Perdana’s 1QFY17 performance weakened even further this quarter owing to the low 24% vessel utilsation rate, coupled with the 1Q monsoon season. From March 15 onwards however, Perdana will see its average utilisation for FY17 improve to >c.60% with the new spot charter marine vessels services contract from PETRONAS Carigali Sdn. Bhd. (PCSB). Revenue came in at RM18.9m (-54.9% YoY), with a core net loss of RM37.8m (->100.0%) having stripped off the net forex loss of RM8.1m. Perdana remains suspended in the interim, but expects to be re-quoted on the local bourse post-completion of its restructuring exercise, necessary regulatory approvals notwithstanding. We continue to maintain our Neutral view with a TP of RM0.92 upon the removal of suspension, based on our DCF approach using a 10.9% WACC. Our estimates remain conservative and have considered a lower utilisation rate in light of the oil markets which is still on a gradual uptick, coupled with a less aggressive expansion plans going forward.
Low utilisation rate. The Group’s performance this quarter was affected by the lower utilisation rate of 24% versus 50% in 1QFY16. Additionally, the loss before tax also included expenses such as net forex loss of RM8.1m.

PCSB contract. Perdana was awarded a spot charter marine vessels services contract from PCSB for 3years + 2years optional extension contract with effect from 15 March 2017 until 14 March 2020. Under this award, Perdana was awarded 4 packages, under an umbrella contract terms to provide marine vessels for the following categories; i) Anchor Handling Tug / Supply Vessel 100MT and below bollard pull; ii) Anchor Handling Tug / Supply Vessel above 100MT bollard pull; iii) Workboat; and iv) Workbarge. The contract also includes the provision of vessels, crew members and associated equipment for continuous 24-hour operations.
Resumption of trading. Perdana has sought approval from Bursa Securities to accept a lower public spread of 20% for purpose of compliance with the public spread requirement and to allow resumption of trading of its shares upon completion of the distribution in specie of up to 292.2m shares owned to its shareholders. The lower spread and resumption of trading is to facilitate the implementation of the proposed private placement where the trading value of Perdana’s shares will be determined by the investors and provide market reference price for the placement shares.
