“This time, the focus will be on the National Cleanliness Policy we launched last year, waste-to-energy (WTE) development and waste parks,” she said when asked about her priorities.
Last April, Zuraida said the ministry planned to build WTE plants – where rubbish is incinerated to produce electricity – in every state by 2020. However, the first plant in Ladang Tanah Merah in Negri Sembilan has been hit by numerous delays which the developer has blamed on the geological formations at the site.

Hi hng33, I remember last year CYPARK announced that there was road access issue to Awte Plant so they also got a contract till Aug 2020 to complete the road access. Is wte plant only able to achieve COD after that road access issue is resolved?

First of all thank you so much for your sharing of precious information and views in this forum.
From JAKS annual report of 2018, it mentions 'the commercial operation of the frst unit of the power plant is expected to commence between the third and fourth quarter of 2020, followed by the second unit in 2021'.
From latest information, it indicates that unit 1 (Mar 2020) and unit 2 (May 2020) will be commissioning ahead of the timeline indicated in the annual report.
Is it your understanding that JAKS sped up the progress than expected? :)

尽管承诺将向中国加大电力购买,但越南国有企业越南电力集团(EVN)近期却被曝出已与老挝签署了5项电力购买协议,将于今明两年向后者购买电力。也就是说,在提出向中国购买20亿度电后,越南却毫无征兆地将订单交给老挝。

1. CGS-CIMB Equities Research pointed out that in December, Cypark won the bid to develop a 100MW solar plant in Marang, Terengganu, in the LSS3 auction. The plant has a commercial operation date (COD) of end-2021.
2. “We also gather that its 20MW waste-to-energy (WTE) plant in Negeri Sembilan is 100% completed, with all machinery in place, and should be able to reach its initial operation date (IOD) by early-2020 and COD by 2QCY20 (initial COD target was end-June 2019), ” it said.

Beliau berkata syarikat yang boleh menyertai RFP adalah dalam kalangan yang lulus dalam jawatankuasa teknikal peringkat KPKT dan dijangka teknologi WTE itu akan dibangunkan di tapak pelupusan sampah di Melaka pada pertengahan tahun depan.

In the announcement dated August 2019 ,it says the construction of the access road is for a period of 1 year till Aug 2020...does it mean wte plant will only commence operation after that? That is almost 3 years delay... a period of 1 year.

Operation
For a run-of-the-river system to be possible in a given location, there needs to be two specific geographical features. The first is there must be a reasonably substantial flow rate, either from rainfall or a melting snowpack. In addition, there must be enough of a tilt to the river to speed the water up significantly.[4] Therefore, run-of-the-river systems are best implemented in bodies of water with a fairly constant flow rate. If they are built in locations where flow rate is fairly low for a period of time and then peaks dramatically, there will be a large amount of "wasted" water during the peak flow periods as the excess water falls through the spillways. This is because these systems are built to accommodate the lowest flow rate—thus, not be able to handle significantly larger flow rates.
In run-of-the-river systems, running water from a river is guided down a channel or penstock. There can be some change in altitude at this point (from a small dam or the natural landscape) so there may still be some contribution from "falling water." The diverted water is brought to an electricity generating house. In this house, the running water drives a turbine, running a generator and generating electricity. After being used, water is fed to the river downstream.[3]
Although run-of-the-river systems rely primarily on the flow rate of rivers to generate electricity and not a significant amount of water storage, some a small-scale dam or weir to ensure enough water enters the system itself. Pondage (a small amount of water stored behind the dam) is occasionally used, making them generally more reliable as they compensate for any discrepancies in water flow. This stored water isn't like a reservoir because it stores enough for "same day use" not future uses.[4][2]

LONDON: London’s house price slump left Britain values stagnating for a fifth month in September as Brexit concerns and interest rate rises discouraged buyers.
The Britain’s negotiations over leaving the EU dominated the concerns of London agents in the monthly survey from the Royal Institution of Chartered Surveyors. They said there hasn’t been much of a pickup after the traditional summer lull, with buyers more cautious and sellers forced to cut prices to secure an offer.
Nationwide, prices weakened slightly last month, the Royal Institution of Chartered Surveyors said in a report yesterday. Brokers in the capital reported the steepest slide in home values, with the southeast and East Anglia deteriorating. That was offset by increases across much of the rest of the country.
New buyer demand declined for the second successive report, with RICS’s forward-looking sales expectation indicators turning more pessimistic.
The British housing market also has lost its momentum after a three-decade boom that was fanned by a shortage of supply across the country. London, which led the explosive gains, is now bearing the brunt of concerns over the economic and political outlook ahead of Britain’s divorce from the European Union.
Allan Fuller of Allan Fuller Estate Agents said: “Market generally slow, vendors have to accept that values have dropped. The future of the market depends almost entirely on Brexit negotiations.”
Allison Steele, Regent Property also said that uncertainty over Brexit is having a massive impact combined with CGT implications.
“Main focus of concern with buyers and sellers is the stability of current government and Brexit. Plenty of mortgage deals available, as lenders chasing very few buyers,” said B. K. Bhalla of Acrewoods.”
James Cooper, Knight Frank added: “It appears to be a long summer with the quiet holiday months extending in to the autumn. The constant negative rhetoric surrounding Brexit, and now the potentialadditional SDLT for overseas buyers is further causing uncertainty.”
Another real estate specialist, James Gubbins said there are many enquires but buying is poor.
“Enquiries are on the rise but many are expressing caution in committing to purchase unless they are getting a real deal,” he said. — Bloomberg
