A new airline will start with a clean slate without being saddle with huge debt like the current airlines. Alot of management and technical staff are available to hire by the new airline to launch their service. Launching a new airline now also will not face the problem airlines use to have when trying to expand when it comes to supply of planes and limited landing slots

the cheapest option for the gov is to wait for MAS AA and Malindo to go into liquidation, a new flag carrier can be created from the ashes of these airline with a low cost base. there would be a large amount of plane capacity and landing slot available after covid that would benefit a new airline to expand fast.

AA going to up to RM 5 in two years? No chance in two years time AA maybe able to get back to 80% pre covid level of traffic. The company are not going to take delivery of new jet for two years, so no expansion in their business. All the while they will be face with higher debt burden as they add 2 billions of debt to the balance sheet. Vaccine would take many months to manufacture and distribute after being approved. May take more one year to vaccinate most of the world.
Meanwhile the market for air travel had changed, maybe permanently. Business travel may never go back to previous level. And leisure travel are affected by prolonged economic downturn
