Border control system could be the next catalyst. Outside the MyKad and national passport space, management is striving to secure a contract involving the revamp of Malaysia’s national border control system. Although details are scant at this juncture, we believe the job will involve upgrades of the country’s existing border control system to potentially pave the way for the introduction of biometric authentication at all immigration checkpoints. We estimate that the contract could be worth MYR200-250m pa over a 2-year tenure, with annual maintenance of MYR50m pa to commence thereafter.

Passport Requests Still Processed On The Same Day, Not Six Months, Says New Immigration DG
KUALA LUMPUR: News circulating online about Malaysians who wish to renew or make a passport having to wait up to six months is not true.
In a statement today, Immigration Department director-general, Datuk Seri Mustafar Ali said the department is serious about rumours being circulated that said it will take the department six months to process new passports due to shortages.
Mustafar further explained the request for renewal and new passport applications are still processed on the same day.
“The department is serious about the reports which have caused panic among the public.
“Because of it, people were rushing to immigration offices at every state either to renew or make a new passport,” he said in the statement.
Previously, a local news media had reported that the Immigration Department had acknowledged a shortage of passports which will require the department six months to fix the passport system.
According to the English daily, outgoing Immigration director-general Datuk Sakib Kusmi said the department was introducing new passports which would include more security features hence required extensive testing to ensure they meet international safety standards and are not damaged easily when used.
“The reasonable time for the transition is six months. The department and the vendor will ensure there is enough supply of passports,” he said as quoted by the news daily.
However, the statement which refer to the transition period taking six months was misunderstood as the passport application procedure taking six months to process.
Mustafar said the department is always committed to ensure that there is enough supply of passports despite the Malaysian International Passport going through a transition phase which requires time to upgrade to the new version.
“All this while our record of producing Malaysian International Passport is among the best compared to other countries. The government and immigration department are also doing their best to strengthen public services.
“Hence, we urge the public to stay calm and support us so that we could solve the matter effectively,” he said.
Meanwhile, Home Minister Datuk Seri Ahmad Zahid re-uploaded the same statement via his Instagram account.

Passport chip supply could commence earlier. Recall that Datasonic had earlier on secured a 5-year contract for the provision of smart chips to be embedded in Malaysian national passports. This contract is valued at MYR318.8m (which translates into an ASP of MYR25.50 per chip) and is to commence by Dec 2016. Our channel checks, however, indicate that earnings accretion could commence by as early as June. This is because Datasonic is working on a potential interim contract, as we gathered that the current provision of these chips by one of its peers would be fully exhausted by mid-2016. We estimate that this interim contract (which we have yet to factor into our forecasts and could be awarded in 2Q16) could worth some MYR30m-35m and would likely be booked under its FY17 (Mar) financials.

Impressive 1Q despite seasonal weakness
■ We deem 1Q16’s core net profit of RM21.4m (US$5.2m) in line at 23% of our full-year estimate as 1Q is seasonally weak.
■ Average US$/RM realised for 1Q was 4.19, which is impressive due to earlier forward hedging.
■ Net cash rises to 20 sen/share; all its US$ term loans have been repaid in 1Q.
■ Quarterly dividend payments to continue.
■ Maintain Add with an unchanged SOP-based TP of 2.02. A potential re-rating catalyst is RM weakness.
