This has been going on since 1980s. Before Mahatir there were literally not much foreigners, but after he became PM, legal and illegal immigrants from around SEA flooded Malaysian job market. We had many versions of Operasi Bersih (whitelisting) illegal immigrants and annual raids by police and immigration to "wayang" that they are serious about immigrants. For nearly four decades this sandiwara is going on.
