MUAR (Oct 30): Budget 2021 will provide allocations to curb the spread of Covid-19 as the government steps up its battle against the pandemic, said Prime Minister Tan Sri Muhyiddin Yassin.

He said the government would spell out additional measures in the Budget, which will be tabled on Nov 6, as part of efforts to bring the life of the people back to normalcy.

"As a caring government, Perikatan Nasional (PN) will implement additional measures. Before this RM305 billion (has been spent), and Budget 2021 will focus on efforts to curb the spread of Covid-19.

"We have spent almost RM2 billion on the Health Ministry while in Sabah alone, which has been badly hit by Covid-19, about RM400 million has spent in the past few weeks involving the delivery of food aid to houses and medical supplies,” he said.

Muhyiddin said this when opening the 24th annual general meeting of Koperasi Sungai Terap dan Sungai Raya Muar Bhd at Dewan Sri Permata, Sekolah Menengah Kebangsaan (SMK) Bukit Pasir here today.

WASHINGTON: The Trump administration has proposed including a US$20bil extension in aid for the battered airline industry in a new stimulus proposal to House Democrats worth over US$1.5 trillion, White House chief of staff Mark Meadows said on Wednesday.

"There's $20 billion in the most recent proposal for the airlines that would give them a six month extension," Meadows told reporters aboard Air Force One, noting that the industry was in urgent need of support.

American Airlines and United Airlines, two of the largest U.S. carriers, said they were beginning furloughs of over 32,000 workers on Thursday as hopes faded for a last-minute bailout from Washington. U.S. airlines have been pleading for another $25 billion in payroll support to protect jobs for a further six months after the current package, which banned furloughs, expired at midnight EDT.

Coronavirus relief talks between the White House and House Democrats had stalled in large part over the price tag, with Democrats seeking $2.2 trillion and the White House staying firm at $1.5 trillion.

Meadows declined to provide the total value of the White House's latest proposal but said the figure is "certainly above the $1.5 trillion that has been articulated to date." "As you get above $1.5 trillion, it gets extremely difficult to justify based on the facts," he cautioned, explicitly stating that $2 trillion was too much. "If it starts with a 2, it's going to be a real problem," he added.

Speaking on a flight to Washington from the swing state of Minnesota where U.S. President Donald Trump had headlined a rally ahead of presidential elections in November, Meadows said he was hopeful talks will continue with Democrats on Thursday.

Meadows also told reporters that a stop-gap spending bill approved by the Republican-controlled Senate and the Democratically-led House to fund the government through December 11 had been received by the White House. Trump has signed the bill. - Reuters

KUALA LUMPUR: The banking industry has received about 500,000 applications for repayment assistance and approved 98 per cent of them, Bank Negara Malaysia (BNM) said.

Individual banks, it said, have directly engaged over 2 million borrowers through calls, emails and SMS to offer repayment assistance in view of the end of the automatic moratorium today (Sept 30).

"For applications that are still being processed, banks have provided their commitment to inform borrowers of the application results as soon as possible,” the central bank said in a statement today.

BNM said it will closely monitor banks’ practices in this regard and borrowers who face difficulties with their banks can contact BNMTELELINK at bnmtelelink@bnm.gov.my.

There also continues to be a steady increase in borrowers choosing to resume payment of their monthly instalments, it noted.

It advised borrowers who can afford to resume monthly repayments to do so, as this would reduce their overall debt and borrowing costs.

"Although broader economic conditions are improving, some borrowers may still face repayment challenges if their circumstances change in the coming months. If this happens, borrowers can still engage their banks to discuss alternative repayment arrangements,” it said.

During this period, banks will continue to offer various forms of repayment assistance to borrowers.

BNM assured that applications for repayment assistance at any time before June 30, 2021, will not appear on a borrower’s Central Credit Reference Information System (CCRIS) records.

It said borrowers may also seek guidance and explore alternative options for assistance with the Credit Counselling and Debt Management Agency (AKPK).

According to BNM, the banking industry has been actively reaching out to help households and businesses that need assistance after the automatic moratorium ends today.

Banks have introduced a range of packages for affected borrowers, including targeted extension of the moratorium, as well as repayment flexibilities to help borrowers based on their specific financial situation.

These include repayment assistance campaigns across the country and direct engagements with various stakeholder groups, including small and medium enterprise associations.

"To ease the application process, banks have simplified steps, enabled online applications and extended the operating hours of branches (including weekends),” BNM said.

This targeted approach, it added, ensures that more resources are available to assist those who are vulnerable and also enables the banking sector to better support the broader economy through continued lending. - Bernama

KUALA LUMPUR (Sept 29): The High Court has today reversed the Sessions Court decision three years ago in convicting former Supermax Corp Bhd MD, Datuk Seri Stanley Thai Kim Sim, for insider trading in relation to APL Industries Bhd (APLI) shares.

Judicial commissioner Datuk Azhar Abdul Hamid also reversed the conviction of former remisier Tiong Kiong Choon.

Azhar, in his decision, said he found the conviction "not safe" after hearing the submissions.

"Hence, the conviction and sentence are set aside," said the Judicial commissioner.

Thai was sentenced to five years' jail on Nov 24, 2017, and fined RM5 million by the Sessions Court after he was found guilty of insider trading. Tiong, who was also sentenced to five years in jail, was also fined RM10 million.

Insider trading offences, under Section 188 of the Capital Markets and Services Act 2007 (CMSA), carry a mandatory punishment of imprisonment not exceeding 10 years and a fine of not less than RM1 million.

Thai was charged/convicted of communicating non-public information between Oct 26 and 29, 2007 to Tiong. Tiong was convicted of two counts of disposing of a total of 6.21 million (6,208,500) APLI shares while in possession of the same non-public information via accounts belonging to his mother-in-law and his mother.

At the time the offences were committed, Tiong was a licensed intraday trader with a stockbroking company.
