Each and every department has it's own ENFORCEMENT unit.

This is unproductive and adds cost. Visit any GLC or government you have "JAGA BOY"
in auxiliary police uniform. Between the police uniform is to psychologically threaten visitors.

Too many enforcement units. This shows that the government is not creative in boosting the economy. Enforcement units are created to provide job to the unemployed from a certain community.
