nepo, u ar right enforcemt is weak or hopeless but i never hope for enforcement from police or custom. just the policy change which announced in last budget is enough to push the result up. the restriction of transhipmt, removal of duty free and legalise vape will bring positive change, this is enough for turn around in 1st round. bat mngmt already hinted Jan result was positive and set the tone for the rest of year. no police enforcemt require if govnmt want to hit the black market, 2nd round can be just reduce tax or pass a law of heavy penalty for smuggler. just wait till May QR to confirm.
