CPO jumps after India cuts import duties

An oil palm plantation in Tapah. At 11.22am, CPO was up RM24 to RM2,076 per tonne.
KUALA LUMPUR: Crude palm oil (CPO) for third month delivery rose to a high of RM3,080 per tonne on Thursday, extending its rally from 2019 after India cut import duties.
At 11.22am, CPO was up RM24 to RM2,076 per tonne.
India's lowering of import duties on the commodity raises demand expectations, says Anilkumar Bagani, head of research at vegetable oil broker Sunvin Group, according to Dow Jones wire report.
PublicInvest Research said that as part of a bilateral agreement, India’s Ministry of Finance cut import duties on CPO and refined palm oil from Southeast Asian countries effective Wednesday.
The duty on CPO was lowered to 37.5% from 40% while a tax on the refined CPO was cut to 45% from 50%.
The research house believed this latest tax revision is set to boost Malaysia’s refined palm oil exports to India in the coming months as the duty gap between CPO and refined CPO has narrowed to 7.5% from 10% previously.
"The favourable move should help drive down Malaysian palm oil inventories and provide support to the current strong CPO prices. We maintain our bullish stance on the plantation outlook with a CPO price assumption of RM2,600/mt for this year. Our top three picks are Sarawak Plantation, Ta Ann Holdings and TSH Resources," it said.
Part of the bilateral agreement. India, the world’s largest palm oil buyer, has cut import duties on CPO from 40% to 37.5% and slashed duties on refined CPO from 50% to 45%. The lowering of import duties follows the trade agreement between India and Asean in 2009.
India has been cutting the import duty on CPO and refined CPO as well as a number of other key export commodities from Asean countries on an annual basis between 2010 and 2020.
"Malaysian refiners set to reap the gain. The latest Indian tax revision has made palm oil more competitive against the alternatives such as sunflower oil and soybean oil, which have the narrowest spread in 10 years. The narrower duty differential between CPO and refined CPO from 10% to 7.5% will likely see Indian buyers switching their demand from CPO to refined CPO, namely, palm olein.
"Currently, refined palm oil imports in India account for 18.5% of consumption, and are expected to see a boost in the coming months. Supported by the duty disparity between CPO and refined palm oil products following the resumption of export duties in Malaysia, coupled with the latest tax move from India, Malaysian palm oil refiners are set to enjoy better margins than its counterparts.
"Malaysian palm oil market share in India is expected to jump higher from the current level of 49.8% meanwhile," PublicInvest Research said.

India cuts tax on palm oil imports, could lift shipments
December 31, 2019 23:37 pm +08
MUMBAI (Dec 31): India has cut import taxes on crude and refined palm oil from Southeast Asian (ASEAN) countries after a request from suppliers, a government notification said on Tuesday.
The reduction will lead to higher imports of palm oil by the world's biggest edible oil buyer in coming months as it would narrow the difference between the tropical vegetable oil and competitors such as soyoil and sunflower oil.
Higher imports could support Malaysian palm oil prices , which have risen 44% in 2019.
The duty on crude palm oil was lowered to 37.5% from 40%, while a tax on the refined variety was cut to 45% from 50%, the notification said.
The revised lower tax would apply to almost all palm oil imports as India primarily imports palm oil from Indonesia and Malaysia, which are members of the ASEAN group, refiners said.
Imports of refined palm oil are set to jump in the coming months as the duty gap between crude and refined palm oil has narrowed to 7.5% from 10% earlier, said B.V. Mehta, executive director of the Solvent Extractors' Association (SEA), a Mumbai-based trade body.
"The new duty structure has opened the floodgate for refined palm oil. It is detrimental to local refiners," Mehta said.
The SEA has requested Indian government to maintain a duty difference between crude and refined palm oil to 10%, he said.
India relies on imports for 70% of its edible oil consumption, up from 44% in 2001/02. Palm oil accounts for nearly two-thirds of India's edible oil imports of around 15 million tonnes, according to data compiled by SEA.
India's palm oil imports fell 3% in November from a year ago to the lowest level in 17 months.
Indonesia and Malaysia, the top two palm oil producers, were seeking a reduction in the Indian import tax to cut inventories.
Palm oil competes with soyoil and sunflower oil in Indian markets.
India on Tuesday kept import tax on soyoil and sunflower oil unchanged, which could make imports of palm oil more attractive, said Sandeep Bajoria, chief executive of the Sunvin Group, a Mumbai-based vegetable oil importer.
India imports soyoil mainly from Argentin

Palm oil on track for best year in a decade
Bloomberg reported that growing worries about production disruptions and brighter outlook for its biofuel use are keeping the world's most-consumed cooking oil on track for the best year in a decade.
The third month CPO futures contract on Bursa Derivatives added RM67, or 2.2% to RM3,072 a tonne after estimates by the Malaysian Palm Oil Association showed output in Malaysia dropped 16.4% during Dec 1-20 from a month earlier.

SOP's earning performance was unstable in last five years, largely due to CPO selling price fluctuation, the price trend was from a high of 2900 and drop to a low of 1800, a product break- even or negative level. There were many reasons contributed to this phenomena. One of them was over production in Indonesia, building a glut of palm oil supply. To remove the glut,Indonesia introduced ,and mandated effect 2020January,to put into effect B30 biodiessel (30%palmoil content)program to be used in vehicles of the country.Further to this B40,B50 are on the testing pipe line, waiting to be enforsed.Malaysia will also introduce B20 biodiessel program.Industry sources ,estimated 10 million ton of oil would be used in this program. Thus the oil glut situation is now effectively reduced, or removed, CPO selling price is now finally back to normal.

https://www.theedgemarkets.com/article/b20-biodiesel-transport-sector-be-launched-phases-next-year-%E2%80%94-teresa-kok
PUTRAJAYA (Dec 20): The B20 biodiesel programme for the transport sector is expected to be launched in phases next year, that would give a fillip to the crude palm oil (CPO) price which is projected to reach RM3,000 per tonne.
Primary Industries Minister Teresa Kok Suh Sim said the programme would start in Langkawi, followed by Labuan, Sarawak, Sabah and subsequently in Peninsular Malaysia.
"A preliminary study and engineering design for the upgrading of the blending depot has also been approved with an allocation of RM35 million. This will involve 35 depots and are expected to be ready in the first quarter of next year," she told reporters after the Ministry of Primary Industries’ gathering here, today.
Kok said the launching ceremony for the programme would be officiated by the Prime Minister Tun Dr Mahathir Mohamad on Feb 20 next year.
She said the CPO price, which is now approaching RM2,800 per tonne, was expected to continue rising next year based on the positive trend, whereby the price was around RM1,700 per tonne in 2018 compared to now, as well as the high demand following the B20 implementation and the government's efforts to explore new markets to boost exports.
The increase in the CPO price would not only benefit the country's economy but also the industry especially smallholders, she said.
"The Christmas and Chinese New Year (celebrations) would see many countries importing palm oil from us and the implementation of the B20 programme would boost demand. If stock is low, price would go up,” she said.
Meanwhile, Kok said she would make a visit to Europe early next year to meet the commissioner and new parliament members of the European Union (EU) to present Malaysia's efforts and success in promoting sustainable oil palm industry.
"We want to present to them what Malaysia has done in the last two years. Europe wants sustainable palm oil and we are doing it, even the smallholders when the government helps them to get the Malaysian Sustainable Palm Oil (MSPO) certification. Our oil palm industry players replant forest trees and contributed to forest conservation," she said.
Highlighting one of Malaysia's efforts, Kok said the additional RM1 cess per tonne of palm oil produced would be collected and parked into a fund for green initiatives, which will be utilised for wildlife conservation purposes and green initiatives, especially replanting of forest trees.
She hoped the EU will accept and recognised Malaysia's green agenda and MSPO, thus import the commodity more as well as stop throwing accusations against palm oil.
On the MSPO certification, Kok said the target of 100% by Dec 31 was not achieved as the challenge was with the smallholders, however, they are now more aware of the need for the certification as well have shown interest following the promotion by the media.
She said industry players’ awareness on the certification had increased whereby 62.14% of the 5.85 million hectares of oil palm planted areas in Malaysia had achieved MSPO certification as at Dec 19 compared with only 17% when she headed the ministry.
Kok said she was confident that the target of 70% of the oil palm planted areas in Malaysia to be MSPO-certified could be achieved by February 2020.
