升利吉科技首先建议以2配3附加股送2凭单的方式，发出6亿4489万1820新股，以及送出4亿2992万7880张免费凭单，每股附加股发售价为10仙。
升利吉科技预计从中筹得最高6449万令吉，作为偿还银行贷款、购地、项目融资以及献购新业务用途。
此外，升利吉科技也建议多元化业务至产业发展和产业投资，以开拓收入来源，并认为这项新业务增长前景诱人。
甲州购地发展
除此之外，升利吉科技建议向TopCreation Property有限公司购入一片位于马六甲土地，献购价为770万令吉。
在完成土地献购后，该公司计划把该地作为商业发展，总发展价值高达1亿550万令吉。
