《油世界》：全球大豆产量将大幅下滑，明年上半年植物油价格需要上涨

汉堡11月27日消息：据德国汉堡的行业刊物《油世界》称，2019/20年度全球大豆产量将出现四年来的首次大幅下滑。

油世界预计全球大豆产量为3.39亿吨，比2018/19年度减少1900万吨。

2019/20年度全球油菜籽产量预计只有6180万吨，比上年至少减少280万吨。

油世界称，2019/20年度全球油菜籽减产主要是因为欧盟和澳大利亚的产量进一步减少。

2019/20年度（10月到次年9月）全球棕榈油产量预计比上年仅仅增加100万吨或1.3%。

报告称，2019/20年度马来西亚棕榈油产量可能同比减少90万吨。

2019/20年度全球8种植物油产量可能只增加290万吨，相比之下，上年度同比增加480万吨。

2020年1月到6月期间植物油价格需要上涨，才能有效调配需求。

油世界预计2019/20年度（10月到次年9月）8种植物油库存将减少250万吨，大部分降幅集中在棕榈油。中国的发展形势造成植物油市场利多，大豆和豆粕市场利空。

@Mabel , india used to buy huge amount of palm oil from indonesia in the past years, but due to B30 biodessel program in Indo,supply to India tends to be tight, thus india turns to buy more of refined palmoil from malaysia, that is why , the price of Kcpo keep climbing from low of 1900 /tonne increased to 2690 ringgit per tonne today, and while our plantation stocks still using the old average 2000-2200 ringgit to project their quarterly ,and yearly earning, which is absolutely out of step ,and being ridiculous.for now.

棕油产地的供需利好双“发力”

1.棕榈油内需增幅萎靡，印尼B30落地为不得已

作为人口全球第四大的印尼，其国内棕榈油的消费大约占全年产量的三成左右，剩余的70%均为出口。印尼近两年的出口快速增长得益于零关税的价格优势，但2019年以来，首先由于印度对马来进口关税的优惠政策对印尼构成冲击，印尼的出口增速明显放缓，这一点从2019年8月印尼的棕榈油库存创下年内新高的381万吨就可窥端倪。第二就是欧盟对印尼征收的PME（棕制生物柴油）反倾销税也将印尼想要通过扩大生物柴油出口来消耗库存的美梦破裂。基于以上两点，扩大内需是印尼未来发展棕榈油产业且去库存非常重要的政策之一，因此B30政策的提前施行是有其历史必然性的。

而印尼本国的棕榈油消费中，工业需求大约占据了一半以上，据USDA数据统计，印尼预计2019/2020年度的工业需求量为660万吨，占国内总需求的51.7%。自2018年9月印尼强制实施B20以来，印尼的工业需求增速较快。传言称，印尼政府为保证B30顺利实施，对PME生柴供应商提出严格的供货要求，若不能如期供货，则面临非常高额的罚金（罚金为每公升6000印尼盾，约折每吨480美元）。几大印尼的生柴生产商开始对1—3月的原料集中进行提前备货。近期更有消息称，印尼将在11—12月提前试运行B30政策，若执行顺利预计或2019/2020年度或能增加印尼本国280—310万吨的额外需求。

2.马来出口增加叠加库存下滑的利多

MPOB11月报告数据显示，马来西亚10月毛棕油产量179.5万吨月比降2.53%（预期186—188，9月184，去年9月196），出口164.1万吨月比增16.43%（预期160，9月141，去年9月157），库存234.8万吨月比降4.1%（预期250，9月245，去年9月272）。本月报告产量低于预期，而出口高于预期，均令月末库存下降，报告利多。

10月的库存数据利多，而11月上旬的产量和出口数据也相当抢眼。马来西亚三大独立检验机构AmSpec Agri 、ITS和SGS数据分别显示, 马来西亚11月1—10日棕榈油出口量较上月同期增加12.3% 、19.7%和13.3%；西马南方棕油协会(SPPOMA)发布的数据显示，11月1日—10日马来西亚棕榈油产量比10月同期降23.29%，单产降25.61%，出油率增0.44%。出口增加加上产量下降，叠加马上到来的棕榈油产地减产期的炒作，预计马棕未来价格仍有继续上行空间。

国内棕榈油价格大涨持续

海关数据显示，10月我国进口食用植物油（不含棕榈油硬脂）91.2 万吨，高于 9 月的84万吨，显著高于上年同期的47.1万吨。2019年1—10月我国油脂进口757 万吨，比上年同期的494万吨大幅增加263万吨。其中1月到9月期间的棕榈油进口量为500.47万吨，较去年同期的372.5万吨增加了34.35%。而预计我国10—12月份国内棕榈油平均到港量为60万吨，到港的增加对国内豆油以及菜油的缺口有一定的弥补，但近半个月以来国内与马来内外价差倒挂持续扩大，主要因马来和印尼价格涨幅大过国内，贸易商利润略有缩水，预计抑制后期到港量，有利于国内去库存进度。

截至11月8日，全国港口食用棕榈油库存总量61.05万吨，较上月同期的54.27万吨增6.78万吨，增幅12.5%,往年库存情况：2018年同期40.26万吨，2017年同期46.61万。5年平均库存为48.09万吨。国内库存近期维持缓慢下降，预计后期在马来减产且国内库存平稳的基本面之下，基差有望继续走强，支撑现货。
