There is still restrictions in the form of SOP bullshit and arrests are still possible. There is no clarity but the enforcements are happy to interpret it according to their will. That means, if they don't like your face, the way you answer or your style expect arrests. Such low class enforcements.

With restrictions, excuse of opening up for economy is foolish.
The business activity is dependent on many inter linked sectors. It cannot function properly with missing resources.

The opening will make the economy to limp like a person on crutches.
