IWH alone cannot do the entire project. CREC cannot do the project all on their own because of local involvement requirement.

There MUST be sub-cons. Just like MRT, LRT, ECRL projects. Too big for anyone to swallow alone. Projects so big sure must be carried out by PLC. IWH-CREC need to show project owner (government) that the project can be properly done, so cannot simply appoint small contractors with no track record. Banks who lend money for the project will also insist that sub-cons must be reputable and have strong financial backing to carry out the project.

If you are Tan Sri, who will you appoint as major sub-contractors? Give all to MRCB? Give super big portion to Sunway? Or Gamuda?

Or you give to companies which you have major shareholding and control?

The answer is quite obvious.

I work in this line so i know.
Plus i have already said months ago.
BM is awarded to iwh crec. This is master developer. It's up to them to award projects to any or who.
I suspect ekovest n iwcity will get a big pie.

Hence no matter how eko n iwc will be involved.
Just sit down n wait. This is a big project. It will be good news for years.

RM1.241 billion, not RM12.41 billion.

You need to understand the 2 portion of deposits.

1st deposit is RM741m. This deposit is a 10% deposit to purchase a 60% equity stake in Bandar Malaysia Sdn Bhd for RM7.41 billion. This amount was already paid by IWC-CREC 1st round. The RM741m was then returned in May 2017 when the stake sale was terminated. IWC-CREC had continuously pursued the project even after termination. It is safe to say that this portion is easily payable/paid as the money is already there.

2nd deposit is RM500m as advance payment deposit. This is a new requirement when IWC-CREC was reinstated in April 2019.

Bandar Malaysia project ... RM500mil in addition to the original deposit sum of RM741mil within 60 days.

The total deposit to be paid is 12.41bil. Since the amount is not an issue, why until today the deposit has not been paid ? Something wrong maybe ? What i heard from my source is thing is not looking good

Also, RM500m advance payment deposit is peanuts to Tan Sri and CREC.

RM250m for Tan Sri, dont even need to use his own money. Banks are lining up to offer him banking facilities with a project this big and important.

RM250m for CREC. Drop in the ocean.

Also good to note that the government wont cancel IWH-CREC appointment because of who CREC is.

China Railway Engineering Corporation is owned by Chinese government. Malaysia already got so much problem dealing with China because of previous projects cancelations (and then re-instated). If CREC kena kick out again, it will be the 2nd time. The consequences of relationship between Malaysia and China - i cannot imagine.

When a listed entity decide to invest into a mega development prjt, it is not ABCD then sign n pay, especially when your partner is a Fortune 500 company and one of China’s top 10 SoE. All terms and conditions need to be check thoroughly to ensure no hiccups before it can be inked, it's RM 1.2 billion payment with a 140 billion GDV commitment... Not easy my friends...

PM/Government wont give BM to Ekovest. Already given to IWH-CREC. Everyone else is now waiting to get appointed as sub-con for the project.

PM wont announce who is sub-con. Sub-con is appointed by IWH-CREC JV. Sub-con nothing to do with PM.

THIS IS BECAUSE UNTIL TODAY LKH HAVEN'T PAY THE RM1.2BIL DEPOSIT TO SECURE THE 60% RIGHTS TO BM.

Friday budget speech by LGE merely confirmed that BM will continue.

April 19, now is 16 October, 6 months and yet couldn't reach an agreement to sign the deal, this is worrisome. LGE even said that deal to be inked soon on July but according to my source, the negotiation stalled due to some disagreement that drag till now. So don't be surprise it will be re-tender one day.
