of 3rd wave soon. On behalf of 0.070 and 0.075 buyers, thank you to all sellers that sold. If sellers still want to sell, please do so. We always welcome lower price. If sellers are smart, you should be thankful to those sellers that assist the buyers to accumulate where we can start the 3rd wave sooner than expected. How soon? Only God knows when.

If the waves are not strong, the other smaller may have the strength and can easily neutralize it.
That 49.5c is 5th end. Possible of reaching there? That I can't say. Wave can terminate at anytime. Yes, you need 5 waves. Don't forget, possible fault of wave.
Elliot wave is good for setting target. Wrong calculation of wave can really go against you.
That is why, I have other indicators, oscillators, and my own custom formula(based on bollinger+elliot wave+fibo+price+volume) to catch the peak+bottom, accumulation+distribution.
The 2nd chart, 1st graph, steep down=distribution. When it happen, or whenever I see 4 lines(different period or colors) mix together, I will be damn careful.
The above are my simple humble opinion. I can be wrong.

Based on 8%, is the 1st just ended. possible tp 32/33 area
Based on 13%, is 3rd, about time. tp 0.395 end, next is the 4th wave drop(depend on 2nd wave ratio).
You can figure it out.

Nelson Chua, if you look current situation, sellers are fishing the buyers. Now, buyers need to have a certain pride. We, the buyers, want lower price. So, sellers, please sell it us lower.
If you read the recent announcements, actually, it is a good news and lots of investors may had misinterpreted. And the current oil price, still in January 2017, too early for moving or breaking the 60. Sometime in Feb or March, we may see 58 to 63 range.
Hint: during summer in S.Arab, they use lots of oil to generate electricity.

How? Look for accumulation stage.
TA is good for almost every trade, including the company sales, and inventory control.
