This is Agong state of emergency which will expire on August! Meaning Agong taken alot of consideration before issuing decreed!
I believe Agong did so because the infection rate will reach a point where private hospitals will be roped in to handle incoming Covid patients! Even now, occupancy already hit 90% in government hospitals! Quarantine units also already overflowing!
Sadly, our lawmakers are too busy playing game of thrones disregard the seriousness of current situation!

With state of emergency, private hospitals cannot reject government instruction to use their facilities!
