The PDP will ensure project is kept within RM16bil budget
PETALING JAYA: The cost of constructing the Sarawak portion of the Pan Borneo Highway will be kept within its RM16bil budget despite concerns that expenses will exceed the projected cost.
Having a project delivery partner (PDP), the same method used in building the mass rapid transit (MRT) network for the Klang Valley, would help keep cost within budget, said a source.
“It should not be a problem (in terms of keeping to the budget). Reputable companies have won the jobs and the contract documents are clear,” the source said.
Contracts for the Pan Borneo Highway have been dished out fast in recent weeks, with a consortium between Naim Engineering Sdn Bhd and Gamuda Bhd accepting an RM1.57bil contract for the development of the Pantu Junction to Btg Skrang stretch of the Pan Borneo Highway yesterday.
Mudajaya Group Bhd yesterday too accepted the award of an RM1.33bil contract for the development between Sg Kua Bridge and Sg Arip Bridge.
The flourish of contracts where companies such as KKB Engineering Bhd, WCT Holdings Bhd, Cahya Mata Sarawak Bhd, Hock Seng Lee Bhd, Zecon Bhd, Shin Yang Shipping Corp Bhd, Samling Group and Naim Cendera Sdn Bhd are being awarded and accepting is in response to the need to complete the project within six years from July 1 last year.
The source said having a PDP oversee the construction of the Pan Borneo Highway allows for more control in the costing of the project. Coordination from design to construction management is led by experienced personnel in the construction business and that gives clarity to what the cost of the different stages of the project would be.
Although there were concerns that the contractors of the Pan Borneo Highway may share the fate of those who are involved in the construction of the MRT network, where a number of contractors did not make a profit, the source said the contractors convinced a committee which selected them that they could complete the sections of the highway for the price of the contracts.
Concerns over the levelling of the roads to a 3% gradient of the current hilly stretches, which will be costly due to geotechnical work, was incorporated in the overall cost of the project.
The source said procuring the raw materials to build the road was also studied. Cost comparisons between a centralised procurement system and having the contractors source the raw materials themselves was looked at and studies found there was no big difference in the costing of the raw materials needed between both models.
“The contractors are comfortable with getting the raw materials themselves,” he said, adding that cost certainty for raw materials for the project has been locked in for the next five years in building the road.
The cost of building a kilometre of road for the Pan Borneo Highway was budgeted at around RM20mil, as the upgrading and development work would be carried out on about 800km of roads. That cost includes the expensive relocation of utilities that run through the Pan Borneo Highway and the construction of bridges.
Concerns of ballooning costs were raised as recent big projects, such as the construction of KLIA2, had blown their original budget. The source said the PDP format was chosen to avoid such issues and although the Pan Borneo Highway is a toll-free road, the highway would translate to a better economic performance in Sarawak.

Pada majlis itu, seramai 1,100 orang yang terdiri daripada imam, ketua kampung dan Pengerusi Jawatankuasa Kemajuan dan Keselamatan Kampung (JKKK) menerima surat tawaran tajaan Yayasan 1Malaysia Development Bhd. (1MDB).

But this time, the size is on the smaller side,” he said, adding that he was getting his team to encourage more companies to go for listing. Six companies have been listed on the ACE and Main markets of Bursa Malaysia so far this year. The firm’s revenue for the period increased to RM263.65 million compared with RM254.11 million a year ago. Bursa Malaysia has also maintained high dividend payout of 17 sen. KUALA LUMPUR: Bursa Malaysia Bhd posted a higher total revenue of RM263.7 million in the first half of 2016 compared to RM254.1 million registered in the same period last year. The company's net profit also rose to RM104.3 million from RM100.2 million a year ago and it continues to record a return on equity (ROE) performance of 25 per cent despite global and domestic market challenges. Bursa Malaysia chief executive officer Datuk Seri Tajuddin Atan said the exchange remains cautiously optimistic on its performance for the year and is committed in its efforts to make the Malaysian equity and derivatives market more attractive and vibrant. "On our part, we will continue to intensify our engagements to attract more retail and institutional participation," he said in a statement today. The average daily trading value (ADV) for the Securities Market's On-Market Trades (OMT) however fell by 4.2 per cent to RM1.91 billion. Meanwhile, the Average Daily Contracts (ADC) for the Derivatives Market grew by 8.1 per cent to reach 59,790 contracts driven by the growth in the volume of crude palm oil futures (FCPO) and FTSE Bursa Malaysia KLCI Futures Contracts.

The Prime Minister said the government took a serious view of the DOJ report and was prepared to extend full cooperation to all quarters in the investigation.
“Let’s not get carried away with the matter. Leave it to the judicial process for we believe that sooner or later the truth will prevail,” he said at the presentation of offer letters for the performance of the Haj at the Tuanku Mizan Zainal Abidin Mosque here yesterday.
A total of 1,100 people comprising imams, village chiefs and chairmen of village development and security committees, received the letters from the 1Malaysia Development Berhad Foundation.
The DOJ had recently filed civil lawsuits to seize assets acquired with money allegedly misappropriated from 1MDB, the government investment fund.
Najib, who is also the Finance Minister, pointed out that 1MDB was often the target of censure despite having spent hundreds of millions of ringgit on social and community programmes.
Citing the Haj sponsored programme as an example, the Prime Minister said despite whatever was implemented it would be ensured that the principle of accountability to safeguard the people’s property was not overlooked at all.
Efforts would continue to consolidate 1MDB, he said, adding that he was confident and believed that 1MDB would gain strength in the near future.
On the Haj sponsored programme, Najib said 4,611 people had been sent to perform the Haj since 2011 under the programme which he said was the manifestation of the government’s appreciation for the imams, village chiefs and chairmen of village development and security committees in upholding the teachings of Islam at the level of the grassroots.
The Prime Minister said RM10.4 million had been allocated by the 1MDB foundation for the programme during this period.
Najib, who is also the Finance Minister, pointed out that 1MDB was often the target of censure despite having spent hundreds of millions of ringgit on social and community programmes.
Najib said the government under his leadership was committed to implementing its responsibility in upholding Islam guided by the Syariah principles.

He said they should remain patient and wait for the completion of the process related to the suits.
“United States lawyers will conduct investigations. We have to wait. The government will not protect anyone. The guilty will have to be penalised,” he told reporters when approached at the Aidilfitri open house of the ministry here.
Salleh said the Malaysian government had extended cooperation for the investigation. The Malaysian Anti-Corruption Commission had provided all the necessary information to the Federal Bureau of Investigation.
“However, there are too many assumptions and interpretations. This is unfair to all quarters, including those who have been named (in the civil lawsuits),” he said.
The minister said that as citizens of an independent country, the people should be more flexible in their thinking and not accept in toto whatever is contained in just one or two reports.
“A variety of matters have been mentioned in the (DOJ) report, and the Attorney-General had said that it is not final and requires investigation,” he said.

PETALING JAYA: Tan Sri Quek Leng Chan, who has his hands in an array of economic activities from property to manufacturing and finance, is eyeing a joint bid for Britain’s largest bookmaker William Hill Plc.
Rank Group Plc, a company that is majority-controlled by Quek, and 888 Holdings Plc are considering a joint offer to take over William Hill, a competitor.
According to Bloomberg, which broke the story early yesterday, the two companies see “significant industrial logic in the combination”, which will deliver “substantial revenue and cost synergies”, according to an e-mailed statement.
The companies have until Aug 21 to formally announce their intention to make an offer for William Hill, and no formal approach has been made yet to its board, Rank and 888 said in the statement.
According to Bloomberg, the deal could be worth £3bil (US$3.9bil), with Morgan Stanley, PricewaterhouseCoopers and lawyers Slaughter & May working on the transaction.
In a separate statement, William Hill said it had received a “highly preliminary” approach from 888 and Rank over the weekend regarding a potential combination and would listen to any proposal, yet said it wasn’t clear if a deal would enhance its position in the industry.
William Hill said the consortium did not put forward a proposal on price, timing, terms, form of consideration or transaction structure.
“The board of William Hill would listen to and consider any proposal which might be forthcoming from the consortium,” it said.
“However, it is not clear that a combination of William Hill with 888 and Rank will enhance William Hill’s strategic positioning or deliver superior value to William Hill’s strategy, which is focused on increasing the group’s diversification by growing its digital and international businesses,” William Hill stated.
Rank chief executive officer Henry Birch had said in January that he was looking for acquisitions.
Quek owns a 56.1% stake in Rank Group through Guoco Group Ltd, which is part of the Hong Leong conglomerate.
Quek has his businesses mainly located in Malaysia, Singapore and Hong Kong through the Hong Leong and Guoco groups of companies. Recently, Quek’s Hong Leong Financial Group Bhd announced that it had received Bank Negara’s nod to start negotiating stake sales in its insurance businesses that have reportedly garnered interest from Canada’s Sun Life Financial Inc and Malaysian sovereign wealth fund Khazanah Nasional Bhd.
William Hill shares soared 10% in early London trading, giving it a market value of £3bil (RM16.05bil). 888 gained as much as 5%, while Rank advanced 5.4%.
The report said that the potential deal was the latest move in a rapidly consolidating industry and comes during a difficult period for William Hill.
The bookmaker ousted CEO James Henderson last week as it struggles to keep pace in the fast-growing world of online betting, and its shares have fallen 21% so far.
“We did not think William Hill could be a takeover target for any competitor given its size but we certainly did not expect two players to form a bidding consortium,” Berenberg analyst Roberta Ciaccia said in a note.
“The likelihood the deal actually goes through is not high,” particularly as the merger of three big operators is “quite complicated”.
As governments ratchet up the tax burden at a time when companies are competing harder than ever for new customers, oddsmakers are finding that the best way to combat the squeeze on profitability is to join forces.
At US$12.9bil (RM49bil), the volume of deals announced in 2015 was about double that of 2014 and the highest since 2005, according to data compiled by Bloomberg.

PETALING JAYA: Foreign fund net buying into Bursa Malaysia crept up to RM853.8mil in the week ended July 22, an increase of about RM31mil, according to MIDF Equities Research.
It said that despite the increase in net foreign buying, the amount flowing into Malaysian equities showed signs of receding last week.
“The net amount purchased by foreign investors tapered down to a marginal RM31.2mil from RM764.2mil the week prior. The estimates are based on transactions in the open market which excluded off market deals.
Foreigners were net buyers on Bursa on the first two trading days, but turned net sellers on Wednesday onwards.
“We note that the foreign buying momentum in the preceding week was carried forward when Bursa commenced on Monday as foreign investors loaded up RM167.6mil, with the buying pace moderating to RM65.6mil on Tuesday.
“However, Wednesday appeared as the turning point of the week as foreigners turned net sellers after seven successive days of net purchases. They sold RM45.4mil on that day,” it said in a report yesterday.
“Selling pressure ticked up the following day as foreigners sold another RM76.3mil. The selling pace persisted into Friday with another RM80.3mil,” it said.
The research house also pointed out foreign participation rate demonstrated significant moderation. It dropped by RM269mil to RM824.mil from prior week’s RM1.09bil. This was the sixth time it stayed below the RM1bil level in the past seven weeks.
Local institutions, on net, were non-players with a negligible selling of RM500,000 after offloading RM702.5mil in previous week. Meanwhile, their participation rate retreated below the RM2bil level to RM1.93bil, down from RM2.1bil from the week prior.
As for retail buyers, they continued to sell on Bursa, extending their selling trend to the fifth consecutive week. The selling magnitude moderated to RM30.7mil, compared with RM61.4mil the week prior. However, their participation rate further improved to RM606.3mil, up from previous week’s RM541.4mil.

Malaysia and Singapore signed an agreement Tuesday to build an ambitious high-speed rail link touted as a first for Southeast Asia that will knit the historically fractious neighbours more closely together.
The 350-kilometre (217-mile) bullet-train line from the regional financial hub of Singapore to Malaysia's capital Kuala Lumpur is expected to slash travel times to 90 minutes from the five or more hours by road todayAuthorities have yet to provide cost projections, but analyst estimates have been as high as $15 billion, a potential bonanza for foreign railway contractors as well as other businesses expected to feed off ancillary developments related to the project.
At a meeting in Malaysia's administrative capital Putrajaya, officials from each side signed a memorandum to pursue the project, which is expected to pave the way for detailed talks and a call for international tenders.
Authorities hope to get trains rolling by 2026.
The signing was overseen by Malaysian Prime Minister Najib Razak and his Singapore counterpart Lee Hsien Loong, who proposed the idea together in 2013.
"One can have breakfast in Kuala Lumpur, lunch in Singapore, and be back in time for dinner in Kuala Lumpur," Najib said in a joint news appearance.
Singapore was booted from the Malaysian Federation in 1965 over ethnic issues, and relations in subsequent decades were punctuated by occasional bickering.
But they have remained important economic partners and relations have warmed significantly in recent years under Najib and Lee.
The rail proposal already has sparked interest among major Chinese, Japanese, and Korean rail firms, who have sought to tout their credentials.
But speculation has mounted that Chinese national rail operator China Railway Corp has the inside track, which would be the latest sign of rapidly growing economic and trade ties between China and Malaysia.
