The polluters are the general public and business owners.
The polluters are roadside hawkers and illegal mini factories who throw their waste into drains and river.

Hawkers spring up like mushrooms by the bus stand, road kerb and at corners. Soon you will find them on highway toll dividers. These are mostly privileged bumiputras who don't care about law and order because the authorities become blind.

A lot of moral and civic consciousness needed instead of religious schools.
