Naah, govt related stocks are tough to predict, in terms of their movement. Overly unpredictable & excessively prone to speculations this way & that.

O&G easier to play, becos Brent can serve as reasonable indicator. Just avoid the companies with major unmanageable debt problems.

Saudi-OPEC-Russia is just playing a clever game now. They're just soothing & calming Donald Trump with US$80 Brent for a while. Essentially, what they're doing is controlling the price at around that US$80 level. Becos DT is kind of a bit of uncomfortable with US$85 Brent.

But this is just something temporary. When things hv cooled down enough, Saudi-OPEC-Russia will just be going back to their old stuff again. Letting oil gradually rise again.

It's like, your customer is now upset becos the latest price of your product is now too high, at least in his view. So, what do you do. You gv him a lttle discount, just to pacify him for a while. But it can't last forever, becos you're a businessman, running your own company, right.

So, when the dust has kind of settled a little, and he begins accepting the new reality, you slowly increase your price again.

Oil industry has high operating cost, they have not been earning for 4 years. Do u think they want to stay in low price forever ? No ! Country need money to survive the economy, And especially in the future where oil will be replaced and depleted, the Saudi,Qatar,UAE will earn money from oil to develop infrastructures and techonologies, in preparation for the future. Think about it

The Saudis once had a dream. In that dream, they were told that low oil price wud be good for them, wud slay their rivals & make them achieve much greater market share, thereby making them richer.

Of course, it was the naivest & most idiotic of ideas. So, quite predictably, it did not work. And then they woke up from that dream, wised up to their great stupidity, and learned how things really work in the real world.

Now that they have learned their big lesson, they're certainly not going to let it go again, for sure.
