There is an announcement recently about extension of "Project Facilitation Fund" to end of March 2019.
This "PFF" are money that will be given in one lump sum to PTrans upon completion of Kampar terminal. So i think Kampar terminal fastest will be complete by End of March.
Moreover, completion of terminal might also need some time to renovate and so on, so i assume fastest is about June of 2019 kampar terminal will record profit to ptrans.
Well, just my 2 cent opinion.

tksw, it always have uncertainty. something like a contractor run away with all the $, or the land turn out is acquisition by bribery, have to return back to government. (unlikely but still possible)

so until kampar site ready, the price will be suppress.
It might even have chance that the administration cost for 1st few quarter very high, generate a negative profit for ptrans.
