Monitoring is not enough!
Tap on the hand or pampering words will not help.
Dismissing saboteurs and lazy pricks will send the message across easily.
Ensure service is available all time immaterial of peak or lull moment.

Frequency is important. Try talking to passengers living in residential areas. The uncle aunties can reveal wealth of information about the quality of service and conduct of Rapid workers.
