As for external players like Exxon Mobil and shell coming to Sarawak. They have been in Malaysia for a long long time lah, just more FDI for Sarawak if they invest more. The story of Petros vs Petronas has been overblown. Similarly, Genting opening up casino in Singapore doesn't shake up Singapore's economy, nobody will say Genting will suk the life and blood out of Singapore. Give and take.

Sarawak and Sabah issue can easily be resolve, just like Indonesia, they moved their capital to Kalimantan, in attempting to divert investment to less congested area.

If Sarawak and Sabah want more money for development, just channel more money to that area. At the end of the day, they are part of Malaysia, their growth will register as Malaysia GDP as well. The relation needs to be well managed, today PM, can make a decision to focus development on east Malaysia. Simple!!, it will be a big boom for Malaysia economy overall and opening up Sarawak and Sabah to foreign investment and 2nd home program, will probably boost 10-20% GDP growth for Malaysia, mainly focus in east Malaysia of course.
