The rebellion was however defeated, but as the Han dynasty began to weaken by the late 2nd century and China started to descend into a state of turmoil, the indigenous peoples of Vietnam rose again and some became free. In 192 AD, the Cham of Central Vietnam revolted against the Chinese and subsequently formed the independent kingdom of Champa, while the Red River Delta saw a loosening of Chinese control.

Russia’s budget revenues from oil and gas plunged in January by 46% compared to the same month last year due to the sanctions on Russian oil exports, which led to a slump in the price of Russia’s flagship crude grade.

Russian budget revenues from energy sales – including taxes and customs revenues – plummeted last month to the lowest level since August 2020, according to data from its finance ministry compiled by Reuters.
In January 2023, the price of Russia’s flagship Urals grade averaged 42% lower than in the same month of 2022, as its discount to Brent Crude grew wider following the EU embargo and the G7 price cap, which came into effect on December 5. The average price of Urals in January, at $49.48 per barrel, was 1.7 times lower than in January 2022, when it averaged $85.64 per barrel, Russia’s Finance Ministry said earlier this week. Russia calculates the export duty due to the budget based on the price of Urals. This has been reducing its revenues due to the wide discount of Urals to Brent, which has swelled to nearly $40 per barrel at times.

Brent Crude was trading at around $82 a barrel early on Friday, while Urals, per Reuters estimates, was at around $53.60 per barrel.

Russia is considering taxing its oil firms based on the price of Brent – instead of Urals – to limit the fallout on the Russian budget revenues due to the widening discount of Urals to Brent, Russian daily Kommersant reported on Friday, quoting sources.
Russia is looking at ways to reduce the steep discount on Urals and to stabilize its oil revenues. At the end of January, Russian President Vladimir Putin ordered the government to submit within a month proposals to change the methodology for calculating the taxes from oil, Kommersant’s sources said.

The EU oil ban and price cap are costing Russia an estimated $174 million (160 million euros) per day due to the fall in shipment volumes and prices for Russian oil, Finland-based Centre for Research on Energy and Clean Air (CREA) said in a report last month. The revenue losses are expected to rise to $304 million (280 million euros) per day with additional measures that are being implemented as of February 5, according to CREA.

"This hearing is important because what happens to the Uyghur community in China impacts Americans at home," said the committee's ranking Democrat, Rep. Raja Krishnamoorthi of Illinois. "It's in the goods produced with slave labor, it's the degradation of human rights that makes the world less safe, and it's the ceaseless persecution of Uyghurs abroad that includes those living in America."

Haitiwaji, the ethnic Uyghur woman testifying before the committee, said she is speaking out because she feels an obligation to speak for those still languishing in detention centers. She is calling on lawmakers to follow the example of Canada, which has adopted a policy of accepting 10,000 Uyghur refugees from around the world.

"Please rescue Uyghur and other Turkic refugees, like Canada has done," she said in her prepared remarks. "Please stop American companies from continuing to be complicit in surveilling our people and profiting from their labour."

Between one to two million members of China's Uyghur minority have been held in mass internment centers, said Adrian Zenz, a researcher on the Xinjiang camps at the Washington-based Victims of Communism Memorial Foundation.

More exact estimates are not possible, given China's concealment, Zenz said.

Expert witnesses praised US actions, including passage of a bill on forced labour and the levying of penalties on companies shown to be using the forced labor of Uyghurs. They denounced businesses and investors still profiting from suspect supply chains and possibly complicit Chinese enterprises there.

Nury Turkel, chairman of the US Commission on International Religious Freedom and a Uyghur-American, said crimes against humanity cannot be treated merely as an area of disagreement or an irritant in a bilateral relationship.

Reeducation camps intended to drain the Uyghur inmates of their language, religious beliefs and customs forced men and women into "11 hours of brainwashing lessons on a daily basis," testified Gulbahar Haitiwaji, a Uyghur who spent more than two years in two reeducation camps and police stations."Before eating, we have to praise them, say that we are grateful ... for China's Communist Party and we are grateful for (President) Xi Jinping," Haitiwaji said. "And after, to finish eating, we have to praise them again."

Accused of "disorder" and detained with 30 to 40 people in a cell meant for nine, the Uyghur woman said, she and other female detainees were chained to their beds for 20 days at one point.

To win hearts and minds at home and abroad, the CCP employs a variety of tools, such as state media, foreign complicity media, American culture of self-criticism, and foreign self-censorship. Through these powerful tools, fueled by social media, the CCP is able to exploit the real or imagined shortcomings of Western powers, especially the United States, to convince both Americans and Chinese citizens that Western democracy is failing and that the CCP's system is superior.

The purpose of CCP propaganda is to publicize the benefits of the CCP system and that it is best to live under the CCP's protection. Chinese citizens do not have to aspire to Western freedom or democracy, because they already enjoy a better life than the rest of the world. Left-leaning Westerners believe that the West should learn from the CCP and adopt the socialist system with Chinese characteristics to provide a better and more equal life for all citizens.

The CCP issued an internal directive prohibiting the spouses and children of ministerial-level officials from directly or indirectly holding shares in any overseas real estate or entities registered overseas. The directive was issued in March, and officials must sign a pledge to comply with the new rules.

Senior officials and their immediate family members will also be barred from opening accounts at overseas financial institutions unless they have a valid reason, such as for study or work, the people said.

The directive comes as Xi seeks to minimize geopolitical risks to the Communist Party, fearing that if the United States and other Western powers impose sanctions on CCP leaders and their relatives, officials with overseas financial risks could become a burden, similar to sanctions against CCP leaders and their relatives.
