By SC company law the Directors of a company cannot allow a company to operate if it is insolvent. They can be personally liable. So are they INSOLVENT?

Is this company solvent? If it is insolvent like all the news reports over the months, then what is Bursa doing? Shouldn't they put a halt to their trading until they can proof that they are solvent.
