This is the par value of the shares. Nothing to do wt share price. This is like the share or biz owner fixed the par value as 10c. Like you if you start a biz wt rm10k then the company actually issue you 100k shares because the par value is 10c. Say Eah shareholders started the biz wt 100k shares.. now the biz is worth 18c as you said. The investors in bursa now see the value as 18c coming from profit over the years and many other things.

They can play margin but for this counter and ecoworld they are not giving value at yesterday's price. They cap the price lower than the market.
