Don’t expect a ‘fairytale’ end to the pandemic when there’s a vaccine, expert warns.

A lot of hope is being placed on finding an effective and safe vaccine against Covid-19 as the pandemic continues around the world, but a professor of infectious diseases at the National University of Singapore (NUS) Yong Loo Lin School of Medicine has said that hope could be misplaced.

“I would see the vaccine as only helping (the situation),” Dale Fisher told CNBC’s Capital Connection. “It’s not going to be the fairytale (ending) everyone wants it to be where we’ll have an 100% effective vaccine and 100% of people will take it, and they’ll all receive it over the course of a month and we can go back to our way of life.”

He argued that there was a “pretty low benchmark” when it came to the efficacy of a vaccine. For instance, the U.S. Food and Drug Administration said at the end of June that it expected “a Covid-19 vaccine would prevent disease or decrease its severity in at least 50% of people who are vaccinated.”

“This means that for half the people that get the vaccine it wouldn’t work,” Fisher said. “Most people aren’t expecting this to be 100% effective. So I think you need to have the non-pharmacological interventions, such as the mask wearing and the limiting of gatherings and things like that for a long time to come.” —Holly Ellyatt

The U.S. has reported an uptick in coronavirus cases following weeks of reported declines and warnings from top health officials of coinciding outbreaks with the forthcoming flu season.

As of Monday, new cases were growing by 5% or more, based on a weekly average to smooth out the reporting, in 29 states and Washington D.C., according to a CNBC analysis of data compiled by Johns Hopkins University. Nationwide, daily coronavirus cases have grown nearly 20% compared with a week ago, moving above 43,300 new cases on average.

“We are seeing a pretty sharp uptick here in the United States,” Dr. Scott Gottlieb, the former U.S. Food and Drug Administration chief, told CNBC’s “Squawk Box” on Tuesday. “Now whether or not that’s a post-Labor Day bounce, and it’s going to start to level off or it’s a beginning of an uptrend heading into the fall, it’s unclear right now.” —Noah Higgins-Dunn

OTTAWA, Sept 23 ― Covid-19 infections have surged in Canada and if people do not take stringent precautions, they could balloon to exceed levels seen during the first wave of the pandemic, health officials warned on Monday.

“Canada is at a crossroads and individual action to reduce contact rates will decide our path,” the Public Health Agency said in a statement.

According to a worst-case scenario outlined by the agency, cases could rise more than 1,000 per day to 155,795 by October 2, with the death toll hitting 9,300. On Monday, Canada had reported 145,415 total cases and 9,228 deaths.

Prime Minister Justin Trudeau will appear in a rare evening national broadcast at 6.30pm (2230 GMT) today to talk about “the urgency of fighting Covid-19 as we face down the prospect of a second wave of the virus,” the prime minister's office said.

Iran recorded the highest single-day cases of coronavirus on Tuesday since the outbreak almost eight months ago, as a third wave of the pandemic grips the country.

Health Ministry spokesperson Sima Sadat Lari said that 3712 fresh cases and 178 fatalities were registered in the past 24 hours.

It marked the highest single-day jump in virus cases since February 19, when the first two cases of the novel coronavirus were identified in the city of Qom, 140 km south of Tehran.

The previous highest single-day COVID-19 cases (3,574) were reported on June 4 in the middle of the second wave of the pandemic in Iran.

The overall tally of infections has now reached 429,193 with death toll mounting to 24,656.

Deputy Health Minister Iraj Harirchi said the new wave is characterized by “high intra-family transmission”, warning of the genetic mutation of the virus.

Earlier on Thursday, Harirchi said all parts of the country should be deemed “red zones” now.

“We no longer have orange and yellow (zones),” he told reporters, referring to categorization on the basis of perceived COVID-19 threat. “The whole country is in a state of red.”

COVID-19 appeared to be gaining steam in several regions of central Canada on Monday, prompting Quebec’s public health director to announce the beginning of a second wave in that province.

Quebec and Ontario reported more than 1,000 cases between them, including 586 cases in Quebec, a jump of more than 100 compared with Sunday. Ontario’s numbers increased to 425 from 365 a day before.

The news prompted Dr. Horacio Arruda, Quebec’s public health director, to declare a second wave of COVID-19 had started in the province.

“I’m very, very, very worried by the situation, to the point where I consider that now we may be in a second wave, we’re in a second wave at its beginning,” he told a news conference in Quebec City.

Quebec announced tighter restrictions on public and private indoor gatherings on Sunday as it raised the alert level for several regions of the province, including Montreal and Quebec City.

But Arruda said the situation was serious all over the province and people need to respect limits on gatherings and other health guidelines in order to limit additional cases.

The UK's coronavirus alert level is being upgraded from 3 to 4, meaning transmission is "high or rising exponentially", its chief medical officers have said.

It comes after the government's scientific adviser warned there could be 50,000 new coronavirus cases a day by mid-October without further action.

On Monday, a further 4,368 daily cases were reported in the UK, up from 3,899.

In a statement confirming their recommendation on moving to level 4, the chief medical officers for England, Scotland, Wales and Northern Ireland said cases were now "rising rapidly and probably exponentially in significant parts of all four nations".

They urged people to follow government guidelines "to avoid significant excess deaths and exceptional pressure in the NHS" over the autumn and winter.

Health Secretary Matt Hancock said the move reflected "the significant shift in the current threat posed by coronavirus".

"This country now faces a tipping point in its response and it is vital everybody plays their part now to stop the spread of the virus and protect lives," he said.

The alert level, which is recommended by the Joint Biosecurity Centre, was reduced from level 4 to 3 on 19 June - which indicated the virus was "in general circulation" but there could be a "gradual relaxation of restrictions".

The proposed upgrading comes as the PM prepares to chair a Cobra emergency meeting on Tuesday morning - which will be attended by the leaders of Scotland, Wales and Northern Ireland.

The number of people in France who have died from COVID-19 has risen by 53 to 31,338, the health ministry said. The cumulative number of cases stands at 458,061.

The rolling seven-day count of COVID-19 hospital admissions rose to 4,103 from 3,894 on Sunday, according to the latest French data, with intensive care admissions at 638 against 593 on Sunday.

Tighter restrictions will be imposed in the French city of Lyon from Tuesday to counter a sharp increase in new coronavirus cases and a surge in intensive care admissions, local authorities said.

The new rules for Lyon, France’s third largest city, follow similar measures in Marseille, Bordeaux and Nice as the coronavirus resurges across the country and the testing system buckles under heavy demand.
