G20: EU and US back trade corridor linking Europe, Middle East and India

The US and the EU have backed an ambitious plan to build an economic corridor linking Europe with the Middle East and India via rail and sea, a project the US president, Joe Biden, described as a “really big deal”.

The Indian prime minister, Narendra Modi, and the European commission president, Ursula von der Leyen, announced the project during a Saturday afternoon session at the G20 leaders’ summit, being held in Delhi this weekend.

Modi said the India-Middle East-Europe economic corridor promised to be “a beacon of cooperation, innovation, and shared progress”. Biden said it was “game-changing investment”.
Von der Leyen described it as “much more than just a railway or a cable”. “It is a green and digital bridge across continents and civilisations,” she said.

The planned corridor would link India, Saudi Arabia, the United Arab Emirates, Jordan, Israel and the EU through shipping ports and rail routes, in an effort to make trade quicker and cheaper and to boost economic cooperation and digital connectivity across the region.

The project, called the Partnership for Global Infrastructure Investment, could speed up trade between India and Europe by 40% and help normalise relations between Israel and the Gulf states, which the Biden administration has been pushing for.

The initiative would also provide a counterbalance to China’s vast infrastructure corridor, the Belt and Road project, which currently stretches across Asia, Africa and Latin America and has given China sizeable influence over countries that have struggling economies.

“We think that the project itself is bold and transformative, but the vision behind the project is equally bold and transformative, and we will see it replicated in other parts of the world as well,” said Jake Sullivan, Biden’s national security adviser.

NEW DELHI: Group of 20 nations agreed to grant the African Union permanent membership status.

Indian PM Modi proposes full G20 membership for African Union
India’s offer to South Africa is part of its attempt to raise issues concerning the so-called Global South.

“We have a vision of inclusiveness and with that vision, we have invited the African Union to become permanent members of the G20,” Modi said on Sunday as he addressed the Business 20 Summit in New Delhi days before the September 9-10 G20 summit.

The G20 major economies consist of 19 countries and the European Union (EU), making up about 85 percent of global gross domestic product (GDP) and two-thirds of the world’s population – but South Africa is the only member from the continent.

In December, US President Joe Biden said he wanted the AU “to join the G20 as a permanent member”, adding that it had “been a long time in coming, but it’s going to come”.

On Sunday, New Delhi also called for including the pan-African bloc, which collectively had a $3 trillion GDP last year.

As the host of G20 this year, New Delhi has struggled to bridge the differences among its members, particularly on the issue of the Ukraine-Russia war. India has refused to join the West’s policy of isolating Moscow and has instead become the biggest buyer of Russian crude. In its previous meetings, the G20 delegates have failed to issue a single communique raising doubts about the outcome of the September meeting.With its headquarters in Ethiopia’s capital Addis Ababa, the AU has 55 members, but five military-ruled nations are currently suspended.

To counter a rising China
Modi also said India was the “solution” to creating an “efficient and trusted global supply chain” following disruptions during the coronavirus pandemic, with New Delhi working to bolster manufacturing to compete with China.

“The world before COVID-19 and after COVID-19 has changed a lot – the world cannot view the global supply chain as before,” Modi said.

“That is why today when the world is grappling with this question, I want to assure that the solution to this problem is India.”Relations between the world’s two most populous nations nosedived after a deadly Himalayan border clash that killed 20 Indian soldiers and at least four Chinese servicemen in 2020.

ONSHORE YUAN HIT 2007 LEVELS

The onshore yuan sank to 7.3296 per dollar, its weakest since December 2007.

China has rolled out a series of policy measures in recent months to revive a stumbling economy after its post-pandemic recovery fell away quickly. Investors remain on the lookout for further support measures from Beijing to revive market confidence.

Data on Thursday showing a lower-than-expected fall in China's exports and imports numbers in August did little to lift investors' spirits.

"I think that what's really driving the dollar is not so much that the U.S. economy is doing great, but it's doing better than elsewhere," said Joseph Capurso, head of international and sustainable economics at Commonwealth Bank of Australia.

华为新机突破封锁? 专家:5G技术成疑芯片过时

（北京6日讯）华为日前推出新款旗舰手机Mate 60 Pro，被中国舆论视为“突破美国封锁”、“重返5G技术”的象征。

但媒体报道，华为新手机是否具备真正意义上的5G技术仍有许多疑问，且其内置的中芯国际7纳米芯片技术也属过时产品。

此外，与以往的高调完全迥异的是，华为对Mate 60 Pro的发表，以及中国媒体及部分民众“突破美国封锁”的追捧，都表现得十分低调，因此引起各界的热议、揣测及不同解读。

美国之音（VOA）中文网6日报道，由于华为5G手机遭美国芯片管制生产受阻，2021年7月出厂的新手机甚至倒退为4G技术，这使得Mate 60 Pro是否真的属于5G技术，受到中国甚至西方世界的关注。

综合相关报道，中国用户以自测的结果声称，华为这款手机接入无线网络后，虽然并不显示4G或5G的信号指示图标，但其下载速度与5G手机旗鼓相当。

日前彭博社记者在香港用这款手机搭配中国移动网络测试显示，其网速可超过350Mbps。

但英国市场研究公司Radio Free Mobile创办人、数字行动技术系统专家温莎（Richard Windsor）指出，网络上常见的简单速度测试，并不能完全证明华为这款手机具有5G连接能力。

温莎指出，若使用“载波聚合”（carrier aggregation）技术，4G手机完全可能获得那样的传输速度。而5G的定义并不在于速度或吞吐量，而在于特定条件下的优质接收能力。

官网只字未提5G

根据报道，电信技术资讯权威机构GSM Arena公布的Mate 60 Pro手机规格参数显示，其无线通信技术规格为GSM/CDMA/HSPA/CDMA2000/LTE，并没有作出具有5G技术的评断。

相比之下，苹果、三星等主流智能型手机是否具备5G技术，从规格参数中的消息一目了然。

而各界也发现，在华为官网对Mate 60 Pro的介绍中，只字未提任何5G的技术，即使是包装上，也没有任何5G字样。

因此有观点认为，这是华为对此保持低调和隐晦的主要原因。

长年关注华为技术发展和市场行为的欧洲电信业咨询商斯特兰德咨询（Strand Consult）总执行长斯特兰德（John Strand）直言，如果华为的新手机是一款采用中国先进芯片的5G手机，华为会昭告天下。“华为和中国从来不讲谦虚，他们爱讲故事”。

华为这款手机使用的中芯国际7纳米芯片“麒麟9000s”，也是外界关注的焦点。虽有测试报告认为，这款芯片在中国无法取得极紫外光（EUV）曝光机的情况下取得技术进步。但报道指出，许多分析认为这一结论被过分夸大。

分析认为，中芯2022年就证明具有制造7纳米芯片的能力，靠的是合格率和产出量都较低的过时技术，以上一代的深紫外光（DUV）设备，就能制造7纳米的芯片，但良率极为不佳，只有15%，更有传言指中芯的7纳米芯片良率不到10%。

尽管如此，报道指出，在中国急于以举国之力突破美国“卡脖子”制裁的困境下，上述已被其他半导体大厂证明低效的芯片制造策略，可能会得到中国的大力支持。

哥本哈根商学院副教授傅道格（Douglas Fuller）表示，如果以高效、大规模生产为评判标准，由华为旗下海思半导体设计、中芯国际制造的芯片，并不代表真正的进步。

分析：中芯技术落后

中国政府为这种低效的生产支付了大笔费用，对华为来说是不错的买卖，但不是推进中国本土制造技术的明智方式。

分析指出，中芯的芯片制程技术，依旧落后国外竞争对手5年，而华为这款手机使用的麒麟9000s芯片，性能仍落后最新的手机芯片两代。

相形之下，苹果的iPhone 14使用的是台积电4纳米芯片，而下周即将发表的iPhone 15，更将使用台积电最新的3纳米芯片。

Malaysia, the Philippines, Vietnam and Brunei also have overlapping claims in parts of the sea, while the United States sends naval vessels through it to assert freedom of navigation in international waters.
China released a “standard map” this week that included its unilateral claims in the sea, which overlap with Malaysia’s exclusive economic zone off the coast of the Sabah and Sarawak states on Borneo island.

“Malaysia does not recognise China’s claims in the South China Sea, as outlined in the ‘China Standard Map 2023 Edition’ which covers Malaysia’s maritime area,” the foreign ministry said in a statement.

Describing the South China Sea issue as “complex and sensitive”, Kuala Lumpur said the dispute must be “handled peacefully and rationally through dialogue” based on international law.

Malaysia also said it supported the creation of a Code of Conduct for the sea, which Southeast Asian nations are currently negotiating.

Kuala Lumpur summoned Beijing’s envoy in 2021 after Chinese vessels entered its exclusive economic zone.

Malaysia will send a protest note to China over the latter's claim on the South China Sea outlined in the "China Standard Map Edition 2023", says Datuk Seri Zambry Abdul Kadir.

The Foreign Minister said that after issuing a statement to voice out Malaysia's stand on the matter, the next course of action would be to send the protest note.

"That is the practice," he said when met on the sidelines of the National Day celebration here on Thursday (Aug 31).

PUTRAJAYA: Malaysia does not recognize China's claims in the South China Sea, as outlined in the "China Standard Map Edition 2023," which also encompasses Malaysia's maritime areas, stated the Ministry of Foreign Affairs.
The map holds no binding authority over Malaysia, it said in a statement Wednesday.

The map, among other things, displays China's unilateral maritime claims that encroach upon Malaysia's maritime areas in Sabah and Sarawak, based on the 1979 Malaysia New Map," it said.
Furthermore, as previously emphasized by the Malaysian Government regarding the South China Sea issue, including maritime boundary matters, Malaysia consistently rejects any foreign party's claims to sovereignty, sovereign rights, and jurisdiction over maritime features or maritime areas based on the 1979 Malaysia New Map.

"Malaysia also views the South China Sea issue as a complex and sensitive matter," the statement said.
This issue needs to be managed peacefully and rationally through dialogue and negotiations based on provisions of international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982).
"Malaysia remains committed to cooperating to ensure all parties implement the Declaration on the Conduct of Parties in the South China Sea comprehensively and effectively.
"Malaysia is also committed to the effective and substantive negotiations on the Code of Conduct in the South China Sea (COC), with the goal of finalizing the COC as soon as possible," it said.
On Monday, the Chinese Ministry of Natural Resources issued the "China Standard Map Edition 2023," which also covered the exclusive economic zone (EEZ) maritime areas of Malaysia near Sabah and Sarawak, Brunei, the Philippines, Indonesia, and Vietnam, as well as several areas in India.

Closer to Xiong’an’s center, it’s not clear whether the development of the city changed decisions about the diversion of flood waters into Baiyangdian Lake. As northern China’s largest freshwater body, the lake serves a key role in the web of rivers and reservoirs that manage water – and flooding – in the region.

In the recent rains, at least three upstream reservoirs released flood waters into rivers flowing into Baiyingdian from the west and the south, according to state media.

But to the north, a canal that connects Baiyangdian with the Baigou River – which flows from Zhuozhou south toward Xiong’an – was shut before the flood peak arrived. Instead, the torrents were guided east through a much broader floodway to the Dongdian flood storage zone near Bazhou, where villages were inundated.

Authorities did not say why the decision was made or specifically whether protecting Xiong’an was a factor.

The floodway leading to Dongdian can contain ten times the water of the canal linking the Baigou River to Baiyangdian, and serves as the main flood relief channel for the Baigou River.

Authorities are meant to make decisions about diverting flood waters into Baiyangdian from the Baigou River based on the lake’s own water levels, according to government guidelines. Open-source data show that Baiyangdian’s water level was already high in late July and rose further in August.

Xu, the researcher at the Australian National University, said historically, waters from the Baigou river would likely have been diverted to both the Baiyangdian and Dongdian flood storage zones.

In August 1996, when the region was hit by the largest flood in three decades, Baiyangdian Lake took in 30% of the flood waters from the Baigou River, according to Chinese researchers.

CNN has reached out to China’s Ministry of Water Resources and the Hebei Provincial Department of Water Resources for comment.
