YES! I strongly agree with that proposal!
These incompetent and recalcitrant civil servants ought to be dismissed from civil service. They are parasites which need to be exterminated to retain and improve reputation of civil service. The act of transferring these delinquents is transgression.
One cannot stop buffaloes from rolling in mud. Strict enforcement would send a warning to others, thus improvement could be seen. The cane works better than mollycoddling.
