在半年前，某戲院燒著了一枚煙頭，觀眾看見後爭相逃走，不幸地踩死了幾個人。

村長知道後大爲震驚：他認爲如果人是被火燒死，這是天災，沒有人要負責任；但如果是被踩死，那就是人禍，是不值得原諒的，村長就會被罰。於是他命令戲院負責人，為了保障觀衆的安全， 6 個月内不得離開戲院，那就沒有人會被踩死了。

觀衆開始時聽到這個消息，當然是極度不滿；但戲院負責人將冷氣開到超大，加上每天派雞脾給觀衆吃，又找人表演歌舞，令到觀衆在裏面住得舒舒服服，又看不見有人燒死，就忘記了火燒的事情。

到了 1 月 4 日，突然有人記得：「再過幾天，就可以離開戲院啦！」於是大家從夢中驚醒，再看一看原來燒著的煙頭，根本從來就沒有熄滅，火還燒得越來越大，只是冷氣開得太大，大家感受不到熱力罷了。大家看見背後的熊熊火光，就立刻衝到戲院門口，不幸地又踩死幾個人.....

村長看見這樣，再將冷氣開到冰點，又再找多一大班人載歌載舞，表演給戲院內的人看。但大家看見背後的火光，今次再沒心情看戲了。

村長在沒有辦法之下，在到期前一天的 1 月 7 日，作出了新安排︰「為保障大家安全，從 1 月 8 日開始，三個月內最多只可以有 1% 的人離開戲院，或是身體的 1% 離開戲院，只燒燶其餘的 99% 。我這樣安排，都是為你們好啊，希望你們不要人踩人，踩死人。」而他的心在想︰「燒死比踩死好啊﹗燒死是天災，踩死是人禍.......」

很多的觀衆，屁股已經被燒到開花；他們聽到村長的話後，非但沒有安靜下來，反而更急速衝到戲院門口，希望可以在燒死之前，可以衝出門口。結果踩死更多的人，踩到非常混亂，血流成河.......

村內其他的戲院，觀衆知道村長原來是會這樣安排的，馬上也衝出自己的戲院。結果每間戲院，都踩死了很多人。
